Sources Sought Notice LabView Enterprise Agreement Software License in support of the
Naval Undersea Warfare Center Division, Keyport
Instructions to Interested Parties:
This is not a request for proposal and a contract will not be awarded from this questionnaire. We are requesting assistance from commercial industry in the preparation of a Firm-Fixed-Price, Supply and Support Services, Sole Source contract. This market survey is issued to determine if competitive sources capable of satisfying the agency’s requirement exist and whether or not this contract should be sole sourced. The determination to sole source will be based on responses from industry indicating an interest and technical ability to perform the work as described in the Statement of Work. Your answers to the following questions will be used for this determination. Please answer the following questions to the best of your ability and return the completed questionnaire to Mr. Riley Johnson via email. Questions will be submitted via email. Specific company information will be kept confidential and will not be disseminated to the public. This sources sought notice is not to be construed as a commitment by the Government and the Government will not pay for the information submitted in response to this announcement.

Work Requirements:
NUWC Keyport has a need for consolidated instances of LabView to bring software up to date and to reduce the cybersecurity risks. An enterprise agreement is necessary to providing commonality across users and systems, maintains software up to date, and provides support and training to application users.
The vendor will provide a local enterprise agreement for unlimited LabView Control Test Plus applications as well as 5 seats of DIAdem Pro, 5 seats of Circuit Design Suite, and 1 Seat of LabView Comms. The enterprise license model will be Guaranteed Ownership, earning 2 licenses per year of the NI Software Platform Bundle. The enterprise agreement will be limited to NUWC Keyport and its detachment locations. Vendor will provide maintenance of original installation base of currently procured licenses.
This contract is anticipated to result in a contract that will be for a base period of one (1) year with four (4) one-year options.
A draft Statement of Work is also attached.

c. Installation and integration requirements including (for software, if applicable) Operating Systems supported and approximate processing characteristics required for host computers.
d. Cost and lead time for system delivery.
e. Cost for hardware maintenance fees (including updates, technical support, etc.).
f. Cost for software licensing fees and associated terms (development, installation, maintenance, etc.)
g. Any additional comments, assumptions, or risks.

NUWC Keyport, Division requests your responses by 10:00 am (PDT), on May 14 2019. Submissions will be accepted after this date; however, feedback may not be as timely or contribute to NUWC Keyport’s strategic planning. Information should be e-mailed to riley.johnson@navy.mil. Questions can be submitted electronically to the C/02 representative. Information provided will be treated as “Business Sensitive” and will not be shared outside of Government activities and agencies without the permission of the provider. All information shall be provided free of charge to the Government. NUWC Keyport, Division may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
