Brief Requirement Description (for full description, see Salient Characteristics listed below): Naval Post
Graduate School (NPS), Department of Physics located in Monterey, CA requires a Dual Beam Micro
System Analyzer to continue the development of bio-inspired acoustic directional sensors based on microelectromechanical systems (MEM). This technology uses laser technology to measure velocity and displacement at selected points on a vibrating structure i.e. using micro-mechanical sensors to determine the direction and location of small arms fire. Unlike conventional sensors, laser vibrometers are completely non-contact and are not affected by surface properties or environmental conditions. The laser beam can be focused to micrometric spots, allowing investigation of small structures. Laser vibrometry is a very sensitive optical technique capable of measuring displacements from cm to sub nm at frequencies from near DC to several MHz

FAR 52.212-2 Evaluation of Commercial Items;
(a) The Government will make a single award using a lowest price technically acceptable ("LPTA") source selection. The Government intends to award on initial offers but reserves the right to conduct discussions. To be determined technically acceptable, an offeror must submit a proposal that does not take exception to any term of the solicitation.
(i) TECHNICALLY ACCEPTABLE
(ii) PAST PERFORMANCE
(iii) PRICE
(b) Ability to meet the (i) technically acceptable criteria represents the MINIMUM for acceptable award.
Therefore, quotes will be given either a “Go, No-Go” for factor (i). Failure to meet this factor or given a
“No-Go” shall render a quote to be unacceptable and not considered for award. Only those quotes which are determined by the contracting officer as a “Go” under Factors (i) shall be further evaluated under Factors (ii) and (iii). In the second step of evaluating those quotes determined under Factor (i) to be technically acceptable, quotes shall be evaluated on Factor (ii), PAST PERFORMANCE, and then on
Factor (iii), PRICE. Factor (ii) and Factor (iii) are considered equal.
At the discretion of the Contracting Officer, the Government intends to evaluate quotes and award a contract without discussions with the quoting contractors. Each initial quote should, therefore, contain the best terms from a price, delivery and technical standpoint.
(c) Factor (I) Technically Acceptable: quoting contractors commercial catalog or technical data submitted in response to 52.212-1 shall be reviewed against the specifications of the individual CLINS, Salient Characteristics and brand name information specified herein. If a determination can’t be made that the technical data or catalog information submitted demonstrates that quoted items meet the minimum salient characteristics and are brand name or equal as specified herein the quote will be given a “NO-GO” for technical acceptability. If the government cannot interpret submitted documentation as meeting these characteristics quote will be given a “NO-GO” for technical acceptability.
(d) PAST PERFORMANCE Factor (ii) information will be used to make a determination of whether the quoting contractor has a satisfactory record of past performance. Quotes should, therefore, provide performance history and references to demonstrate satisfactory performance for up to three prior same and/or similar contracts performed within the past three years.
(e) PAST PERFORMANCE: The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government.
Past Performance Information Retrieval System (PPIRS) may also be accessed to locate recent and relevant information. Information utilized will be obtained from all any references as well as any other sources that may have relevant information.
Any quoting contractor which lacks relevant past performance history will receive a neutral rating for this factor. Any quote that is not accompanied by relevant past performance history, while rated neutral, may not represent the most advantageous quote to the Government and thus, may be an unsuccessful quote when compared to the other quotes received.
The Contracting Officer will evaluate PAST PERFORMANCE as follows:
NEUTRAL: No relevant past performance available for evaluation. Quoting contractor has asserted that it has no relevant directly related or similar past performance experience. Proposal receives no merit or demerit for this factor.
SATISFACTORY: Very little risk anticipated with delivery of quality product, on time, or of degradation of performance, or lack of customer satisfaction based upon the quoting contractor’s past performance.
UNSATISFACTORY: Significant potential risk anticipated with delivery of quality product, on time, and of degradation of performance based upon the quoting contractor’s past performance.
(f) PRICE Factor (iii) Price will be evaluated by totaling the prices for all line items and subline items, including options, for which the Government has requested the offeror, provide a price. The
Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(g) the government is seeking quotes for the entire quaintly specified under the CLINS specified herein any contractor quoting partial quantities may be determined as not meeting submission requirements and may not be evaluated further for award.
