NOTE 9: COMPLIANCE WITH SPECIFICATIONS
In order to ensure compliance with all the specification requirements, the contractor shall indicate in its offer and notify the Government in a cover letter, what specifications, if any; the offeror does not intend to meet. The offeror shall explain, in detail, how any proposed deviation/exception will nonetheless meet the Government's functional requirements. Should descriptive literature be supplied by the offeror, it will be presumed that the offeror intends to meet all of the specifications, regardless of the descriptive literature, unless the offeror specifically notes its exceptions.
It shall be the obligation of the contractor to exercise due diligence to discover and to bring to the attention of the contracting officer at the earliest possible time, in writing, any ambiguities, discrepancies, inconsistencies, or conflicts in or between the specifications and the applicable drawings or other documents incorporated by reference herein. Failure to comply with such obligation shall be deemed a waiver and release of any and all claims for extra costs or delays arising out of such ambiguities, discrepancies, inconsistencies, and conflicts.
STATEMENT OF WORK
1.1 SIZE/WEIGHT/CAPACITY
1.1.1 20’Lx8’Wx8’6”H Steel Dry Freight International Standards Organization (ISO) container with eight (8) standard ISO corner fittings.
1.1.2 The container shall have ISO standard fork pockets for moving the unloaded container.
1.1.3 The container shall be of new construction
1.1.4 The container shall have corrugated steel sides and roof.
1.1.5 The container shall have insulated cargo doors and man door.
1.1.6 The container shall have a recessed HVAC unit (minimum of 2 ton capacity).
1.1.7 All additional equipment, connectors, handles, and tie downs external to the walls of the structure shall fit within the dimensions listed in section 1.1.1.
1.1.8 The total weight of the container at the completion of the fabrication and modification process shall not exceed 12,000 lbs.
1.1.9 The gross rated weight of each container shall be a minimum of 20,000 lbs.
1.2 MATERIALS/CONSTRUCTION –
1.2.1 All materials shall be inherently resistant to marine corrosion (i.e. fiberglass, stainless steel, marine grade aluminum, marine grade wood, painted steel).
1.2.2 All floors, walls and ceilings shall be sealed to prohibit the intrusion of water into the structure. Construction shall be done in such a way that water will not penetrate into the walls, ceiling, or floor from either the outside or the inside.
1.2.3 The interior floor covering shall be marine grade linoleum tile or comparable material.
1.2.4 One end of the container shall have double doors that are insulated and unobstructed when opened in order to move equipment racks into and out of the container.
1.2.5 The only penetrations permitted in the container are for;
1.2.5.1 The Heating Ventilation and Air Condition (HVAC) unit.
1.2.5.2 Power entry panels.
1.2.5.3 Cable penetrations.
1.2.5.4 Windows.
1.2.5.5 Personnel door.
1.2.6 PAINT:
1.2.6.1 Painting shall be completed only after all hot work fabrication has been completed.
1.2.6.2 All carbon steel surfaces shall be primed and painted.
1.2.6.2.1 This requirement is a corrosion control measure and applies to surfaces even if the surface is not visible upon fabrication completion.
1.2.6.3 Stainless steel pieces shall not be painted.
1.2.6.4 The selected paint manufacturer guidelines for surface preparation, application and curing of paints and primers shall be followed unless a more stringent requirement is stated in this document.
1.2.6.5 The exterior is all surfaces on the outside of the container.
1.2.6.5.1 For painting purposes this is to include the roof, all four walls/sides, understructure, cable penetrations, and personnel door.
1.2.6.6 The exterior shall have a minimum surface preparation standard of Society for Protective Coatings (SSPC)-SP 7 / National Association of Corrosion Engineers International (NACE) No. 4.
1.2.6.6.1 If the paint manufacturer specifies a more stringent value than SSPC-SP7 their specified surface preparation shall be followed.
