JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Undersea Warfare Center Division, Keyport (NUWC
Keyport) Contracts Division 022 intends to procure the following supplies under other than full and open competitive circumstances, based on the following.
2. Description of Action Being Approved
This justification provides for the solicitation of MK444 Mod 2
Electrical Cable Test Set components, to include eight (8) each
Electrical Cable Test Set DIT-MCO model 2115 Master Switching
Units (MSUs), eight (8) each DIT-MCO Multiple Test Terminal (MTT)
Test Fixtures (P/N 7609533), and eight (8) each MTT Test Adapters
(P/N 8290898), on a sole source basis to DIT-MCO International in support of Lightweight (LWT) torpedo repairs for Foreign Military
Sales (FMS) country requirements. The solicitation will also include two (2) options for additional quantities. Each option will provide for two (2) each of the MSU, Test Fixture, and Test
Adapter identified above. Estimated dollar value is
3. Description of Supplies/Services
These components are part of an electrical cable test set, used to test torpedo electrical communication cables for continuity and insulation resistance prior to installation into the torpedo.
The test set is also used for the same purpose in the Vertical
Launch Anti-Submarine Rocket (ASROC) systems, as it is expandable in purpose by the addition of adapter cable packages and related software.
The DIT-MCO Model 2115 MSU is a 1000-point cable test system and controller in a specific physical configuration with a proprietary industrial connection system and proprietary software application, mounted in a specific mobile cabinet, and supplied with a calibration transfer standard. The workstation is optimized for the hardware, loaded with the DIT-MCO software

application and equipment-specific device drivers, and built into the Model 2115 cabinet.
The system includes a Calibration Verification Tool (CVT-1) to functionally test the DIT-MCO Model 2115. The hardware is proprietary and uses a DIT-MCO proprietary software program to automatically test the functionality of the Model 2115 when configured within the overall MK 444 Mod 2 electrical cable test set. The CVT-1 is required for performing the necessary maintenance on these test sets and is provided with an adapter cable that uses a connector that is proprietary to DIT-MCO.

5. Rationale Justifying Use of Cited Statutory Authority
The DIT-MCO Model 2115 MSU, CVT, and MTT are under configuration control by the MK 444 Mod 2 Electrical Cable Test Set. The part numbers and descriptions are called out specifically in the drawing package, as is the proprietary software that controls it.
This MK 444 Mod 2 Electrical Cable Test Set includes a proprietary connector system that matches with connectors on existing interface adapter cables. The test set as a whole is a common test set that is meant to be used in multiple locations and draws off the same spare parts pool. MK 444 Mod 2 Electrical Cable Test
Set test programs that are written under the proprietary software already exist for the test set. Due to the proprietary aspects of the hardware and software, no other manufacturer can provide a suitable substitute.
Costs involved in redesigning the test set for a different MSU, CVT, and MTT; rewriting the test program software for a different software application; and redesigning and rebuilding all existing interface adapter cables used on this test set to provide for a for a different connection system would be extremely cost prohibitive and would include the following:
A minimum of $115,000 for engineering and documentation costs to redesign the basic test set;
Approximately $130,00 to redesign, document, and rebuild each existing interface adapter cable;
$5,000 for each of the cable test programs ($75,000 minimum)
Existing spare part inventory would become obsolete
Additionally, a redesign of this magnitude would delay purchase of these systems for over two years.
Five (5) identical test sets are currently in use in the LWT torpedo program at this time. To maintain common support technical training, and spares for both US Navy and FMS customers, it is a requirement for all units to be identical. Use of other hardware will require significant Technical Documentation Package
(TDP) changes and significant changes to all technical manuals used for support of the MK 444 Mod 2. Estimated costs would be two (2) man-years of engineering labor, plus any additional material costs incurred in reconfiguring the test sets. This also assumes that the redesign will be correct the first time. Failed tests and potential rework or parts replacement would cause further delays and costs. Delays in procurement will negatively affect required delivery dates to the foreign military sales (FMS) group and FMS customers.
6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable
Market research has been conducted, but no additional sources have been identified for the MK 444 Mod 2 Electrical Cable Test Set components. As a part of the market research, drawings were posted to FedBizOps between July 2018 and October 2018 to determine if other manufacturers were interested, and the
Government directly contacted nine (9) vendors, as listed below:

Star Engineering, Inc.
Proxy Manufacturing, Inc.
Digicom Electronics
Duotech
Tristate Electronics Manufacturing
Vendors either declined to respond or were unable to conform to drawing requirements.
7. Determination of Fair and Reasonable Costs
The Contracting Officer will determine that the cost to the
Government for the supplies/services covered by the J&A are fair and reasonable prior to contract award.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, NUWC Keyport has no plans at this time to compete future contracts for the types of supplies covered by this J&A. If additional potential sources emerge, NUWC Keyport will assess whether allowing for alternate parts is feasible.
