STATEMENT OF WORK

STATEMENT OF WORK

1. DESCRIPTION OF SERVICES:

The contractor shall provide trained personnel and all management, labor, tools, parts, consumable items, supplies, equipment, lodging, transportation and other necessary items to perform full preventative maintenance (PM), service and routine repair of one (1) JEOL JSM-

6460LV Scanning Electron Microscope (SEM) equipped with an EDAX Energy Dispersive X-ray Spectroscopy (EDS) unit and all accessories listed below. The SEM and EDS system are located within the Failure Analysis (FA) Lab of the Naval Undersea Warfare Center, Keyport, 610 Dowell Street, Building 82, Keyport, WA 98345.

During the performance period, the contractor shall maintain all features and performance benchmarks in accordance with the manufacturer’s (JEOL) levels and to applicable standards for all systems. The equipment covered by this statement of work consists of the following:

JEOL JSM-6460LV SEM Serial # MP18100084

BEI (Backscatter Detector Unit)

Infrared Chamber Scope

Two Ulvac Roughing Pumps

Haskris Water Chiller

EDAX EDS with Detector** **EDAX EDS detector will require greasing the detector shaft through the SEM chamber portal. Any repairs to the EDS detector will require a separate Statement of Work from the Government with EDAX (the OEM) for repair.

Subject: Service contract for JEOL JSM-6460LV Scanning Electron Microscope system, S/N

MP18100084.

Background: The single JEOL JSM-6460LV Scanning Electron Microscope (SEM) is used to analyze the surface topography and elemental variations of conductive and non-conductive components in both secondary and backscatter electron imaging. The SEM can be used to examine a sample surface from 8X to 300,000X magnification. The SEM filament activation and magnification is controlled via the JEOL SEM Control User Interface Version 6.21 software on a computer. The electron beam produced by the SEM excites the electrons on a sample surface to produce an image and releases X-rays that are used to produce an elemental spectrum detected by the EDAX Energy Dispersive X-ray Spectrometer (EDS), which is mounted through a port in the SEM chamber. The SEM filament operates in a high vacuum environment, which is created inside the column using a series of pumps (diffusion and roughing). The SEM is compliant with the requirements of NAVSEA S0420-AA-RAD-010, the Radiological Affairs

Support Program Manual.

2. PLACE OF PERFORMANCE:

Maintenance and repair shall be accomplished onsite within the Failure Analysis Lab of the

Naval Undersea Warfare Center, Keyport, 610 Dowell Street, Building 82, Keyport, WA 98345.

3. GENERAL INFORMATION:

The contractor shall provide trained personnel and furnish all labor, tools, parts, materials, consumable items, equipment, lodging, transportation, and other necessary items to perform periodic maintenance and repair of one JEOL Scanning Electron Microscope (SEM) system.

The SEM is a source of ionizing radiation when the filament is activated. Contractor personnel shall be trained with knowledge for proper handling and safety precautions associated with the system.

4. REQUIREMENTS:

This document specifies the minimum and/or nominal requirements for the full service maintenance and repair of one JEOL Scanning Electron Microscope and the accessories listed in section 1 above. The contractor shall follow procedures outlined by the original manufacturer for these services of the above pieces of equipment. All contractor field maintenance technicians shall be trained by the manufacturer (JEOL) for the specific equipment (JEOL JSM-6460LV

SEM) to be maintained. The contractor shall use only new or refurbished like-new Original

Equipment Manufacturer (OEM) parts, or other similarly certified parts in making sure that the instrument is fully functional.

5. CONTRACTOR TASKS:

The contractor shall perform preventative maintenance, service, calibration, and repairs for each of the SEM and EDS systems and all accessories identified in section 1. Service shall include any and all applicable calibrations, such as stage and measurement calibration. The contractor shall follow all service and repair procedures recommended by the manufacturer using OEM

(JEOL) approved techniques. The SEM and EDS systems shall be checked for malfunctions, then cleaned and serviced following a service checklist to ensure that the above listed equipment is performing within specifications. All malfunctions shall be repaired to OEM specifications. The SEM and EDS systems shall be fully operational and serviceable after completion of PM, calibration, service and repair.

The contractor shall demonstrate to the lab personnel or designated alternate that the systems are fully functional/operational after completion of PM/service.

5.2.2 Up to two PM service calls shall be scheduled per contract year. These calls shall be scheduled Monday through Friday, any time between 0700 to 1600 hours PST.

PM service visits shall be scheduled approximately every six months. After every

PM service, the SEM shall be operated and images captured to ensure that the SEM is functioning properly and accurately to OEM standards.

5.2.3 The contractor shall provide all consumable parts and components for completion of the preventative maintenance, including all items for regular pump care, aperture strips (20, 30, 100), aperture disks (2 mm OD, 0.2 mm T, 400U), and scintillator tips. The contractor shall use only OEM approved consumable parts in making sure that the equipment is fully functional. Off-brand parts not approved by OEM shall not be used as replacements on any of the SEM/EDS equipment.

5.2 On-Call Service:

During periods when no contractor personnel are on site, the contractor shall provide timely support over the phone for the duration of the contract. The contractor shall provide lab personnel with a phone number for service calls and questions. This phone number should have a low frequency of use and should be monitored during normal business hours five days a week. Service/repairs may be needed on a single piece of equipment, or any combination of the equipment described in section 1. The response time shall be within forty-eight (48) hours, by phone, as per the business hours.

5.3 Emergency Service:

Should the SEM become inoperable or fail to perform to specifications due to a failure associated with the system and it is deemed that it is not the result of operator error, abuse, or misuse; the contractor shall make the appropriate repairs at no charge to the government. The contractor shall to the best of their ability provide any emergency repair visits, within four (4) business days, which could not be resolved over the phone with a reasonable amount of effort. LCD’s, Wehnelt assemblies, specimen exchange tools, and specimen holders are excluded from this task. Parts damaged through abuse, misuse and external causes

(flooding, explosions, etc.) are excluded from this task. The contractor shall use only

OEM approved parts in making sure that the equipment is fully functional. Off-brand parts not approved by OEM shall not be used as replacements on any of the SEM/EDS equipment. All part(s) needing replacement shall, if at all possible, be replaced within six working days after the contractor has determined the part(s) responsible for the equipment’s malfunction. Large or non-field repairable components that must be returned to the manufacturer for repair will be shipped to the manufacturer’s site prepaid by contractor, to include packaging, insurance (required), and FOB shipping costs. After completion of repairs, the contractor shall ship or otherwise deliver repaired item(s), FOB destination.