1.2.6.7 The exterior color shall be Haze Gray.
1.2.6.7.1 The exterior roof top coat shall be a non-skid type top coating that satisfies MIL-PRF-24667C (C or newer).
1.2.6.7.2 The exterior walls/sides and understructure top coat shall satisfy MIL- PRF-24635C (C or newer)
1.2.6.8 The interior is all surfaces on the inside of the container.
1.2.6.9 The interior floor covering (section 1.2.3) shall not be painted.
1.2.6.10 The interior shall be painted
1.2.6.11 The interior paint top coat shall be marine grade semi-gloss polyurethane that is the color white.
1.2.6.12 The insulation covering shall be primed and painted unless section 1.2.7.4 applies.
1.2.6.13 The top coat of paint for the insulation covering shall be the same as in section 1.2.6.11
1.2.7 INSULATION (INTERIOR WALLS AND CEILING):
1.2.7.1 The walls (Right, Left, Front, Rear) and ceiling shall be covered with 1-1/2” extruded closed cell foam insulation laminated to 3/8” plywood.
1.2.7.2 The closed cell foam shall have a minimum R-value of 5. R-value is expressed in ft2• h•°F/Btu and determined by ASTM C518.
1.2.7.3 The plywood covering shall be fire-treated.
1.2.7.4 It is acceptable for the plywood covering to have a finish of white high density polyethylene (HDPE) as an alternative to painting the plywood.
1.2.7.5 Installation of the plywood covering with or without an HDPE finish shall be uniform throughout the container.
1.2.7.6 The insulation shall not cover the windows, the personnel door or the cable penetrations.
1.2.7.7 All insulation and coverings shall be secured into place by the appropriate industry standard method.
1.2.8 WINDOWS:
1.2.8.1 The two windows shall be installed on each side near the center of the container.
1.2.8.2 The window frame shall be welded to the container.
1.2.8.3 The windows shall not be able to be opened.
1.2.8.4 The window size shall have an opening of 24” wide by 24”.
1.2.8.5 The top of the window shall be less than 12 inches from the ceiling.
1.2.8.6 The windows shall be covered on the outside with steel bars to protect the glass.
1.2.8.6.1 The window glass shall be fire and impact safety rated.
1.2.8.6.2 The window glass shall not be wired glass.
1.2.9 PERSONNEL DOOR:
1.2.9.1 The personnel door shall be installed on the right side.
1.2.9.2 The personnel door frame shall be welded to the container.
1.2.9.3 The personnel door shall open/swing out.
1.2.9.4 The personnel door shall be right hand (RH) swing.
1.2.9.5 The personnel door shall have an opening of 36” wide by 80” to 84” high.
1.2.9.6 The personnel door shall have a window in the upper half of the door with steel bars to protect the glass.
1.2.9.6.1 The minimum window dimensions shall be 23”wide by 29” high.
1.2.9.6.2 The window glass shall be fire and impact safety rated.
1.2.9.6.3 The window glass shall not be wired glass.
1.2.9.7 The personnel door shall have a stainless steel lever type handle that is rated for use outside in a marine environment.
1.2.9.8 The personnel door shall be fitted with stainless steel hasp for a padlock.
1.2.9.9 The hasp shall be able to receive a padlock equivalent in size and shape to “Sargent & Greenleaf Padlock Model #8077AD.”
1.2.9.10 The personnel door shall be marine grade metal and have type 316L stainless steel or equivalent hinges.
1.2.9.11 The personnel door shall be able to swing open a minimum of 150 degrees.
1.2.9.12 A means to latch the personnel door, when it is in the fully open position, shall be installed on the outside of the container.
1.2.9.13 The personnel door shall have a rain-tight seal.
1.2.10 METAL ANCHOR CHANNEL
1.2.10.1 1-5/8” by 1-5/8” industry standard single channel anchor strut shall be used on the interior container walls and ceiling.
