STATEMENT OF WORK

1. SCOPE

This specification reflects the equipment that is essential to the minimum requirements of the Naval Undersea Warfare Center (NUWC), Division Keyport, for a ‘Portable Laser Ablation (LA) System.’ The purpose of the system is to upgrade NUWC, Division Keyport’s capability to include a portable LA system for a wide range of Department of Defense (DoD) applications. This LA system shall be used for operations when removing coatings, corrosion and contamination for both production and research and development purposes.

The contract shall include the equipment, delivery (freight), installation, set-up, integration, operation during runoff, acceptance testing, and training as specified herein. It is the government’s intent that a single (primary) contractor be awarded this contract and be responsible for the accomplishment of all work detailed by this specification.

2. CLINs/DELIVERABLES

4. REQUIREMENTS:

4.1. GENERAL DESCRIPTION OF SYSTEM - This specification covers the minimum government requirements for a portable LA system.

4.2. WORK TO BE DONE BY CONTRACTOR - The Contractor shall be responsible for the following:

• Design, manufacture, test and, configure all equipment required to provide a complete system as specified herein.

• The operational testing and system configuration, in accordance with the requirements specified herein.

• Complete documentation and organization of all technical data which applies to the operation, maintenance, repair, and testing of the specific equipment.

• Packaging and shipping of equipment to deliver to NUWC Keyport, Building 1058.

• Installation of the machine and all identified accessories/options in the Naval Undersea Warfare

Center (NUWC), Division Keyport facility and operational testing.

• Training of government personnel on the proper operation and maintenance of the installed equipment and its component parts.

4.3. WORK TO BE DONE BY ACTIVITY - The activity (NUWC, Division Keyport) will provide:

• Standard utility services, power and compressed air (to within 60 feet of the site) as required for the proper operation of the equipment unless otherwise stated herein.

4.4. CONDITIONS OF SERVICE AND PERFORMANCE: - The following service and operational conditions shall apply to the equipment delivered under this specification.

4.4..1. The proposed system will be operated in a machine shop environment and shall be capable of continuous operation over an extended period of time with minimal maintenance and up keep.

4.4..2. Environmental Conditions - The unit shall be designed to operate in a non-air conditioned manufacturing building.

4.4..3. Electrical - The proposed system shall not require more than 80 Amps at 480 VAC of electrical power in its fully configured and operational state.

4.4..4. Compressed Air - Compressed air available for air-actuated mechanisms is 90-100 pounds per square inch gage and 8 cubic feet per minute (nominal). If the proposed system requires more air than indicated above, the excess capacity shall be provided as part of the equipment. Any proposed compressed air system shall include a regulator(s) and a filter(s) with an automatic drain.

4.4..5. Compressed Air Quality - The building site is serviced by multiple Ingersoll Rand air compressors with air dryer. The compressed air pressure dew point is rated at ISO 8573-1:2001 Class 5. Any proposed equipment requiring a higher Class 4 or lower shall provide a dedicated system air dryer.

4.5. GENERAL EQUIPMENT REQUIREMENTS:

4.5..1. Standard, Off-The-Shelf Components - All materials and parts comprising the system shall be new, of current design and manufacture, and shall not have been in prior service except as required for factory testing.

Standard, off the shelf components with proven reliability shall be used wherever possible to increase performance reliability and reduce costs. This requirement applies to components installed on the new equipment and replacement parts needed for future repairs and maintenance. The equipment shall be one of the manufacturer’s current production models which, on the day this solicitation is issued, has been designed, engineered and sold, or is being offered for sale through advertisements or manufacturer’s published catalogs or brochures. The manufacturer will have made and delivered identical systems to commercial customers. Products such as a prototype unit, preproduction model, or experimental unit DO NOT qualify as meeting this requirement. The equipment shall be complete, so that when connected to the utilities identified herein, it can be used for the function for which it is designed and constructed.

