About this file

This document is a Statement of Work (SOW) for the procurement of two Doppler Velocity Loggers (DVL) for the United States Naval Academy Weapons, Robotics, and Control Engineering Department.

The SOW provides detailed technical specifications for the two DVL units, including requirements for long-term accuracy, altitude ranges, velocity resolution, ping rates, housing dimensions, depth ratings, beam configurations, power requirements, and weight. DVL #1 must meet tighter specifications than DVL #2 in areas such as long-term accuracy, altitude range, and velocity standard deviation.

The related federal contract opportunity is a sole source solicitation for the commercial purchase of these DVL units from Nortek USA. The government intends to award a firm-fixed-price contract under NAICS code 334511 with a Small Business Size Standard of 1,350. The required delivery date is September 3, 2024, with the items to be delivered to the United States Naval Academy in Annapolis, Maryland.

STATEMENT OF WORK

FOR

DOPPLER VELOCITY LOGGER

United States Naval Academy

Weapons, Robotics, and Control Engineering Department

1. Overview

This requirement is for two Doppler Velocity Loggers (DVL).

1. DVL #1:

The Doppler Velocity Logger (DVL) must have a long term accuracy of +/- 0.1%. The DVL must have a minimum altitude of 0.1 meters and a maximum altitude of 75 meters. The velocity resolution must be 0.01 mm/s with a single ping standard deviation (STD) of 0.8 cm/s at half altitude. The maximum ping rate must be a 8hz. The housing must be cylindrical in shape with a diameter of 114 mm and height of 158 mm. The housing must be rated for a depth of 300 meters.

The DVL must have a weight in water of 0.3 kg and weight in air of 1.7 kg. The DVL must operate at 1 Mhz with a beam width of 2.9 degrees. The beam configuration must be a 4 beam

Janus array convex transducer with a 25 degree beam angle. The DVL must take between 12 and

48 DC volts and have a maximum continuous current of 1.5 amps. A 2 meter serial cable and 2 meters ethernet cable must be provided.

Specifications DVL #1

The DVL must meet the following specifications.

2.1 Long Term accuracy 0.1%

2.2 Min/Max Altitude 0.1/75 meters

2.3 Velocity Resolution 0.01 mm/s with single ping STD of 0.8 cm/s

2.4 Max Ping Rate 8 hz

2.5 Housing Size Diameter 114 mm, Height 158 mm

2.6 Depth Rating 300 meters

2.7 Number of beams 4 beams in a Janus Array with 25 degree beam angle

2.8 Input voltage 12-48 volts

2.9 Max Current 1.5 Amps

2.10 Weight in Air 1.7 kg

2.11 Weight in Water 0.3 kg

2.12 Acoustic Frequency 1 MHz

2. DVL #2:

The Doppler Velocity Logger (DVL) must have a long term accuracy of +/- 0.3%. The DVL must have a minimum altitude of 0.1 meters and a maximum altitude of 50 meters. The velocity resolution must be 0.01 mm/s with a single ping standard deviation (STD) of 0.5 cm/s at half altitude. The maximum ping rate must be a 8hz. The DVL must have a dedicated altimeter with a max range of 50 meters, resolution of 1cm and accuracy of 1% of measured value. The housing must be cylindrical in shape with a diameter of 90 mm and height of 42 mm. The housing must be rated for a depth of 300 meters. The DVL must have a weight in water of 295 grams and weight in air of 535 grams. The DVL must operate at 1 Mhz with a beam width of 3.4 degrees.

The DVL must have a slanted beam angle of 20 degrees. A 2 meter RS232/ethernet cable must be provided. The DVL must be powered by DC voltage between 12 and 28 volts with an average power under 4 watts and max power of 35 watts.