1.2.10.2 The single channel strut shall be made of 12 gauge steel.
1.2.10.3 The single channel strut shall be zinc coated with a minimum coating thickness of
0.5 MIL (MIL = 10-3 inch).
1.2.10.4 The single channel strut shall have a coating which satisfies ASTM B633, Type II
SC3.
1.2.10.5 The single channel strut shall be gold in color.
1.2.10.6 The single channel strut shall not be pierced or slotted. It shall have a solid back.
1.2.10.7 An example of satisfactory single channel strut is Unistrut® part # P1000.
1.2.10.8 Required Load Capacity of All Installed Metal Anchor Channel
1.2.10.8.1 All metal channels shall be secured such that a point load of 400 lbs., applied perpendicular to the longitudinal axis, acting at any location along its length satisfies the manufacturer’s requirements for the load demand.
1.2.10.8.2 The maximum allowable deflection for the 400 lb. point load, listed in section 1.2.10.8.1, shall be less than or equal to span/180.
1.2.10.9 The single channel strut shall be installed flush with the wall covering.
1.2.10.10 White caulking shall be applied, on the interior wall surface, where the single channel strut and insulation wall covering meet.
1.2.10.11 The first placement of single channel strut, for both walls and the roof, shall start 15” to 24” from the rear of the container. The intent of this distance range is to account for the corrugated steel of the walls and roof.
1.2.10.12 The single channel strut shall not be installed over any cutouts.
1.2.10.13 RIGHT & LEFT WALL INTERIOR:
1.2.10.13.1 Install the single channel strut vertically from floor to ceiling.
1.2.10.13.2 Space the single channel strut uniformly on 18” to 24” centers. The intent for this spacing range is to accommodate for the wall corrugation pattern.
1.2.10.13.3 First placement shall be as in section 1.2.10.11.
1.2.10.14 ROOF INTERIOR
1.2.10.14.1 Install the single channel strut on the interior of the roof perpendicular to the side walls.
1.2.10.14.2 The single channel strut shall span from the left wall to the right wall.
1.2.10.14.3 Space the single channel strut uniformly on 36” to 48” centers. The intent for this spacing range is to accommodate for the ceiling corrugation pattern.
1.2.10.14.4 First placement shall be as in section 1.2.10.11.
1.2.11 CABLE PENETRATIONS (Quantity 6 Threaded Pipe Couplers)
1.2.11.1 Quantity six (6) threaded pipe couplers shall be installed through the container walls at separate locations.
1.2.11.2 Pipe couplers shall be steel
1.2.11.3 Pipe couplers shall be welded, all around, to the walls of the container to form a water tight seal.
1.2.11.4 Pipe coupler threads shall satisfy ANSI/ASME B1.20.1 NPT.
1.2.11.5 Plugs shall be supplied for both ends of each threaded coupler.
1.2.11.6 Plugs shall be threaded Polyvinyl Chloride (PVC)
1.2.11.7 Quantity two threaded pipe coupler shall be 4” nominal pipe size.
1.2.11.8 Quantity four threaded pipe couplers shall be 2” nominal pipe size.
1.2.11.9 The threaded pipe couplers shall not extend beyond the following:
1.2.11.9.1 On the Exterior: Flush with the outermost part of the wall it is mounted in.
1.2.11.9.2 On the interior: 2” from the face of the insulation covering toward the interior.
1.2.11.10 LOCATION ON LEFT WALL: (Quantity 6 pipe couplers)
1.2.11.10.1 The two each 4” pipe couplers shall be installed near the top of the container. They shall be within 12” vertically of the top/roof of the container and within 3’ horizontally of the rear door.
1.2.11.10.2 The four each 2” pipe couplers shall be installed directly underneath the 4” couplers. They shall be within 12” vertically of the floor of the container and within 3’ horizontally of the rear door.
1.2.12 POWER PENETRATIONS
1.2.12.1 The power penetrations shall be welded into the right wall of the container forming a watertight seal with the wall.
