JUSTIFICATION
I. Contracting Activity
The Naval Sea (NAVSEA) Systems Command, Naval Undersea Warfare Center, Division Keyport, WA (NUWC Keyport) Acquisition Department, Code 18, intends to procure the following supplies/services under circumstances other than full and open competition based on the following.
2. Description of the Action Being Aooroved
Approval of this amended Justification and Approval (J&A) is requested to increase the J&A award value from $636,000.00 to $686,000.00 for the award of a sole source firm fixed price contract to BEl Sensors & Systems Company, INC, for the acquisition of Systron Donner SDI-500 Inertial Measurement Unit (IMU) to NA VSEA drawing 53711-8290314, for use in the .
The solicitation was amended 24 June to include a revised drawing of the IMU. The original drawing was for a low temperature version of the IMU and the new drawing is for a high temperature version of the IMU. A revised Independent Govermnent Estimate (IGE) was provided with the new drawing.

4. Statutory Authority Permitting Other Than Full and Open Competition
The statutory authority is 10 U.S.C. 2304(c)(l), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by Federal Acquisition Regulation (FAR) 6.302-1.
5. Rationale Justifying Use of Cited Statutory Authority
BEl Sensors & Systems Company is the only qualified manufacturer of the lMU for use in the MK30 Target Upgrade. This hardware is largely proprietary in nature and BEl possesses all drawings, patterns, manufacturing fixtures, and documented failure recurrence controls.
The Government procured, through competition, 3 lMU units on contract N00253-09-P-4153 08 June 2009. There was only one offeror to this solicitation. These three units were intended to qualify BEl for use in the MK30 Service Life Program (SLEP) Plan.
(PIN 5499340), is a key element in the MK30 Mod 1 ASW Target of which the lMU is a component.
Keyport was tasked to upgrade two MK30 per Task Plans#l3 of the MK30 Service Life Program (SLEP) Plan. The Upgrade included designing and manufacturing two interface circuit boards specific to the SDI-500, testing and troubleshooting problems, performing environmental testing, installing the hardware in systems, and performing with MK30 targets.
1 lAW NMCARS 5206.304(a) lfthe dollar value of the contract is negotiated at a level that exceeds the dollar threshold of the original justification approval authority, a new justification approval shall be obtained from the appropriate approval authority prior to award.
The total cost for the development of this upgrade was $668,000. To qualify another manufacturer of the IMU adjusting for inflation would be $737,000 .
. This is based on the amount of time spent procuring the needed sensors, designing and manufacturing the interface circuit boards, testing and troubleshooting, performing environmental tests, installing hardware in the
, and performing runs with MK30 targets.
. The new IMU' s are required to replace sensors in systems. The old IMU's are
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Market research was conducted to determine if there were other companies who could manufacture the IMU and although there are several companies that make IMU's, they have not been qualified on this program as a replacement for MK30 system. The cost to qualify another manufacturer is estimated at $737,000.00.
A synopsis was issued via posting on the Federal Business Opportunities (FBO) website in accordance with FAR 5.2. No additional market research will be conducted because it is not practical, for the reasons discussed in paragraph 5 above, for any company other than BEl to provide these required supplies.
7. Determination of Fair and Reasonable Costs
The Contracting Officer will determine that the cost to the Government for the services and supplies covered by this Justification and Approval (J&A) will be found fair and reasonable prior to award.
8. Actions to Remove Barriers to Competition
Since this is a one-time effort, future competition is not anticipated. The estimated life of an IMU is 20 years; the procurement of 40 units will satisfy the Governments needs for many years to come.