4.5..2. Personnel Safety And Health Requirements - All machine parts, components, mechanisms, and assemblies furnished on the unit shall comply with all specific requirements of “OSHA Safety and Health Standard (29 CFR 1910), General Industry” that are applicable to the equipment itself. Covers, platforms, guardrails, belt guards, and other safety devices shall be provided for all parts of the equipment that present a safety hazard. The safety devices shall prevent unintentional contact with the guarded part. The safety devices shall not interfere with the operation or maintenance of the equipment. The safety devices shall be removable to facilitate inspection, maintenance, and repair of the part. Additional safety and health requirements shall be as specified in other paragraphs of this specification.

4.5..3. OSHA Compliant - The equipment specified herein shall be in compliance with the applicable OSHA regulations and be listed by one of the OSHA accredited laboratories or approved in accordance with CFR Title 29, Chapter XVII, Part 1910 and installed in accordance with applicable NEC/NFPA requirements. Approval shall be as specified under the “Approval” and “Acceptance” criteria in the OSHA regulations Subpart “O”, Machinery and Machine Guarding paragraph 1910.212 and Subpart “S” Electrical, paragraph 1910.303 and paragraph 1910.399.

4.5..4. Energy Isolating Devices - Equipment provided by the contract shall provide energy isolating devices (e.g., safety switches, valves, etc.), to protect personnel from hazardous energy. The devices shall be designed and manufactured such that the device can be locked in the user-selected position (ON/OFF) to prevent inadvertent or unauthorized change. The Contractor shall ensure that all energy-isolating devices installed or modified are capable of being locked. This includes both mechanical and electrical devices. An energy-isolating device shall be installed as the first energy control device on all major components of the system such that the component can be isolated at the component level.

4.5..5. Audible Noise Levels - The peak audible noise emitted by the equipment shall not exceed 84 decibels at the operators work position, nor at any other point at a distance of three feet from the equipment, as measured on the “A” weighted scale of a standard sound level meter under all operating and service conditions.

4.5..6. Environmental Protection - The unit shall be designed and constructed so that during the operation, service, transportation and storage conditions described herein including final disposal, the equipment will comply with all applicable Environmental Protection Agency (EPA) and Occupational Safety and Health Agency (OSHA) and State of Washington Department Of Ecology (WDOE) restrictions for materials classified as hazardous to the environment in effect on the date of the contract. The equipment described herein shall not contain or emit material hazardous to the ecological system as prescribed by federal, state and local statutes in effect at the point of installation.

4.5..7. Hazardous Material Exclusions - Supplies being used in the performance of this contract, or materials being provided as part of the equipment shall be free of known hazardous materials. Hazardous materials shall not be brought on site without prior approval of the Contracting Officer. Hazardous materials not needed for this project are prohibited. Definitions of hazardous materials are specified in the latest version, including revisions adopted during the term of the contract, of Federal Standard No. 313.

4.5..8. Notwithstanding any other hazardous material usage permitted in this contract, radioactive materials or instruments capable of producing ionizing radiation as well as materials which contain asbestos, mercury, cadmium, lithium, methylene chloride, lead (= or >0.06%), or polychlorinated biphenyls (PCB’s) are prohibited.

4.5..9. Class I Ozone Depleting Substances as defined in 40 CFR Part 82 shall not be used in the performance of this contract, or be provided as part of the equipment.

4.5..10. Exceptions to the prohibition of these materials must be referred to the Contracting Officer in writing, for consideration prior to contract award.

4.5..11. Material Safety Data Sheets (MSDS) - In accordance with FAR 23.3, offerors and contractors are required to submit Material Safety Data Sheets (MSDS’s) whenever the supplies being acquired or supplies used during performance are identified as hazardous materials. Hazardous Materials shall include any material which, by virtue of its potentially dangerous nature (e.g., toxic, flammable, corrosive, oxidizing, irritating, sensitizing, reactive), requires controls in its use, packaging, handling, storage, or stowage, to assure adequate safety to life and property. This definition is intended to apply to proprietary industrial, commercial, or locally prepared blends, mixtures, formulations, or compounds of gases, liquids, and solids intended for use at the job site. Any other material that has been designated by a Government technical representative as potentially hazardous and requiring safety controls shall also be supplied with a MSDS. MSDS’s are to be available at work sites where materials are being used.

