PERFORMANCE WORK STATEMENT (PWS)

1. PROJECT TITLE: Installation of a Dissolved Air System for Wastewater Sulfide

Control

2. BACKGROUND: Pump Station A in Naval Amphibious Base (NAB) Coronado, California, pumps domestic wastewater to the City of Coronado. The water in the wet well of Pump Station A contains sulfide concentrations as high as 36 mg/L, exceeding the sanitary wastewater discharge limit of 1.0 mg/L. Currently, the site is injecting ferrous chloride to control sulfide but it is expensive to operate. The wet well is 12 feet in diameter, 17 feet deep, with high and low level set points at 7 and 5 feet, respectively.

The pump station is cycled approximately every 40 minutes at 600 gpm for 10 minutes.

This project is to install a dissolved air injection system to replace the existing ferrous chloride injection for cost reduction.

3. SCOPE: This project is to procure and install a dissolved air system at Pump Station A to reduce sulfide concentrations for compliance with wastewater discharge standards. The objective is to validate that dissolved air system is a cost-effective technology for sulfide control. It is desirable to reduce sulfide level in wet well wastewater to below to <0.2 mg/L, preferably non-detect (ND) level.

4. Dissolved Air System Specifications: A dissolved air system capable to increase sufficient dissolved oxygen (DO) level in the wet well for sulfide control.

No Moving Parts; Plug-and-Play; Self-Cleaning

> 90% standard oxygen transfer efficiency

Dissolved air ~ 100nm in size

Nanobubbles stay suspended in water after solution reaches saturation

Increases water’s capacity to hold a given gas

Turbulent gas diffusion

Reduces the density of water, therefore reducing friction

Pit Pump, heavy duty wastewater self-priming trash pump rated for 150-gpm Automated control valves, pressure transducer, flow meter, and DO meter.

Complete System – 10 ft. by 8 ft. container with insulation to reduce noise to 55 dB or lower, fully integrated and computerized UL approved PLC control panel, 15” industrial touch screen with HMI and graphical real time display, skid frame constructed of stainless steel 304 L.

5. PERFORMANCE REQUIREMENTS:

Task 1 – Install dissolved air system: Provide all material and labor to install dissolved air system at Pump Station A.

Provide rigging for the field transportation and placement of dissolved air system.

Install all necessary process piping and valves between all components of the dissolved air system and the wet well.

Install all high voltage power supply to the system.

Install all low voltage wiring for sensors, pumps, and programmable logic controller (PLC).

Install all necessary monitoring devices, such as flow meters and dissolved oxygen meter.

Task 2 – Startup and Training:

Upon completion of system installation, provide field engineer for on-site system startup and testing to ensure the proper system operation.

Provide training to Navy personnel on the system operation.

6. PERFORMANCE STANDARDS:

• Quality Standards: System runs continuous without interruption caused by mechanical, electrical, or other failures. System can be easily maintained, without significant labor and material requirements.

• Quantity Standards: System flow rate is greater or equal to 150 gpm. Dissolved oxygen level in discharge water is greater than 2.0 mg/L. Sulfide in wet well is below 0.2 mg/L.

System noise level is below 55 dB when the enclosure is close.

• Timeliness Standards: System is delivered within schedule described in Section 8.

This is not allowed

7. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION

(GFE/GFI): None.

8. PLACE OF PERFORMANCE: Pump Station A in NAB Coronado, California.

9. PERIOD OF PERFORMANCE: 120 calendar days after award.

10. SECURITY: The works of this project will be UNCLASSIFIED.

11. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP):

The contractor is responsible for the quality of all work performed. The government representative(s) will monitor performance and review performance reports furnished by the contractor to determine how the contractor is performing against communicated performance objectives. Incentives not allowed. The contractor will be responsible for making required changes in processes and practices to ensure performance is managed effectively. Table 1 shows a summary of performance requirements.
