4. Statutory Authority Permitting Brand Name.

The statutory authority permitting this action is 41 U.S.C. §1901(e), Simplified Acquisition Procedures, Special Rules for Commercial Products and Commercial Services as implemented by FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services.

A brand name acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a), Special documentation requirements, Sole source (including brand name) acquisitions. These brands (AXIS, Genetec) are particular to two manufacturer(s) – (Axis) Canon and Genetec Inc.

5. Rationale Justifying Use of Cited Statutory Authority.

The proposed requirement is to update USNA’s currently installed AXIS Cameras (model M1054), which have expired hardware and are no longer technically supported. If the aging components of the in-place systems are not replaced, USNA risks not responding to cybersecurity threats and having unsupported devices. The installation of new/replacement equipment ensures the data integrity of mission-critical servers.

USNA requires a direct replacement of AXIS cameras, which have reached EoS and are no longer supported by the manufacturer. Therefore, USNA is requesting camera hardware replacements with capability to interface with the physical access systems software.

USNA is currently utilizing LenelOnGuard as a physical access system software. Lenel is installed on a virtual machines server (VMS), regularly patched and updated with subscription-based licensing.

Genetec would replace LenelOnGuard as the user interface and would be exercised to manage security assets, monitor events, and run investigations. The Genetec brand meets USNA’s requirements and offers the benefit of deep learning analytics by using AI-based algorithms and behavioral conditions, analyzing scenes and spatial behaviors of objects, while ignoring common irrelevant sources of unwanted events. These features collectively would greatly enhance the physical security for USNA data centers, LAN equipment rooms, entryways, and access points covering all of USNA’s information technology assets. Unfortunately, LenelOnGuard software does not have the same level of technical capabilities as the Genetec solution and they do not provide or offer the benefits listed above.