1.2.12.2 The enclosures shall be an off-the-shelf wall-mount enclosure.
1.2.12.3 The enclosures shall be a National Electrical Manufacturers Association (NEMA) Type 4.
1.2.12.4 The enclosures shall have a height of 12” +/- 1”
1.2.12.5 The enclosures shall have a width of 9” +/- 1”
1.2.12.6 The enclosures shall have a depth of 6” +/- 1/2"
1.2.12.7 The waterproof door of the enclosure shall be secured/sealed by hand without the use of tools.
1.2.12.8 The upper enclosure top shall be 65” above the interior floor.
1.2.12.9 The lower enclosure top shall be 6” below the upper enclosure.
1.2.12.10 The enclosure forward edge shall be 6” to 9” away (moving towards the container rear end) horizontally from the HVAC unit when measured from the interior.
1.2.12.11 The enclosure exterior face (including the enclosure door) shall not extend beyond the container dimensions stated in section 1.1.1.
1.3 HEATING VENTILATIONS AND AIR CONDITIONING (HVAC)
1.3.1 The HVAC unit shall be located on the front wall of the container along its right side.
1.3.1.1 One edge of the HVAC unit shall be within 8” of the right edge of the container.
1.3.1.2 The top of the HVAC unit shall within 8” of the roof of the container.
1.3.2 The HVAC unit shall be recessed on the exterior of the container.
1.3.2.1 The HVAC it shall not increase the overall size of the container as specified in section 1.1.
1.3.3 An example, for placement of the recessed HVAC unit, is SEA BOX, Inc. model
# SB6408
1.3.4 All HVAC equipment shall be rated to operate in a marine environment.
1.3.5 The HVAC supply and return air openings shall be ducted to the inside of the front wall of the container.
1.3.5.1 Grilles shall be installed over the supply air and return air ducts.
1.3.6 The HVAC shall have a fresh air damper that is easily adjustable to allow different amounts of outside air to be introduced.
1.3.6.1 The air damper must have the function to be locked closed
1.3.6.2 The air damper must have a function to allow outside air ventilation up to 20% of the total airflow rating of the HVAC unit.
1.3.7 The HVAC access panels shall be located and accessible on the right side of the container.
1.3.8 The HVAC shall have a digital programmable thermostat.
1.3.9 The HVAC shall be powered by single phase 208/220/240 VAC.
1.3.10 The HVAC shall have a minimum operating airflow of 900 cubic feet per minute (CFM).
1.3.11 The HVAC shall have a minimum nominal cooling capacity of 24,000 British Thermal Units per Hour (BTUH).
1.3.12 The HVAC shall have a distribution duct along the upper right wall of the unit.
1.3.13 The distribution duct shall have 9 shuttered diffusers at equal intervals to allow the user to adjust the airflow to meet the varying needs of the installed equipment.
1.3.14 The duct size and diffusers shall be large enough to flow the required volume of air with half of the duct shutters close.
1.3.15 The HVAC shall have a minimum heating capacity of 8 Kilowatts (KW).
1.3.16 An example of a HVAC unit that satisfies the HVAC heating and cooling requirements is the Bard Wall Mounted Air Conditioner with heater element model
# W24L2-A08XX4XXE.
1.3.17 The HVAC shall be Energy Star® qualified.
1.3.17.1 The system shall have a Seasonal Energy Efficiency Rating (SEER) of 14 or greater, and an
1.3.17.2 Energy Efficiency Ratio (EER) of 11 or greater.
1.3.17.3 The EER is the British Thermal Unit (BTU) rating divided by the wattage consumed.
1.3.18 If multiple HVAC units are used; they shall be sequenced so the no two HVAC units come on at the same time.
1.3.18.1 There shall be a minimum 4 second delay between HVAC units coming on to control power load transients.
1.3.19 HVAC system shall be capable of cooling the interior of the container to 70° F in the Puget Sound area.
1.3.20 The calculated heat radiated inside the container from equipment, people, and solar radiation is 30,000 British Thermal Units (BTU).