4.5..12. Painting - All surfaces shall be painted in conformance with the manufacturer’s standard practices and good workmanship. Painting shall result in a highly wear-resistant finish which guarantees continued protection to the surfaces covered against the specified environment under all service conditions. The manufacturer’s standard color shall be provided. Lead base or chromium base paints are prohibited.

4.5..13. Caution - Warning Plates - Corrosion resistant “Caution” or “Warning” plates shall be securely attached to the equipment in visible locations, with any safety precautions to be observed by the operator or maintenance personnel permanently marked on the plates.

4.5..14. Identification Plate - An identification plate shall be furnished with the equipment. A nameplate shall be affixed to each major component of the system showing the manufacturer’s name, equipment model, year of manufacture, and any other pertinent information for identifying the part as a unique component of the system.

4.5..15. Emergency Stop Buttons - The equipment specified herein shall be provided with emergency stop buttons (switches) at each side or end of the equipment and at all operator stations. These stop buttons shall be the mushroom type, shall be colored red, and shall be labeled as such. When activated, the emergency stop buttons shall disconnect all electrical power to the equipment such that the all operations or functions will immediately stop or cease.

4.5..16. Precision Measuring Devices (PMD) are defined as any item having the required accuracy to make, record, or generate measurements that demonstrate conformance of a device or system to specific requirements (quantitative measurement), and upon whose measurement decisions are based to accept, reject, adjust, repair or replace the device or system being tested. All PMD shall be provided factory calibrated and ready for use unless otherwise agreed by both parties.

4.5..17. All Electrical Components including motors, starters, relays, switches, and wiring shall conform to and be located in accordance with the applicable NFPA, NEMA, and ANSI standards for the intended application.

4.5..18. Power Disconnect - A supply circuit disconnect device, either a fusible motor circuit switch or circuit breaker shall be integral to the equipment. A second power disconnect shall be provided in the form of a disconnect switch mounted on the wall or next to the machine to cut all power to the machine. The disconnect shall have fuses as part of the circuit and the fuses shall be sized accordingly to the current draw of the equipment.

4.5..19. Motors - Motors shall be rated for continuous duty. Motors shall be equipped with ball bearings of the sealed and permanently lubricated type. All electrical motors shall meet NEMA-MG1 requirements.

4.5..20. Control Circuits - Main and auxiliary control circuits shall operate on a circuit of 480 volts or less derived from isolation transformers integral with the equipment or installed by contractor.

4.6. EQUIPMENT AND SERVICES TO BE PROVIDED

4.6..1. General System Requirements:

• CLIN 0001: CleanLASER Model CL1000

• Nominal Laser Power: 1000 Watts

• Nominal Laser Wavelength: 1064 nanometers

• Pulsed laser

• Include Electronic Margin Shielding – mechanism for minimizing repeated pulses in the area where the mirror movement decelerates and accelerates during beam raster

• Must meet 21 CFR 1040.10 and ANSI Z136 laser safety requirements

• Support external control of equipment

• Equipment must be mounted on rolling casters, a minimum of 2 must be the pivoting and 2 must be the locking type, if 2 wheels are both pivoting and locking, this will meet the requirement

• Support the following communication and safety connections. These connections must be available on terminal board, a single inclusive connector, or several connectors. The mating field wireable connectors must be provided with equipment.

• External on/off control through general purpose input/output

• Dual channel (redundant) emergency stop output

• Dual channel (redundant) emergency stop input

• Dual channel (redundant) safety interlock input

• Laser on status light signal output

• Red/yellow/green laser status light signals

• Six (6) gallons of CleanCOOL to be ordered by the activity just before six months so it is delivered with the maximum working life in the laser system

4.6..2.1. Software shall be fully functional if no network connection is provided 4.6..2.2. All parameters for maintaining, tuning and operating the system will be accessible to NUWC-Keyport 4.6..2.3. System will have one or more easily accessed unused USB ports capable of powering a portable hard drive.

