QUESTION 2: There are no drawing numbers on the prints and the CLIN’s descriptions do not relate to the parts. Please clarify:

REQUIRED SPECIFICATIONS
Statement of Work (SOW)
1.0 Scope
This SOW is for fabrication and installation of platform and handrail safety systems to provide for fall protection around three unique vibration shaker systems (LDS, V335, and UD2000) to bring the system into safety compliance.
The system must meet the drawing and specifications provided on FedBizOps.gov. These platforms and handrails will be at the NUWC Division, Keyport Annex at Naval Submarine Base Bangor.
2.0 Minimum Requirements
Contractor is required to:
2.1 Fabricate all parts to meet the specifications outlined in the drawings posted on FedBizOps.gov, for all three shakers.
2.2 Installation & Assembly must be able to meet the requirements of OSHA29CFR1910.23(e).
2.3 Fabricated parts must be assembled at the factory for a Factory Acceptance Test (FAT), to be performed by government personnel at the Factory.
2.4 After passing the FAT, parts must be disassembled and delivered to NUWC Division
Keyport, WA (Bangor Annex), within 10 days, for installation on site.
2.5 Contractor must coordinate with Government Technical Point of Contact (POC) – to be provided at award – at least 3 weeks prior to anticipated Factory Acceptance Testing, so government personnel can be on site to perform the FAT, inspect, and perform measurements.
2.6 Contractor to provide via email to the Technical POC, a comprehensive Lift and Unloading Installation Plan in accordance with NAVFAC P-307, within 10 days after award.
Government Technical POC, in conjunction with NUWC Keyport and Naval Base Kitsap Safety Offices, will have 15 days to review and accept the Plan.
2.7 Certificate of Conformance Required.
OPTION 1:
Installation and assembly of complete platforms and handrails safety system for all three shakers on site at NUWC Division, Keyport Annex, Naval Submarine Base Bangor shall include: assembly and installation of all provided components to meet the requirements of OSHA29CFR1910.23 (e);
Railing, toe boards, and cover specifications. NUWC Division Keyport will provide 3-ton and 5-ton forklifts and cranes, as well as qualified operators (per NAVSUP PUB538, and NUWCDIVKPT
8020.8 6.14.6, respectively, as applicable), as needed. Unloading and Installation of materials must be in accordance with NAVFAC P-307. All Rigging gear must comply with NAVFAC P-307 and NUWCDIVKPT 8020.8 requirements.
OPTION 2:
1. Contractor provides forklift(s) and/or crane(s), as well as equipment operators required for unloading and installation of materials for all three platforms and handrails safety systems on site at NUWC Division, Keyport Annex, Naval Submarine Base Bangor.
A. All oncoming crane and/or Multi-Purpose Machines (MPMs) are required to meet applicable OSHS and ASME/ANSI standards and, additionally, cranes must meet Army Corps of Engineers 9EM 385-1-1 requirements.
2. Upon Option Exercise, Contractor will need to meet the following Special Requirements.
Applicable forms, attachments, and documents to be completed will be provided at Option Exercise.
A. Adhere to Requirements outlined in NUWC Keyport Contractor Safety Manual and
NAVBASEKITSAPINST 11450 1C, to be provided at Option Exercise.
B. All lifts required to meet NAVFAC P-307 requirements and applicable ANSI standards requirements.
C. Require a certificate of compliance from the contractor (attachment 1) that the crane (or other machine if used to lift suspended loads) and the rigging equipment meet applicable OSHA and ANSI/ASME regulations (with the contractor citing which OSHA and ANSI/ASME regulations are applicable, e.g., cranes/multipurpose machines used in cargo transfer shall comply with 29 CFR 1917; cranes/multi-purpose machines used in construction, demolition, or maintenance shall comply with 29 CFR 1926; cranes/multi-purpose machines used in shipbuilding, ship repair, or shipbreaking shall comply with 29 CFR 1915; slings shall comply with ASME B30.9, rigging hardware shall comply with ASME B30.26). For cranes (or other machines used to lift suspended loads) and rigging equipment at naval activities in foreign countries, the contractor shall certify that the crane (or other machine) and the rigging equipment conform to the appropriate host country safety standards. The contractor shall also certify that all of its crane (or other machine) operators working on the naval activity have been trained not to bypass safety devices (e.g., anti-two block devices) during lifting operations. Require that the certifications be posted on the crane.
