QUESTION 1: Is there an incumbent, or does this solicitation contain requirements similar to a current contract?

Can you provide a current contractor and contract number?

ANSWER 1: The previous provider was SuperTeams. There is no contract number.

QUESTION 2: Page 3 of 75, Note 3, states that the firms must complete pricing and reps certs, however, section

C.120 states that we need to respond to the PWS/SOW as part of the quote response. Please clarify that there needs to be a technical response as well.

ANSWER 2: Yes, the SF1449 needs to be completed in its entirety with all provisions completed, as well as a technical response provided in accordance with C.120.

QUESTION 3: Does Note 12 descriptive literature only apply to our proposed deviation/exceptions?

ANSWER 3: Yes, Note 12 is specific to any deviations/exceptions you may be taking. Descriptive literature provided in accordance with C.120 will be used for the technical evaluation. If you take any exceptions, you will still need to comply with Note 12.

QUESTION 4: Please clarify the technical requirement that we need to submit. Is there a page count associated with this technical requirement? Will covers, letters of transmittal and table of contents be included in the page count?

ANSWER 4: Submit necessary information for comprehensive technical evaluation in accordance with C.120.

There is no required page count or limit.

QUESTION 5: HQ M-2-0016 states that past performance will be evaluated, however there is no identified place to respond with a past performance questionnaire for our non-government clients. Please confirm that this is a requirement and provide the PPQ form to use.

ANSWER 5: Past Performance is not weighed in a manner that would require a PPQ form or questionnaire. Past

Performance is checked via the Past Performance Information Retrieval System – Statistical

Reporting (PPIRS-SR) (HQ M-2-0016, pages 63-64).

QUESTION 6: Page 65 of 75 states that the proposals will be evaluated using price and past performance that will be of equal importance. However, the Services Information section of the quote submittal instructions on page 64 state that there will need to be a response to the PWS/SOW. How will this response be evaluated if evaluation is only considering past performance and price?

ANSWER 6: Offers will first be evaluated for technical acceptability, then evaluated in terms of price and past performance, as specified in C.120 AWARD EVALUATION: 2) Technically Acceptable – offers must be determined to be technically acceptable before further consideration will be given; and 3)

Evaluation Factors.

QUESTION 7: Would the Meeting Facilitation Trainer provide the curriculum/training objectives for the 1-day class or would the curriculum/training objectives be provided by Naval Sea Systems Command?

ANSWER 7: Trainer (Service Provider) will provide the curriculum and the instructor(s). The Government has provided the training objectives in the RFQ’s SOW on pages 4-5.

QUESTION 8: Are there any directions/guidance for the format of the RFQ? Other than what is provided in

Section C.120?

ANSWER 8: In addition to the guidance prescribed in C.120, full completion of the RFQ, to include pricing and completion of provisions throughout the document are required as noted in Note 3, on page 3 of the document.

QUESTION 9: Some offerors may not have any past performance in PPIRS. Is there a reason only PPIRS is being used to evaluate past performance?

ANSWER 9: The clause HQ M-2-0016: Use of Past Performance Information Retrieval System, Statistical

Reporting (PPIRS-SR) in Past Performance Evaluation, is a NAVSEA requirement, and is used in accordance with FAR 13.106-2. Vendors with no history in PPIRS will be given a neutral rating for Past Performance.

QUESTION 10: Is the Government only looking at “existing commercial literature” instead of full proposal development to demonstrate the ability to meet the PWS requirements and to determine technical acceptability?

ANSWER 10: This solicitation is issued using commercial Simplified Acquisition Procedures, under which the

Government will not ask offerors to perform or exert work without a contract in place. As such, we ask only for existing commercial literature.

QUESTION 11: In order to be a viable competitor for this contract, should a supplier have Past Performance data in PPIRS-SR? And, if that is not a requirement, what format should a supplier use to provide Past

Performance references that are from non-military and non-federal entities?

ANSWER 11: A supplier is not required to have history in PPIRs. Any supplier/vendor with no history in PPIRs will be given a neutral rating. No additional Past Performance documentation is required to be submitted.

QUESTION 12: RE: SOW 3.1.2: Am I correctly interpreting this to mean you want your consultant/trainer to deliver up to two classes of up to 25 participants each on mutually agreeable dates sometime between January 1 and September 30, 2017?

ANSWER 12: Yes; that is correct.

QUESTION 13: RE: SOW 3.1.2: When do you expect to decide about providing a second class and what considerations bear on that decision?

ANSWER 13: See SOW 3.5. In addition to student feedback, the number of employees requesting or needing training, operational requirements, and available funding will determine execution of options. Per

SOW 3.1.2 and 3.1.3.1, the decision to execute options will be made more than 45-days prior to class start date.

QUESTION 14: How soon in advance of a scheduled class will you have firm numbers on participation? Will you permit late admissions? These questions are relevant to determining the quantities of handouts that must be produced and delivered.

ANSWER 14: The government will manage the student sign ups and attendance roster up until the class date.

The Government will not exceed the maximum number per the SOW. This solicitation is firm fixed price for a class of up to 25 students.

QUESTION 15: For pricing purposes, is it acceptable to calculate costs based on 25 participants per class?

ANSWER 15: This solicitation is firm fixed price for a class of up to 25 students.

QUESTION 16: 3.1.3: When does your fiscal year begin and end? What factors will determine whether or not classes will be presented in 2018 – 2020?

ANSWER 16: The Government fiscal year is from October 1 to September 30. Factors for option year class execution are; student feedback, the number of employees requesting or needing training, operational requirements, and available funding.

QUESTION 17: RE: SOW – 3 Service Required: The list of material NUWC will provide does not include a projector usable with PowerPoint. Can you make such a projector available? Would participants have access to computers which they could use to complete overnight “homework” assignments?

ANSWER 17: A classroom projector will be provided by the Government. Service provider is required to provide their own laptop computer to connect to the projector. Regarding “homework,” refer to

SOW 3.6; employees are not allowed to work beyond their regular work day. Students are not required to have access to computers outside of class and computers for students are not available in the classroom.

QUESTION 18: RE: 3.6: Assuming at least one full day of training, are there facilities nearby where participants can eat, take a coffee break, etc., or will NUWC provide meals, snacks and beverages at the training facility?

ANSWER 18: There are facilities available nearby and on site for lunch and breaks. The Government will not provide food or beverages.

QUESTION 19: RE: Pricing: Will there be an opportunity to modify the pricing per class for each succeeding fiscal year based upon changing costs incurred in the delivery of services and/or a small percentage increase in the consulting fee?

ANSWER 19: We are requesting Firm, Fixed, Pricing for all options. Please estimate your prices as you see fit for any increases you think may occur in future years.

QUESTION 20: From whom might I obtain assistance if necessary in navigating your bidding system? Are there step-by-step instructions available?

ANSWER 20: Any questions you may have regarding completion and/or submittal of the RFQ and required documents can be asked of Jennifer Calkins, contact information is provided in the RFQ. Step by step instructions are not available, however Solicitation Notes are provided in the document on pages 3-4, and FAR provision 52.212-1 Instructions to Offerors—Commercial Requirements, is included by reference. Links to the FAR/DFARS are provided in 52.252-2 on page 51.

QUESTION 21: Do you have a budget in mind?

ANSWER 21: No, but pricing needs to be fair and reasonable.

QUESTION 22: Does the government expect a 1-day or 2-day training?

ANSWER 22: The Government expects the training to meet the requirement of SOW 3.6, and also meet or exceed the requirements of SOW 3.2 and 3.3. Descriptive literature should specify curriculum outline and time requirement.