4.6..2.4. All software provided under this contract shall retain all of its functionality indefinitely with no renewals and no maintenance of any kind ever needed. There shall be no fees to keep all software fully operational.

4.6..3. System Acceptance Testing Requirements:

4.6..3.1. Prior to acceptance, the system shall undergo an acceptance use test operating at both the high and low pulse frequencies showing successful paint removal and will show nominally 75% (750W) minimum output energy from laser optic in continuous wave mode.

4.6..3.2. Contractor to provide laser power meter to show output power.

4.6..4. Spares and preventative maintenance:

4.6..4.1. CLIN 0001 is to include any and all start-up and initial spares supplies necessary for full operation of the system. The supplies shall be sufficient to operate the machine continuously for at least 3500 hours, or 1 year, including 20 protection windows, a complete set of fume extractor filters installed, a spare set of fume extractor filters, installed chiller filter, spare chiller filter, laser desiccant installed, two (2) spare laser desiccant packs, and two (2) general cleaning packs as defined in CLIN 0012.

4.6..4.2. CLIN 0020 through CLIN 0024 are options for annual preventative maintenance. This support includes, at a minimum:

4.6..4.2.1. All maintenance as specified by the manufacturer 4.6..4.2.2. Software updates 4.6..5. Technical Support and Training

4.6..5.1. Contractor shall provide a minimum 3-day Operator and Maintenance Training course located on-site at NUWC, Keyport, as described in paragraph 4.9 as part of CLIN 0001 for no more than five (5) personnel.

4.6..5.2. CLIN 0025 through CLIN 0028 are options for technical support, including training as detailed in paragraph 4.9, with the exception of CLIN 0028 where the location would be at the contractor’s discretion. The entire contractor cost of providing the training or technical support (including travel, per diem, etc.) shall be covered by this contract.

4.6..5.2.1. This support includes: New application development support, production assistance, required safety and use training per manufacturer and ANSI Z136, equipment care training, hands-on training, post training technical support

4.7. Equipment installation and set up

4.7..1. Equipment and all associated components shall be assembled, installed, set-up and tested by the contractor in the area(s) designated as its functional work area by the Receiving Activity Point of Contact. The contractor shall provide all personnel, equipment, and supplies necessary for the complete installation and set-up of the proposed system.

4.7..2. Coordination - The Contractor shall coordinate a proposed schedule with the Receiving Activity Point of Contact within 30 days after the effective data of the contract. The Contractor shall coordinate the delivery of materials in a manner which causes minimum disruption/interference with the activity’s normal business routine.

4.7..3. Set-up – The contractor shall perform all necessary work per the manufacturer’s specifications to assemble, level, align, install consumables the system to put it in a functional state.

4.7..4. Calibration – Once the system is in its final location at NUWC-Keyport, the contractor shall calibrate and test all equipment as required for operation.

4.8. INSTALLATION SUPPORT SERVICES PROVIDED BY THE GOVERNMENT - The activity will provide the following in support of the installation:

4.8..1. Receiving Activity Point Of Contact - Upon contract award, the receiving activity (NUWC, Division Keyport) shall designate a Receiving Activity Point of Contact who shall be responsible for appropriate surveillance and coordination of all services to be performed under this contract. The Receiving Activity Point of Contact shall serve as the contractor’s primary contact for all interaction with Government activities.

4.8..2. Storage - Lay-down area will be provided within the vicinity of installation site for storage of Contractor materials and tools. The Government does not accept responsibility for security of Contractor’s materials or tools.

The area must be kept clean and orderly, free of rags, paper and other debris. Failure to maintain area in a clean condition may result in the loss of the area. The Contractor shall be responsible to restore the storage area to original condition after use.

