Question and Answer
4
USNA will provide bar code asset tags for vendor to apply to laptops.
Could the Government please advise when the Contractor would receive these asset tags? The asset tags are shipped to the contractor once the contract is awarded.
4
USNA will provide bar code asset tags for vendor to apply to laptops.
Could the Government specify when marking instructions (e.g. placement, size, orientation, etc.) would be provided to the Contractor post-award? Could the Government please clarify what the Contractor’s requirements are in providing dimensions and other pertinent details to USNA to develop said marking instructions? The provided barcode label placement can be discussed upon award due to the varying size and dimensions of laptops
4
USNA will provide bar code asset tags for vendor to apply to laptops.
Understanding that the delivery information (pg. 9) states that laptops/docking stations are required to be delivered 60 days ADC, could the Government please validate that there will be enough time from contract award for Contractors to receive the laptops, receive asset tags, inspect asset tags, apply asset tags, and deliver them to the Naval Academy in Annapolis, MD. The 60 day delivery date is flexible due to the known issues with the supply chain.
4
USNA will provide bar code asset tags for vendor to apply to laptops.
Please advise how the USNA will handle damaged/missing asset tags. The asset tags are 7 digit bar code labels. No issues for missing or damaged labels.
4
USNA will provide bar code asset tags for vendor to apply to laptops.
Amendment 1 included the requirement for docking stations for each laptop but no requirement to apply asset tags to them. Could the Government please confirm that asset tags/duplicated bar code asset tags are not required for docking stations. Asset labels will not be required on the docking stations.
4
Vendor SHALL duplicate bar code asset tags and apply to laptop cartons. Laptop cartons will also contain bar coded serial number.
Ensuring we understand the requirement, the Contractor is required to duplicate the bar code, add the serial number and place externally on the box? We do not see an inventory request that reflects the two requirements linked together. Yes, you are correct.
4
Vendor SHALL duplicate bar code asset tags and apply to laptop cartons. Laptop cartons will also contain bar coded serial number.
Does duplication require the same tag requirements (e.g. liner barcode vs. 2D barcode vs. other formats), or does the return value simply need to be the same? The format can be as simple as a sheet of paper adhered to the carton that reflects the SN of the laptop and our 7 digit numeric barcode.

If same format/encoding required, can the Government please provide advanced notice of format requirements to allow the Contractor enough time to ensure adequate barcoding hardware and software is in place or known as a requirement prior to time of award? N/A

4
Vendor SHALL provide on-site parts pool for warranty replacement consisting of, at a minimum, 3 of each internal components and peripheral devices.
Contractors are not normally responsible for replacing items under warranty, this would be a manufacturer warranty in which the item would need to be sent back to the manufacturer. Contractors are often unable to replace internal components without voiding the manufacturer warranty. Can the contractor hold 3 replacement end items to meet this requirement? This requirement can be met by shipping 3 extra laptops that are used for parts or for emergencies; the vendor should account for the cost of the 3 extra in quoting on this requirement.
Is TAA Compliant required?
Yes
4
Vendor SHALL provide on-site parts pool for warranty replacement consisting of, at a minimum, 3 of each internal components and peripheral devices.
Does “on-site” refer to the Contractors facility in which asset tags would be applied to the laptops? Onsite refers to our facility at USNA.