D. For mobile and commercial truck mounted cranes with OEM rated capacities of greater than 2000 pounds, require that the crane operator be designated as qualified by a source that qualifies crane operators (i.e., a union, a government agency, or an organization that tests and qualifies crane operators). Proof of current qualification shall be provided. Operators of cranes used in construction at activities under US jurisdiction shall follow the qualification and certification requirements of 29 CFR 1926.1427.
E. Require the contractor to certify (attachment 1) that the operator is qualified and trained for the operation of the crane or machine to be used.
F. For multi-purpose machines, material handling equipment, and construction equipment used to lift loads suspended by rigging equipment, require proof of authorization from the machine OEM that the machine is capable of making lifts of loads suspended by rigging equipment. Require the contractor to demonstrate that the equipment is properly configured to make such lifts and is equipped with a load chart.
G. Require that all hooks used on cranes, hoists, other machines, and rigging gear shall have self-closing latches or the throat opening shall be "moused" (secured with wire, rope, heavy tape, etc.) or otherwise secured to prevent the attached item from coming free of the hook under a slack condition. The following exceptions apply and shall be approved by the contractor’s technical organization: items where the hook throat is fully obstructed and not available for manual securing and lifts where securing the hook throat increases the danger to personnel such as forge shop, dip tank, or underwater work.
H. Require a critical lift plan for each of the following lifts: lifts over 75 percent of the capacity of the crane, hoist, or other machine (lifts over 50 percent of the capacity of a barge mounted mobile crane’s hoists) at any radius of lift; lifts involving more than one crane, hoist, or other machine; lifts of personnel (lifts of personnel suspended by rigging equipment from multi-purpose machines, material handling equipment, or construction equipment shall not be permitted); lifts made in the vicinity of overhead power lines;
erection of cranes; and lifts involving non-routine rigging or operation, sensitive equipment, or unusual safety risks. The plan shall include the following as applicable:
i. The size and weight of the load to be lifted, including crane (or other machine) and rigging equipment that add to the weight. The OEM's maximum load capacities for the entire range of the lift shall also be provided.
ii. The lift geometry, including the crane (or other machine) position, boom length and angle, height of lift, and radius for the entire range of the lift. Applies to both single and multiple crane/machine lifts.
iii. A rigging plan, showing the lift points, rigging equipment, and rigging procedures.
iv. The environmental conditions under which lift operations are to be stopped.
v. For lifts of personnel, the plan shall demonstrate compliance with the requirements of 29 CFR 1926.1431.
vi. For barge mounted mobile cranes, barge stability calculations identifying crane placement/footprint; barge list and trim based on anticipated loading; and load charts based on calculated list and trim specific to the barge the crane is mounted
on. The amount of list and trim shall be within the crane manufacturer’s requirements.
vii. For lifts in the vicinity of overhead power lines (i.e., if any part of the crane or other machine, including the fully extended boom of a telescoping boom crane or machine, or the load could approach the distances noted in figure 10-3 during a proposed operation), the plan shall demonstrate compliance to 29 CFR 1926.1408- 1411.
I. Require the contractor to notify the contracting officer as soon as practical, but not later than four hours, after any WHE accident. (See definition in section 12.) Require the contractor to secure the accident site and protect evidence until released by the contracting officer. Require the contractor to conduct an accident investigation to establish the root cause(s) of any WHE accident. Crane operations shall not proceed until cause is determined and corrective actions have been implemented to the satisfaction of the contracting officer.
J. Require the contractor to provide the contracting officer within 30 days of any accident a
Crane and Rigging Gear Accident Report using the form provided in section 12 consisting of a summary of circumstances, an explanation of causes(s), photographs (if available), and corrective actions taken. These notifications and reporting requirements are in addition to those promulgated by OPNAVINST 5100.23 and related command instructions.
K. Require the contractor to certify that signal persons used in construction work are qualified in accordance with 29 CFR 1926.1428.

NOTE 14: COMPLIANCE WITH SPECIFICATIONS
In order to ensure compliance with all the specification requirements, the contractor shall indicate in its offer and notify the Government in a cover letter, what specifications, if any, the offeror does not intend to meet. The offeror shall explain, in detail, how any proposed deviation/exception will nonetheless meet the Government's functional requirements. Should descriptive literature be supplied by the offeror, it will be presumed that the offeror intends to meet all of the specifications, regardless of the descriptive literature, unless the offeror specifically notes its exceptions.
It shall be the obligation of the contractor to exercise due diligence to discover and to bring to the attention of the contracting officer at the earliest possible time, in writing, any ambiguities, discrepancies, inconsistencies, or conflicts in or between the specifications and the applicable drawings or other documents incorporated by reference herein.