4.8..3. Disposal Of Waste - NUWC, Division Keyport is the owner of all waste (hazardous or otherwise) generated within its facilities. This includes waste generated by contractor personnel while working at NUWC, Division Keyport. All waste generated by this contract shall be turned over to the activity for disposal prior to the end of the work shift. All hazardous waste shall be identified, kept segregated and have an MSDS present.

Generation of waste to be kept to a minimum. This waste does not include packaging - see 4.8.4.

4.8..4. Site Clean -Up - Contractor is responsible for cleaning up site after installation, which includes any touchup paint on surfaces that were damaged during installation. Contractor shall also clean up and remove all packaging materials from the site and dispose of them properly. At its discretion, the government may retain any portion of the packaging materials. Packaging includes pallets, crates, boxes, padding, strapping, etc.

4.9. ON-SITE PERSONNEL TRAINING - Within three weeks after satisfactory completion of acceptance testing of the system, the services of a qualified representative(s) shall be provided for specialized training to familiarize receiving activity personnel with the equipment and to help ensure reliable performance and maximum service life, during normal usage.

4.9..1. Training services shall be rendered at NUWC, Division Keyport. Training shall be scheduled and tailored by mutual agreement between the Contractor and the Receiving Activity Point of Contact. Two (2) weeks prior to the start of any training, the contractor shall provide a course outline for government review and comment.

4.9..2. The contractor shall provide all training manuals and guides. The government shall provide classroom space in close proximity to the equipment/shop if needed. The entire contractor cost of providing the training (including travel, per diem, etc.) shall be covered by this contract. The training shall apply to as follows:

4.9..3. Operator and Maintenance Training – Training shall be provided for personnel for a period of three (3) 8-hour days, minimum. This training shall include at a minimum:

• Safety and environmental information (hazards specific to equipment, NOHD/NSHD, LEP optical density requirements, laser barrier)

• overview and layout of laser equipment

• laser ablation equipment set-up

• laser ablation equipment operation

• cover slide/protection window cleaning procedures

• laser ablation coating removal application

• masking methods for areas precluded from laser ablation

• storage requirements

• general maintenance/equipment care

4.10. TECHNICAL DATA TO BE PROVIDED

4.10..1. Operator / Maintenance / Repair Manuals - The equipment shall be furnished with one (1) physical (printed) copy and one (1) electronic copy in PDF format of the manufacturer’s standard Operation, Maintenance, and Repair Manual(s). The manuals shall include all mechanical and electrical schematics showing discrete components/block diagrams/wiring diagrams with inputs and outputs identified/system electrical interface documents and drawings for the specific model of all machine equipment/drives/controls supplied. The information contained in the manual(s) shall reflect the unit and its components in the “as built” configuration. Any calibration methods or procedures for equipment function shall be included in the manual(s). The information contained in the manual(s) shall be adequate to permit trouble shooting and repair of the equipment by journeymen level personnel.

The information contained in the manual(s) shall be in the English language.

4.10..2. Recommended Consumable Spare Parts: - The vendor shall provide a list of recommended consumable spare parts and possible sources for procurement.

4.10..3. PCB Certification - The Contractor shall provide written certification from the manufacturer that the equipment contains no detectable PCBs (less than two (2) part-per-million (ppm)). The certification shall be on manufacturer’s letterhead, and signed by a company official who is empowered to provide same.

4.10..4. PCB Label Plate - A label plate containing the PCB Certification information, shall be permanently affixed to the equipment in the vicinity of the manufacturer’s identification plate. The certification label shall be engraved or etched on wear and corrosion resistant material.

4.10..5. OSHA Compliance Statement - The contractor shall provide signed, written certification of compliance to the requirements of 4.5..3 - OSHA compliance must be verified by a Nationally Recognized Testing Laboratory (NRTL). Failure to provide this certification will delay acceptance of the equipment, and could result in rejection for failure to comply with the terms of the contract.

4.10..6. Warranty - The system shall come with a standard commercial warranty.

