1. SCOPE
1.1 Purpose
This document provides performance specifications for the competitive procurement of an existing commercial off-the-shelf fully automatic cabinet type In-Line Solder Paste Printer. It will consist of all equipment, controls, safety features, software, manuals, and training required to operate the printer and shall meet or exceed the functional requirements as outlined henceforth.
1.2 Intended Use
The Solder Paste Printer will be utilized by the Rapid Prototyping and Fabrication Department (Code 321) at the
Naval Undersea Warfare Center-Division Keyport. The equipment shall be used to support the fleet by providing the ability to rapidly and accurately apply solder paste onto printed circuit boards (pcb’s) prior to populating them with electronic components on a pick and place machine.
1.3 General Description
PCB’s with advanced surface mount packages are becoming more common as well as more complicated with smaller components and higher densities of components. There are several steps in the PCB assembly process. Any inconsistency that occurs during this process may result in a defective product, causing increased costs in both time and money. One of the most important steps in the pcb assembly process is the application of solder paste to the pcb.
It is an absolute necessity to have a machine that is both accurate and repeatable in the application of solder paste.
Problems that can occur are lack or excess of paste, smeared paste, or paste that is not aligned with the pads. A good
Solder Paste Printer will reduce the instances of a bad paste which will result in an increase in process control and yields, and a reduction in cost and time for rework.
2. FUNCTIONAL REQUIREMENTS
2.1 General System Requirements
The Solder Paste Printer shall be a fully automatic cabinet type in-line machine that will apply solder paste to a pcb, perform a pre-inspection of the solder stencil, perform a post-inspection of the pcb, and clean the underside of the stencil after each run.
2.2 PCB Size
The minimum size pcb that the equipment will accept shall be 50mm x 50mm or smaller. The maximum size pcb shall be 400mm x 400mm or greater. The minimum pcb thickness shall be no greater than .4mm and the maximum pcb thickness shall be no less than 5 mm.
2.3 Stencil Frame Size
The minimum size stencil frame that the equipment will accept shall be 584mm x 584mm or smaller. The maximum size stencil frame shall be 737mm x 737mm or greater. The frame holding mechanism will be adjustable to fit all sizes in between.
2.4 Board Lift Table
The Solder Paste Printer shall utilize a lift table that aligns the pcb to the stencil and then raises the pcb up to the stencil level just prior to pasting. The lift table shall have a minimum of +/- 5mm adjustment in the x and y
2.5 PCB Transport
The pcb transport system shall consist of a pair of conveyors whose width can be programmed to automatically adjust to match the size of the pcb. The direction of the conveyors shall be programmable to run in either of the following directions: L to R, L to L, R to L, or R to R. The software must allow for the programming of a stop for the pcb after it enters the machine so that it lines up with the stencil.
2.6 PCB Clamping
After being conveyed into the machine, the pcb will be secured by either over the top clamping, side clamping, or by a combination of both. If over the top clamping is used, the material used to clamp must be thin enough so as not to interfere with the proper gasketing of the pcb to the stencil.
2.7 PCB Support
The pcb shall be supported on the underside so that proper gasketing between the stencil and the board can be achieved. The method of support must accommodate both single and double sided pcb’s. Acceptable methods of support are solid block, vacuum, or magnetic pins. In the case of magnetic pins, there will be an option for laser assistance in the placement of the pins for double sided boards. NAVAL UNDERSEA WARFARE CENTER –
2.8 Stencil Loading and Clamping
The stencil frame shall be loaded through an opening in the front of the machine either manually or automatically.
There shall be a programmable mechanical stop for the stencil so that each time it is loaded, it will rest in the exact same place to allow for lining it up with the pcb. After the stencil is in place in the machine, it will be clamped down by a minimum of 2 pneumatic clamps on adjacent sides of the stencil.
2.9 Stencil Cleaning
The Solder Paste Printer shall have automatic understencil cleaning to remove any paste that has made its way into and through the apertures. The cleaning process will be fully programmable and include the options of wet or dry cleaning and vacuum assist in any combination of the three. The cleaning fabric that is used to wipe the stencil will come on easily replaceable rolls and in sizes to match the minimum and maximum stencil sizes the machine will accommodate.
2.10 Vision System
The Solder Paste Printer shall utilize a vision system with at least one digital camera with a minimum FOV of 8x6
mm. The camera shall be used to perform automatic fiducial alignment of the pcb and solder stencil resulting in an
