SUMMARY: Delivery and installation of six (6) Russells Technical Products BlueStar controllers, running Windows 10 and the latest
BlueStar software revision. Total Estimated cost for the purchase and installation of six BlueStar controllers is , required by August
31st 2020.
DETAIL: The Environmental Test Lab is seeking a service contract to procure and install a minimum of six (6) new climatic test chamber computer control systems as described in the technical requirements document. Depending on the quoted cost to install and configure the controllers, there are four additional chambers that can be upgraded if funds are available. These new controllers must conform to the Environmental Test Lab (ETL) standard to meet the goal of standardizing the user interface and reducing cost to test through a reduction in programming time and errors.
The estimated material cost for each controller is , with the installation cost varying for each specific chamber. IN TOTAL, the estimated cost to upgrade six (6) existing lab chambers
This project is funded with direct cite money that expires in December of 2020. Therefore, an installation window from September 2019 to December 2020 allows for the most flexibility with ample time to realistically complete this upgrade.
Specific characteristics of the material or service that limit the availability to a sole/limited source (unique features, function of the item, etc.) Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
SUMMARY: This procurement of material and installation service will be used to support and upgrade existing lab climatic test systems. The C224 Environmental Test Lab has invested in the BlueStar controller as the lab standard, with over $150k invested in existing control systems, qualified operator training, and chamber programming. A significant investment in personnel training and
Information Technology compliance research has gone into the selection of this specific controller. Selecting any other controller type will only further increase the number of different controller types in the lab, which goes against the OESI project goal.
Cost Savings to Government
- 60% of ETL chambers have the BlueStar controller, which means that standardizing to BlueStar requires fewer new controllers.
- Reduced operator training costs vs. retraining to a new controller type.
- Reduced programming time. (network storage of chamber programs)
- Reduced testing errors related to entering programs on multiple machines.
Information Technology Compliance
- Only controller on the market that meets ALL the technical requirements AND meets the NAVY Windows 10 requirement.
- Reduced IT maintenance. (one security patch can apply to all chambers since the controller hardware is consistent.)
DETAIL: First and foremost, utilizing the BlueStar controller will result in a cost savings for the government. With the recently awarded contract (PO N0025317P0126), the Environmental Test Lab now has seven (7) chambers with Russells Technical Products
BlueStar Controllers (over 60%). The remaining six (6) chambers in the lab each have their own unique controller type. To standardize to any other type of controller than the RTP BlueStar controller would be far more costly, as the 7 chambers with BlueStar controllers would also need to be converted.