5. QUALITY ASSURANCE PROVISIONS

5.1. RESPONSIBILITY FOR INSPECTION

5.1..1. The Contractor shall be responsible for the performance of all inspection requirements (examinations and tests) as specified herein. The Contractor may use his own facility or any other facility suitable for the performance of the inspection requirements specified herein. The Government reserves the right to perform any of the inspections set forth in this specification, where such inspections are deemed necessary to assure supplies and services conform to the prescribed requirements.

5.2. RESPONSIBILITY FOR COMPLIANCE

5.2..1. All items shall meet all requirements of sections 4 and 6. The inspection(s) set forth in this specification shall become part of the contractor’s overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of assuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspections, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requirements;

however, this does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to accept defective material.

5.2..2. Basic Performance Tests - Basic performance tests shall be conducted by the manufacturer on the primary equipment and all associated equipment to the extent practicable, to demonstrate functionality. The tests may be performed by the Contractor, either by personnel of their service organization directly, or by an independent testing agency.

5.3. INSPECTION AT DESTINATION

5.3..1. Initial Test and Configuration - The equipment delivered with the system shall by inspected by the Government for mechanical and electrical integrity as follows: All welds shall be inspected for integrity and appearance. Surfaces shall be examined for sharp edges and burrs. Fasteners shall be checked for tightness and if fixed to prevent loosening due to vibration. Paint will be checked for flaking and blistering. Electrical requirements shall be examined for compliance to the National Electrical Code, (NFPA 70/79). The fit of parts shall be observed, with particular reference to the interchangeability of those that are likely to require replacement.

5.3..1.1. Faults will be duly recorded and presented to the contractor for rectification.

5.3..2. Operational Tests - Upon satisfactory completion of the tests above, the equipment shall be setup for an operational test and evaluation. The contractor shall demonstrate the ability of the equipment to perform as required in paragraph 4.6.3. All equipment functions shall be exercised to the extent necessary to prove proper operation in accordance with specification requirements. The system shall function, without failure, for the duration of this test period. If a failure occurs during the test period, repairs shall be immediately resolved by the Contractor, and the tests shall be restarted from the first test. Three failures without completion of the test period shall be considered cause for rejection of the system. For the purpose of this test, a “failure” is defined as any equipment malfunction which requires remedial action to restore the system to full operation in accordance with contract specifications.

5.3..3. Noise Level Test - The Industrial Health and Safety Department may conduct a noise level survey using a certified sound level measuring instrument. If tested, four random measurements shall be taken at the operator’s work position(s) and at each side and end of the equipment. For each measurement, the microphone shall be located on a straight line which is perpendicular to the surface/corner being measured and at a height corresponding to the point of the highest noise level emitted from the surface/corner at the herein specified location or distance from the equipment. Each sample shall be 84 dB(A scale) or less. Noise generated by the work piece shall be excluded in determining compliance of the equipment with the 84 dB requirement.

5.4. PROVISIONS FOR REPAIR AND RETEST - In the event of a test failure, the contractor, at their discretion, may elect to correct the failed condition and request a retest of the system.

5.5. FINAL ACCEPTANCE - Upon satisfactory completion of installation, inspection and testing of the system (5.3), and on-site training (4.9.), an authorized Government Representative shall sign and forward the acceptance document(s) to the paying office.

6. DELIVERY

6.1. The Receiving Activity Point of Contact shall be notified no less than 48 hours prior to the arrival at the site of the contractor’s personnel.

6.2. Material transportation from the manufacturer’s facility to the work site shall be the responsibility of the Contractor. Limited secured storage areas at the facility will not permit the Government to store material for extended periods of time. Any material needed on site and shipped through Keyport’s shipping and receiving facility must arrive at Keyport 7 days hours prior to being needed at the jobsite.

Packing Material - The use of shredded paper, whether newspaper, office scrap, computer sheets, or wax paper, in packing material for shipment to Navy activities, is prohibited.