-Sigma 2cpk. Alignment will be accomplished using standard fiducial shapes up to 4 mm in size. The camera will also be used in the pre-paste inspection of the stencil to ensure that the stencil apertures are clean and free of solder paste as well as in the 2D post paste inspection of the pcb where it will be able to identify bridging, excessive/insufficient paste, and absence of paste.
2.11 Printheads
There shall be two independently controlled pneumatic printheads that allow for fully programmable print parameters such as squeegee pressure, speed, downstop level, and separation speed. The system shall use closed loop squeegee control and the printheads will accept industry standard squeegee sizes and types. Squeegee pressure will be programmable from 0 – 10 Kg and print speed from 10 – 200 mm/sec. The machine will be capable of operating in multiple print modes including flood and print or any combination of the two. Maximum cycle time shall not exceed 12 seconds.
2.12 Computer/Software
A computer running Microsoft Windows 7 or higher shall be included as part of the standard equipment. The hardware shall consist of a DVD/CDRW drive, USB port, mouse, keyboard, and an LCD monitor. All required control software must be supplied with the equipment.The user interface shall utilize a graphical user interface for all aspects of user interaction. Acceptable file types for user programming will include .gbr and .dxf extensions.
2.13 Maintenance/Spare Parts
Regular OEM recommended maintenance should include no more than light oiling of moving parts. A spare parts kit shall be provided with replacement parts for components that are easily serviceable, frequently need servicing, and/or susceptible to failure.
3. FACILITY REQUIREMENTS
3.1 Size
In order to satisfy building elevator limitations, the Solder Paste Printer shall not exceed a width of 1524mm, a depth of 3352mm and a height of 1980mm. Overall weight of the largest separate component shall not exceed 1814Kg.
3.2 Power
Power requirements shall be 110 – 240 VAC, 60 Hz, 20 Amp max.
3.3 Air
Air for the Solder Paste Printer shall be standard low-pressure compressed air in the range of 4 – 6 bar.
3.4 Environmental
The Solder Paste Printer shall be capable of meeting all requirements while operating in a relative humidity range of
20-60% and a temperature range of 10 °C to 40 °C. NAVAL
4. TRAINING
4.1 On-Site
Initial setup and calibration is to be performed on-site by the contractor as part of the informal training of no more than three people and is to be conducted within three weeks of material receipt. Training shall cover all operational functions and maintenance of the system hardware and software. Training will end with a product run of several
PCB’s or panels provided by NUWC.
4.2 Manuals
OEM shall provide adequate documentation for the proper use, installation and moving instructions, general troubleshooting, and maintenance of this equipment. One set of all manuals and necessary documentation will be provided as well as CD/disks of installed software.
5. QUALITY ASSURANCE
5.1 Verification Test
After the initial setup is complete and the system has been calibrated, the contractor shall perform all verification tests using factory specifications and procedures with NUWC technical representatives in attendance. The contractor shall provide the results of verification tests to prove that the equipment meets all performance requirements specified in Section 2.
5.2 Final Acceptance
A NUWC representative shall make final acceptance of the equipment after verification tests are made to the government’s satisfaction.

NOTE 11: COMPLIANCE WITH SPECIFICATIONS
In order to ensure compliance with all the specification requirements, the contractor shall indicate in its offer and notify the Government in a cover letter, what specifications, if any, the offeror does not intend to meet. The offeror shall explain, in detail, how any proposed deviation/exception will nonetheless meet the Government's functional requirements. Should descriptive literature be supplied by the offeror, it will be presumed that the offeror intends to meet all of the specifications, regardless of the descriptive literature, unless the offeror specifically notes its exceptions.
It shall be the obligation of the contractor to exercise due diligence to discover and to bring to the attention of the contracting officer at the earliest possible time, in writing, any ambiguities, discrepancies, inconsistencies, or conflicts in or between the specifications and the applicable drawings or other documents incorporated by reference herein.

Commercial and Government Entity (CAGE) code means--

52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (JUN 2016)
(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on
National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices
(including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other
Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order
13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

FELONY CONVICTION UNDER ANY FEDERAL LAW (FEB 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations
Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub.
