IDEO BRACE MANUFACTURING
DIRECTORATE FOR SURGICAL SERVICES C5 DEPARTMENT PROSTHETICS LAB
STATEMENT OF WORK
1.0. INTRODUCTION:
1.1. The mission of the Naval Medical Center San Diego (NMCSD) is to prepare to deploy in support of operational forces, to deliver quality health services, and to shape the future of military through education, training, and research. NMCSD is recognized as a center of excellence for Wounded Warriors, ambulatory care, critical care, and women’s health
1.2. The mission of NMCSD is to be the Nation’s premier Military Medical Center, providing world-class care; as such we will:

2.0 DEFINITIONS
2.1 IDEO: Intrepid Dynamic Exoskeletal Orthosis.
2.2 PDE: Posterior Dynamic Element
2.3 AFO: Ankle Foot Orthosis
3.0 SCOPE
3.1 The scope of activities includes the fabrication, and delivery of patient specific IDEO’s style posterior strut AFO’s. Once awarded, the contractor will provide the manpower, and equipment to conduct the fabrications on behalf of the C5 department according to patient specific needs.
The requirement is for the fabrication of thirty IDEO’s for C5 patients at Naval Medical Center San Diego. An IDEO is a high-tech, carbon fiber leg brace worn by patients which is designed to offload stored energy back up the body giving the patients power to walk, run, or jump. The department currently does not have the manpower (only 1 of 3 Technician positions currently filled) to facilitate the fabrication of thirty IDEO’s at this time. Without approval patients will continue to have a delay in care and future consults will not be able to be accepted. This could also result in active duty members having to be medically retired from the military.
4.0 FABRICATION REQUIRMENTS
4.1 FABRICATION OF THIRTY PATIENT SPECIFIC IDEO’S
4.1.1 The contractor shall provide manpower to conduct fabrication of thirty patient specific IDEO’s based off patient molds provided by NMCSD’s C5 Prosthetics Department. The IDEO’s should be made with PDE struts, Ottobock 80/20 resin, recessed rivets that are flush with surface, cuffs need to open to 45 degrees, cuff rivets to be below pad, footplate shall have 1” tubular braid in layup setback ¼” from finished edge, foot plate pads shall be installed after grinding of trim lines, and all braces shall be fabricated to the requirements of each patient specific mold. Additionally all parts needed to fabricate the braces will be provide by the contractor, to include the carbon fiber, straps and struts.
4.1.2 The contractor is responsible for repair or replacement of any broken or damaged IDEO braces within 90 days of delivery. Return of brace will be within one week of request of repair or replacement.
4.1.3 The contractor is responsible for repair or replacement of any IDEO noted to have flaws in manufacturing. Return of brace will be within one week of request of repair or replacement.
5.0 DELIVERY REQUIREMENTS
5.1 Standard ground delivery is required to C5, NMCSD, 34800 Bob Wilson Dr. San Diego, CA 92134.
5.1.1 Delivery of each brace will be due to be delivered to NMCSD C5 within 2 weeks of receipt of mold by contractor.
6.0 DOCUMENTATION
6.1 Contractor shall provide a written statement of work for the fabrication and shipment of patient specific materials to the departmental point of contact.
7.0 CUSTOMER RESPONSIBILITIES
7.1 Client shall be responsible for providing the contractor with all patient specific molds for IDEO fabrication.
7.2 Client shall be responsible for providing a person of contact for information regarding fabrications.
7.3 Client shall be responsible for coordination with contractor.