6.3. Shipping Information - Shipment of equipment shall be to:

6.4. Delivery - It is the Government’s intent that the Contractor delivers a fully operational and functional system meeting the requirements stated herein prior to acceptance by the receiving activity and final payment by the government. Delivery of this system shall occur when all deliverable items of this contract have been received, installed and made operational and the contractor has demonstrated and the receiving activity has confirmed that the system meets or exceeds the requirements set forth in this specification and is ready for Government use.

7. NOTES

7.1. ADMITTANCE TO THE WORK SITE:

Upon contract award, employees or representatives of the Contractor will require access to the activity's Operations Area (OA) and shall be admitted to the work site only after they have been issued a Security Pass/ID Badge at the NUWC, Division Keyport Pass & ID Office. At the Government’s discretion, all contractor personnel may be required to get base access via Rapidgate. Visit requests must be submitted five days prior to the contractor’s employee’s visit to NUWC-Keyport. The dates the person plans to be at NUWC-Keyport must be specified.

It shall be the Contractor’s responsibility to collect and account for all identification passes issued by Keyport to their personnel at the expiration of the contract or when access is no longer required or when the badges expire and return those badges or passes to Keyport security.

Foreign Nationals or Affiliations - Foreign Nationals (non U.S. Citizens) or persons affiliated with, or employed by, a foreign, or foreign owned company will not be granted access to the activity's OA, without submission of the Foreign National Visit Request/Notification form, approved by the NUWC, Division Keyport Security Department.

Foreign nationals must request base access a minimum of 45 days prior to the desired visit date. There is no guarantee foreign nationals will be granted base access. If Keyport does not grant OA access to a foreign national, this is not an acceptable reason for a contract delay, cost increase or modification in any way. This clause will be enforced for anyone performing work at any stage of the contract, whether it is delivery, rigging, installation, set-up, training, repair, maintenance or any other phase.

7.2. RESTRICTIONS:

Parking - Parking is available at or near the work site or at other authorized areas on the station. Contractor vehicles must be marked on the outside with the company name and/or logo.

Regular Working Hours - All work is to be performed during NUWC, Division Keyport’s regular work hours from 7:30 a.m. to 4:00 p.m., Monday through Friday except for Federal Holidays. In no event shall a Contractor carry on work outside the hours and days specified in the contract without prior approval.

Radio Restrictions - Operation of privately owned citizens band or amateur radio equipment (receive and transmit) within the geographic limits of the activity is prohibited. All radio equipment installed in privately owned motor vehicles must be turned off upon entering the premises.

Privately Owned Personal Computers And Cellular Telephones - The use of privately owned personal computers and cellular telephones by contractor personnel at NUWC, Division Keyport is restricted. Contractors requiring such devices in the performance of this contract shall obtain a copy of the applicable parts of this instruction from the Contracting Officer.

Photography/Recording - Contractor personnel are prohibited from having photographic equipment, tape recorders, or other recording devices in their possession while inside the Operations Area (OA).

7.3. PERSONAL HEALTH AND SAFETY

Compliance With OSHA - All work described herein shall be performed in an industrial manufacturing area and shall be conducted under the guidelines of OSHA. Contracting personnel shall perform all work in accordance with the latest OSHA rules and regulations issued by the Department of Labor, 29 CFR Parts 1910, 1915, and 1926 as applicable. Prior to commencing work, the Contractor representative(s) shall meet in conference (i.e.

teleconference) with the Receiving Activity Point of Contact , shop supervision, and other necessary personnel to discuss and develop mutual understandings relative to the administration of the Safety Program.

Safety Equipment - The Contractor shall provide their employees with all necessary safety equipment during the performance of work on this contract. All contractor personnel shall have in their possession and shall properly wear OSHA approved personnel protective safety equipment (i.e. hard-hats, steel-toe safety shoes, safety glasses and hearing protection). The Contractor shall provide all appropriate safety barricades, signs, and signal lights required to properly isolate the area of work.