1.3.21 The heating function of the HVAC unit shall be sufficient to keep the interior of the container at 70° F with no internal heat load and with an external temperature of 20° F.
1.3.22 Air exchange rates and heat recovery ventilation shall be in accordance with ASHRAE standard 62-99.
1.3.23 Occupancy of six people may be assumed.
1.3.24 Ducting must be at least 78 inches from the floor.
1.4 ELECTRICAL
1.4.1 All wiring internal to the container shall be enclosed in rigid metal electrical conduit.
1.4.2 All electrical components installed shall be Underwriters Laboratories Inc. (UL) Listed to USA safety standards.
1.4.3 The container shall have a 440/480 VAC power inlet and a 120/208 VAC power inlet.
1.4.4 A transformer shall be installed to transform the 440/480 power to 120/208 power.
1.4.5 Transformer shall be located along the front wall below the power distribution panel.
1.4.6 The container shall be supplied with an electrical transfer switch to switch between the 440/480 or 120/208 power inlet.
1.4.7 POWER DISTRIBUTION PANEL
1.4.7.1 One 100 amp 120/208 VAC power distribution panel shall be installed
1.4.7.2 The power distribution panel shall be secured on the front wall
1.4.7.3 No circuit breaker shall be a Ground Fault Circuit Interrupter (GFCI) type.
1.4.7.4 The power distribution panel shall be 100-ampere main breaker load center, 24-space 24-circuit with cover and ground bar.
1.4.7.5 The power distribution panel neutrals and grounds shall be connected to different buses.
1.4.7.6 The power distribution panel neutral bus shall be isolated from the panel.
1.4.7.7 The power distribution panel shall have a ground bar kit installed that is, at a minimum, a 24 position/terminal.
1.4.7.8 Maximum power distribution panel dimensions are;
1.4.7.8.1 Width (Left to Right) maximum is 14.5”

1.4.8 Lighting
1.4.8.1 Light switches shall be located on the interior wall within 1’ horizontally of the personnel door and 46” to 56” above the floor.
1.4.8.2 Light switches and switch housing shall be marine grade and there shall be two switches housed in a one outlet box.
1.4.8.3 Lighting shall be dual density: 20 lumens per square foot (ft.2) and 40 lumens per ft.2, measured at a height of 30 inches above the floor.
1.4.8.4 Lighting density shall be switch selectable.
1.4.8.4.1 One light circuit closed shall satisfy the lower lumen requirement
1.4.8.4.2 Both light circuits closed shall satisfy the larger lumen requirement.
1.4.8.5 Light fixtures shall be fluorescent light tube, enclosed and gasketed for use in a wet environment.
1.4.8.6 Light fixture lens shall be impact resistant.
1.4.8.7 Light fixture shall be UL Listed to US and Canadian Safety Standards.
1.4.8.8 Light fixture shall be powered by electrical power distribution Panel.
1.4.8.9 No light fixture shall be electrically grounded to the container.
1.4.8.10 No light fixture shall be in physical contact with the single channel strut.
1.4.9 Power outlets
1.4.9.1 Quad outlet boxes need to be installed 48 inches from the floor (within 6 inches of) 2, 6, 10, 14 and 18 feet from the double doors inside on both sides of the container.
1.4.9.2 Single 50 amp 208/240 outlet boxes need to be installed 48 inches from the floor (within 6 inches of) 4 and 12 feet from the double doors inside on both sides of the container.
1.4.10 Each outlet box shall have a separate breaker in the power distribution panel.

(a) Definitions. As used in this provision--
Commercial and Government Entity (CAGE) code means—
(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Contractor and Government Entity (CAGE) Branch to identify a commercial or government entity, or

(a) Definitions. As used in this provision--
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. “Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
Sensitive technology—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”—
