PERFORMANCE WORK STATEMENT (PWS)
FOR
KAREX VERTICAL LIFT MODULE SERVICES
To Support The
U.S. NAVY COASTAL RIVERINE GROUP ONE
(CRG-1)
1.0 GENERAL
This is a non-personal services contract to load upwards of 9000 Stock Keeping Units (SKU) into (8) Kardex Vertical Lift Modules (VLM) and input associated data into Power Pick Global Software. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide equipment and other items and non-personal services necessary to load upwards of 9000 SKUs into eight (8) Kardex Vertical Lift Modules and input associated data into Power Pick Global Software as defined in this Performance Work Statement except for those items specified as government furnished property and services.
1.2 Background: CRG-1 procured a Kardex Vertical Lift Module and its associated Power Pick Global inventory management software in order to increase operational efficiency within the storeroom. Due to the fact that Power Pick Global does not integrate with the Navy’s Relational Supply (R-Supply) system, the inventory information between the systems has become grossly inaccurate.
1.3 Objectives: In order to baseline the Kardex system and correct informational accuracy between both Power Pick Global and R-Supply, contractors will load upwards of 9000 SKUs and associated data into eight (8) Kardex Vertical Lift Modules and Power Pick Global, respectively. Additionally, remove an estimated 900 SKUs of Allowance Type (AT) Code 6 & 7 parts from the systems.
1.4 Scope: This Performance Work Statement (PWS) defines the outcomes to be accomplished by a contractor who shall provide CRG-1 the required equipment and services as delineated in paragraph 4 below.
Period of Performance: The period of performance for this contract is 10 AUGUST 2018 to 30
SEPTEMBER 2018
1.6 General Information
1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to this QC system.
1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3 Recognized Holidays: Contractor is not required to provide services outlined in this PWS during the recognized holidays listed below.

1.6.4 Hours of Operation: The contractor is responsible for being available to the government between the hours of 0700-1600 Monday thru Saturday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
1.6.5 Place of Performance: The work to be performed under this contract will be performed at Coastal Riverine Group One, 1498 13th Street, NOLF IB, Bldg 184, Imperial Beach, CA 92135-7140
1.6.6 Type of Contract: The government will award a Firm Fixed Price (FFP) contract.
1.6.7 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.8 Contracting Officer Representative (COR): The appointment of a COR is not required for this contract.
2.0 DEFINITIONS AND ACRONYMS
2.1. Definitions:
2.1.1. Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. Contracting Officer: A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3. Contracting Officer’s Representative (COR): An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. Climate Controlled Space: A space that is maintained between the temperature ranges of 65 F and 85 F and is protected from the elements.
2.1.5. Deliverable: Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6. Key Personnel: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7. Physical Security: Actions that prevent the loss or damage of Government property.
2.1.8. Quality Assurance: The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9. Quality Assurance Surveillance Plan (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10. Quality Control: All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11. Work Day: The number of hours per day the Contractor provides services in accordance with the contract.
2.1.12. Work Week. Monday through Saturday, unless specified otherwise.

3.0 EQUIPMENT AND PERSONNEL USED BY THE GOVERNMENT: The Government will provide military personnel to assist contractor throughout the period of performance. CRG-1 personnel will be responsible for operation of scissor lift/forklift, and identifying unmarked parts, repackaging, relabeling, etc. CRG-1 will provide Counting Scale, (2) if necessary- 6’ to 8’ folding tables and (4) chairs to be located near the VLMs for staging.
4.0 CONTRACTOR FURNISHED ITEMS
4.1 General: The Contractor shall furnish all supplies, equipment, and services required to perform work under this contract that are not listed under Section 3 of this PWS. The contractor will provide qualified personnel to perform task described in Section 1.3, and ensure personnel are properly cleared to access the base and associated worksites, Navy Outlying Landing Field, Imperial Beach, CA.
4.2. Facilities: None
4.3. Equipment: Equipment needed to perform work under this contract as described in Section 1.3, that are not listed under Section 3 of this PWS.
5.0 DELIVERABLES
5.1. Services. The Contractor shall provide the required number of qualified personnel to perform tasks under this contract as described in Section 1.3 within 30 working days 30 days after date of award. The work shall be completed at Coastal Riverine Group One, 1498 13th Street, NOLF IB, Bldg 184, Imperial Beach, CA 92135-7140.
5.2 Schedules
Requirement should be completed within thirty (30) working days on a 45-hour, 6-day working week schedule. However, if the contractor is unable to accommodate a 6-day working week, a 5-day work will be acceptable.
5.4 Period of Performance: The period of performance shall be for 30 working days to begin 30 days after the date of award.
6.0 APPLICABLE PUBLICATIONS (CURRENT EDITIONS)
6.1. The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures.
6.2 Mishap. The Contractor shall promptly report to the TPOC and procuring Contracting Officer (PCO) if a mishap involving services under this contract results in an injury. If the U.S. Navy conducts an investigation of the accident, the Contractor (including all Sub-Contractors) shall cooperate with the government personnel until the investigation is completed. The Contractor shall allow authorized government representatives access to the Contractor’s personnel.
6.3 Contractor Responsibility for Safety. Nothing in this PWS, nor any government action or failure to act in surveillance of this contract, shall relieve the Contractor of its responsibility for the safety of the Contractor’s personnel and property, the Government’s personnel and property, and the general public.
Furthermore, nothing in this PWS shall relieve the Contractor of its responsibility for complying with applicable federal, state, and local laws, ordinances, codes, and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
7.0 APPLICABLE PUBLICATIONS (CURRENT EDITIONS)
7.1 The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures.
8.0 PERFORMANCE STANDARDS
8.1 Performance Standards
a. Schedule - The due dates for deliverables and the actual accomplishment of the schedule will be assessed against original due dates established for the contract.
b. Deliverables – The deliverables required to be submitted will be assessed against the specifications for the deliverables detailed in the contract/task order(s) and the Quality Control Plan (QCP), if required by the contract, for the required content, quality, timeliness, and accuracy.
c. Past Performance - In addition to any schedule, deliverables, and cost aspects of performance discussed above, pursuant to FAR 42.15, the Government will assess the contractor’s record of conforming to contract requirements and to standards of good workmanship, the contractor’s adherence to contract schedules including the administrative aspects of performance, the contractor’s history of reasonable and cooperative behavior and commitment to customer satisfaction, and the contractor’s business-like concern for the interest of the customer.
