ADDITIONAL INFORMATION
1. We would like to put in the official bid to move forward but the first vendor requirement of the contract is to be certified specifically on the Yxlon tube. We do not have this certification. We do have extensive experience working with NDT radiography equipment and are certified by the major manufacturers but not specifically what is being asked. If there is a way to get around that requirement please let me know and we will put in the bid.
Technical Team Response:
Referring to Certification Statement: Due to the sensitivity of the scientific equipment, radiation safety issues tied to the tube head, and the high voltages within the unit, the vendor must be certified to perform troubleshooting and maintenance on a Yxlon X-ray tube. We require a vendor that is certified to perform troubleshooting and maintenance on a X-ray tube; they do not specifically have to certified by or for Yxlon. By describing the X-ray head we have in the machine, it was not meant to be specific. Only Yxlon will have Yxlon certifications according to our X-ray expert. As long as the vendor has NDT radiography experience and certification, they can submit a bid.

Subject: Repair Items and Installation of Repair Components for X-ray System in building 5000
Background: The real-time X-ray cabinet system facilitates the X-ray inspection of components in live time. The sample can be manipulated in 5 different axes including X, Y and Z plus 30o tilt and 360o sample rotation. The real-time X-ray system can be used to examine a wide array of samples ranging from integrated circuits to welds in steel. The Image Intensifier (I.I.), which is used in place of film, and attached camera allow for sample inspection in real-time. The tube head power level is controlled via computer; however, the overall system power is key-controlled. The cabinet X-ray system is part of the station radiation safety program and is compliant with the requirements of NAVSEA S0420-AA-RAD-010, Radiological Affairs Support Program Manual and 21 CFR 1020.40. The X-rays are produced by a Yxlon 11077573 X-ray tube head.
The real-time cabinet X-ray system is located within located in Building 5000 of Naval Base Kitsap (NBK), Keyport. The cabinet X-ray system consists of the following items:
Tube: Yxlon 11077573 Generator: Gulmay 4033‐0612 System Software: FXE Control Version 2.13.1.22954 Cabinet: National X-Ray NX522-225M, N/N 021513
Repair Location: Repair services will be conducted onsite in the Building 5000 at Naval Undersea Warfare Center, Keyport, WA. The system as a whole is not portable; however, some components could be transported if removed from the system. Lab personnel are not permitted to remove or reassemble most components (beyond basic maintenance) as these tasks are most likely not covered by the operating and emergency procedures, and would be a violation of the ionizing radiation program under which the employees operate.
Problems With Machine: The following problems exist at this time:
The X-ray system turns on and pulls a vacuum, but not able to generate X-rays.
The tube will not turn on.
System error code 402 and 404 given by machine.
Attempts over the phone have failed to solve problem.
System is non-operational as it will not take X-Rays.
Scope of Work: Purchase and/or provide/bring the components identified as failed during the phone assessment. Repair the system using the procured items onsite at Naval Undersea Warfare Center, Keyport:
Vendor shall procure the identified new amplifier board for replacement.
Vendor shall replace/install the new amplifier board, electrically test, and inspect the X-ray system Vendor shall open, troubleshoot, electrically test, and inspect the X-ray system.
The vendor shall perform any service to perform troubleshooting/evaluation of the Yxlon system Perform troubleshooting and system service of Yxlon system to determine what is necessary to get it functional (Limited to two (2) 8hr days onsite) The vendor shall provide a report to the Government. The report should identify the replacement parts necessary for repair as well as labor costs and estimated cost of repair.
Report can be in standard company format.
Once the ceiling of this troubleshooting/repair effort has been reached or if it is determined that additional effort and/or repair components are needed above and beyond this scope of work, the vendor shall cease work and provide a quote for additional labor and/or hardware.
The contractor shall follow procedures outlined by the original manufacturer when applicable, for these services of the above pieces of equipment, including requirements for the Yxlon tube heads and accessories.
The contractor shall use only new or refurbished like-new parts for any part of the system. Original Equipment Manufacturer (OEM) new parts shall be used when available for any part of the system that activates, controls, monitors, or electrically powers the radiation produced from the X-ray tube head. Refurbished like-new parts will be acceptable for any part of the system that activates, controls, monitors, or electrically powers the radiation X-ray tube head only when new parts are not available.
Vendor Requirements:
Due to the sensitivity of the scientific equipment, radiation safety issues tied to the tube head, and the high voltages within the unit, the vendor must be certified to perform troubleshooting and maintenance on a Yxlon X-ray tube.
As this is a suspected electrical issue, the vendor must be capable of repairing the associated wiring and/or components.
The vendor shall bring any specialty tools required for the disassembly, repair and/or maintenance required for operational verification.
The evaluation for the cabinet X-ray system must be performed by a certified vendor due to potential to produce ionizing radiation from the system’s Yxlon X-ray tube. The cause of the damage and the extent of the damage is at this time unknown based on the limited tools and procedures that the authorized users are permitted to conduct under the Radiation Affairs Support Office program related to a source of ionizing radiation. The expertise of the vendor is needed to assess the extent of the damage and offer a path forward for possible system repair. If the repair requires the sleeve material be replaced, it is a very delicate operation requiring precise alignment of the sleeve material within the tube head that only qualified vendors can achieve.
The Keyport Environmental Test Laboratory (ETL) requires a provider of nondestructive testing (NDT) equipment, service, and repair for onsite repair of the X-Ray machine.
Due to the industrial work and applications of the ETL’s X-ray machine the vendor must have NDT X-ray expertise, medical X-ray experience is not sufficient. Sealed beam X-ray systems used in medical are not the same as micro-focus systems used in forensic or NDT X-ray.
The vendor must be able to provide quality inspection of test related challenges onsite in a timely manner. The technicians need to be factory trained on the major brands of radiographic and radioscopic X-ray equipment. The field technicians need to be experienced with current and aged technologies and equipment. The field technicians need to be able to troubleshoot generator components, electronic cabinet components, control components, circuit boards, tube heads, and capable of cabinet lead repair and testing.
Prospective vendors required to submit a proposal including their technical certifications, experience with repair and service of nondestructive testing (NDT) equipment, specifically repair experience on micro-focus X-ray heads, and a brief description how vendor will troubleshoot a Yxlon tube and a Gulmay generator alongside the completed solicitation. The technical team will then review the proposal packet before an awardee is selected.
Resources Available:
There are no electrical drawings for the system onsite. There are some electrical schematics for the system that were provided by the original manufacturer, but no documentation of the actual physical configuration.
Basic mechanical tools, voltmeters, isopropyl alcohol, metal polish, lint free clothes, cotton tipped applicators, gloves, and X-ray filaments.
