NOTE 9 Due to the size of this RFQ the government prefers that submission be electronically by email or fax.
NOTE 10 On-site contractors must comply with Publication “Safety Requirements for Contractors and
Subcontractors” revision F., and NUWC Keyport publication “Contractor’s Guide to Environmental Compliance” which is available at the Keyport Pass & ID counter. An electronic copy can also be obtained in advance, by requesting in writing to the contracting officer via email.
NOTE 11: STANDARD WARRANTY
The Contractor shall extend to the Government the full coverage of any standard warranty normally offered in a similar sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard warranty does not waive the Government's rights under any Inspection clause that may be in the contract, nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard warranty. The standard warranty period shall begin upon final acceptance of the applicable material and/or services listed in the Schedule.

1 Scope
The following document provides performance specifications for an on-site installed “Turn-Key” installed laser engraver system. The “Turn-Key” system is to include delivery, installation, testing, and training of operator and maintenance personnel as specified herein. It is the intent of the Government that a single (primary) contractor be awarded this contract and be responsible for the accomplishment of all work detailed by this specification
2 Applicable Documents
The system will adhere to the material, design, construction, inspection, testing, and certification requirements set forth by
ANSI Z136.1 OR IEC 60825-1
OSHA 29 CFR Occupation Safety and Health Administration
NEC Articles for 250 and 30- National Electrical Code
3 Requirements
The system shall be installed in the west end of building 81 at Naval Undersea Warfare Center
Divison Keyport. The laser system shall be Speedy 400 Flexx by Trotec, XLS10MWH by
Universal Laser, or an equivalent by meeting the following minimum requirements.
3.1 Laser Type
The laser engraver shall have both CO2 (10600 nm) and fiber laser (1064 nm). Both lasers shall be integrated into the system and should not require manipulation of hardware to use either laser source to engrave.
3.2 Laser Power
CO2: 60 Watts (minimum) and adjustable from 0-100%.
Fiber: 30 Watts (minimum) and adjustable from 0-100%.
3.3 Physical Dimensions
Overall (maximum dimensions): 69” x 56” x 61” (width x depth x height).
Work Space (minimum dimensions): 39” x 24” x 10” (width x depth x height).
3.4 Lens
The laser shall be equipped with a lens that is transmissive for both CO2 and fiber laser and should allow for resolution of 500 dpi or more.
3.5 Construction
The system shall be defined be a class 2 as defined by ANSI Z136.1 OR IEC 60825-1. . The engraving area shall also be sealed to prevent dust from entering areas containing electronics, motors, optics, and other sensitive equipment (equivalent to Harsh Protection Environment Kit by Trotec).
NUWC Keyport will be incorporating their own custom front panel to allow for engraving of cables. As such, the engraver shall have a front panel that swings open 180 degrees downwards with respect to the front of the machine (or allow for a complete removal). Interlocks must be accessible on the chassis of the machine. The work table shall travel to or below the bottom edge of the front opening OR the distance between tool head and the bottom edge of the front opening must measure a minimum of 8 inches. Note: NUWC Keyport will be responsible for recertifying the system as class 2 when the laser engraver is to be used with this custom door.
3.6 Work Table
The system shall come with a magnetic engraving table.
3.7 Laser Pointer
The system shall be equipped with a laser point to aid the end user by providing an indication of the starting location of the engraving process.
3.8 Power
The entire system shall operate on single phase, 110 V, 60 Hz or 220 V single phase 50 Hz. 110 outlets are readily available at the site of installation. If 220 is to be used the contractor shall be responsible for installing/wiring an outlet. A 220 breaker is approximately 15 feet away from the site of the new laser engraver.
3.9 Ventilation
The unit shall tie into the existing ventilation that exhausts outside. 6” ducting currently exists tapering down to a 4” ducting hose. The ventilation requirements shall not exceed 380 cfm.
3.10 Installation
The contractor shall provide all personnel, supplies, and equipment necessary for installation and set-up. NOTE: A site visit shall be required of the contractor to ensure that the contractor understands the scope of delivery and installation of the entire laser engraving system.
3.11 Computer Requirements
A computer shall be provided as a part of the “Turn-Key” system and meet the following minimum hardware requirements (no monitor required). Any hardware providing wireless capabilities must be removed prior to installation.
- 3.1 Ghz Dual Core
- 16 GB RAM
- 1 TB HD
In addition, the computer shall come pre-installed with software necessary to execute jobs and tasks on the laser engraver and shall come with the following additional software (installed and with installation CDs and product/CD keys):
- Windows 8
- Microsoft Office Suite
- Adobe Photoshop CS 6
- CorelDRAW Suite X7
- Adobe Reader (latest version at the time of delivery).
3.12 Optional Hardware
The following is optional hardware and should be included only as an option to the base system as described in previous sections.
3.12.1 Vacuum Table
A vacuum table capable of holding thin and light materials for engraving.
3.12.2 Air Assist
An equivalent device to the “Air Assist” by Trotec and Universal Laser and shall contain all components necessary to operate the “Air Assist” including any compressors, fittings, and hoses.
3.12.3 Temperature Sensor
A temperature sensor to monitor work piece temperature. The system shall automatically shut off in the event the work piece exceeds a pre-set limit.
3.12.4 Rotary Attachment
A rotary attachment capable of manipulating conical objects for engraving and it should be cable of handling 4” diameter (minimum) parts to 32” in length (minimum).
3.13 Test Requirements
Upon installation, the contractor will demonstrate proper working order of the system by engraving samples (sample material provided by contractor) using both CO2 and fiber laser sources.
3.14 Training Requirements
The contractor shall train NUWC Keyport personnel on operation of the laser system including but not limited to:
- Components and overall function.
- Installation/removal of accessories: optics, working tables, rotary attachments, etc.
- Maintenance, installation/removal of consumable items.
- General preventative maintenance practices.
4 Final Acceptance
A NUWC representative shall take final acceptance of the equipment after installation. Final acceptance shall not be taken until all testing requirements in and all other items and equipment mentioned in this document are delivered.

(a) Definitions. As used in this provision--
Commercial and Government Entity (CAGE) code means—
(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics
Agency (DLA) Contractor and Government Entity (CAGE) Branch to identify a commercial or government entity, or
(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support

(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation.

ALTERNATE I (OCT 2014)
An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (b) through (i) of this provision.
(a) Definitions. As used in this provision:
"Emerging small business" means a small business concern whose size is no greater than 50 percent of the numerical size standard for the NAICS code designated.
"Forced or indentured child labor" means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the
Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment
Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
Sensitive technology—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act
(50 U.S.C. 1702(b)(3)).
Service-disabled veteran-owned small business concern—
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
"Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
Small disadvantaged business concern, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.
Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals
Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing.
