NUWC Keyport 4200_10 (10-2019)
JUSTIFICATION FOR URGENCY (SIMPLIFIED ACQUISITIONS FROM $10,000 TO $250,000.00)
1. The service or material listed on Procurement Requisition (PR) 1301114769 number PID# N00253-23-SIMACQ-KPT-21-0023 is urgent and advertising requirements are precluded for reasons indicated below. If the service/material is not received by the Required Delivery Date (RDD), specific damages to the Navy will result.
2. In the spaces below, provide the name of all known suppliers of the required product, preferably a minimum of three manufacturers.
(Although the purchasing office maintains a list of sources, it is best to provide sources you know meet your requirements so that valuable time is not wasted in soliciting and evaluating offers from companies who can't meet your needs. Attach a copy of any market research conducted on potential offerors). Suggested Source(s) (complete with addresses, phone and fax numbers) are as follows:

3. Brief descriptive narrative of service or material required:
experienced a failure in the rotor winding. The lugged terminal cable broke free at the lug while rotating and caused damage to both its wiring and the wiring surrounding it in the stator assembly. Both now require an inspection and rewiring repair effort to get this back up and running to be able to accomplish its missions. Estimated costs include for labor and for materials for a total of .

5. Describe the resulting damages if the above required delivery date is not met. Explain why the service/material is needed and what will happen if it’s not received by the RDD. (As necessary, describe the impact on overhaul/availability schedules, impact to base support, personnel safety issues, potential environmental damages, etc.) The impact should be expressed as the daily cost (labor, material, etc.) to the government for each day of delay beyond the RDD.
Damages incurred to this system have left the craft incapable of transit to and ranging at and unreliable for ranging on .
To date, due to generator issues Keyport has realized at least ranging events that required cancelation due to inability to support their customers, both for Dabob and Canada events. It is currently projected that the is required to continue ranging until of FY24 before the engines can be replaced during the , so every day this repair is not accomplished is a loss in funding to Keyport.
Further and most importantly, we are not able to support a day event that was scheduled the beginning of .
This support was required as outline in our with , and further cancelations will have an echoing effect of lost faith and confidence for Keyport to reliably support their missions. This has caused to have to reschedule the event until spring, along with other Direct Customers being forced to push their requirements into the new Fiscal Year. Overall estimated loss of FY23 Range Service Cost Center revenue is over with additional financial loss excepted during FY24 start up if this correction cannot be made as soon as possible.
6. Lack of prior planning does not support urgency. Please provide a time-line beginning on the date the need was first identified and ending on the date the PR was submitted to the Contracts Department. Why is the claimed "urgency" not the result of a lack of advanced planning?
