The following have been added by full text:
QUESTIONS & ANSWERS
1. Have you planned a site visit? If so please provide date and time along with necessary documents necessary to arrange for the visitor
a. A site visit is not permitted at this time.
2. Does the solicitation require the contractor to provide vent cleaning?
a. No.
3. Who is the present lease contractor for the washers and dryers?
a. P&M Appliance.
4. Please provide the award price of the last lease contract for washers and dryers.
a. This is not relevant to the solicitation.
5. Please provide an estimate of the number and type of repairs required during the present lease contract 5 years.
a. This is not relevant to the solicitation.
6. Are you planning an extension of the due date for this contract?
a. An extension was provided to 15 May 2020 via Amendment 0002. An extension is provided to 19 May 2020 via Amendment 0003.
7. How many on site technicians does the present lease contractor use to provide maintenance?
a. This is not relevant to the solicitation.
8. Will you provide a secure building for the new contractor to use to store washers and dryers during the installation?
a. No; there is no secure building available for storage.
9. Have you considered changing the requirement for washers to top Load? Experience shows that top load washers require much less maintenance and repair.
a. The solicitation is clear on its face. The only units that are front loading are 224 stacked washer dryer units.
10. Would it be possible for the new contractor's technician to receive maintenance/repair orders each day via e-mail, telephone or fax?
a. The technicians will be provided emails and telephone calls for maintenance/repair orders as they occur.
11. Will you accept the bid documents via e-mail, and or fax?
a. Quotes will only be accepted via email to angela.haviland@navy.mil.
12. I have been told that state and local Illinois's electrical code has requirements when attaching four prong electrical cord to the dryers to be installed at Naval Station Great Lakes. Please provide details.
a. It is the responsibility of the awardee to be aware of, and comply with all applicable state and local laws and regulations during performance. It is the government’s current belief that Iin 1996, the National Electrical Code (NEC) began requiring 4-conductor outlets with a separate ground that eliminates the possibility of a current traveling back to the machine, causing shock or even fire. It is also believed that to be code-compliant, all newly installed outlets for dryers must be compatible with 4-prong, grounded dryer cords. However, the government does not warrant the currency or accuracy of this information. It is incumbent upon the awardee to be aware of and correctly apply state and local laws/regulations during performance. Should the information in the above answer be incorrect or change, it will not provide a basis for a price adjustment or any other relief. Nor will it excuse the quoter’s responsibility to submit a responsive quote fully compliant with all aspects of the solicitation and PWS. Nothing in this answer should be construed as creating definitive responsibility criteria. An updated Exhibit 1 in Amendment 0003 details the types of outlets available in each building.
13. What days will we be allowed to work on base ? Will we be allowed to work on weekends and what is the start and end time for each day?
a. Normal installation/repair hours are 0730-1600 Monday – Friday. Extended hours may be considered for the initial installation only, but must be coordinated in advance with the COR/Training Support Center and Naval Station Great Lakes Unaccompanied Housing staff. Weekend hours for installation/repair would only be considered in an emergency situation; not the routine installation of the transition to a new contract.
14. How many days do we have to complete the project once we begin?
a. Award is anticipated by 1 June 2020. The machines need to be installed for the Period of Performance start date of 1 September 2020.
15. Will all the machines be removed already? if not is there a company removing and taking them away?
a. The contractor providing the lease is responsible for delivery and installation at the beginning of the contract and for removal at the end of the contract term. Therefore, the incumbent on the current contract will be responsible for removing the existing machines. The new contractor will need to work with the COR to coordinate the delivery schedule with the incumbent contractor for transition to the new contract.
16. There are 37 Buildings will the appliances be delivered to each Building or will it all be in a staging area to be distributed?
a. Please see Exhibit 1 via Amendment 0003 for updated number of buildings. There is no staging area available. The contractor will not be able to deliver all of the machines at once as NSGL has nowhere to store them. Naval Station Great Lakes does not have enough parking on base to support staging of more than one day. Quoters should not rely on the availability of a staging area.
17. Are all the machine being installed on the first floor? If not do we have access to elevators to access other floors ?
a. Access to elevators will be granted in the buildings that have elevators, if they are working. Buildings that have cargo elevators must use this elevator before other elevators. Many of the buildings do not have elevators. Machines will have to be installed on various floors from the Basement up to the 7th floor. Quoters should not rely on the availability of elevators.
18. How do the machines need to be labelled?
a. A label or tag with the serial number as well as a numerical assignment is required at the top corner of each unit. The tag must be visible for indentification for repair calls. See PWS Section C.8.
19. Machines come in boxes. Who will dispose of them?
a. The contractor is responsible for disposing of boxes. The contractor must dispose of cardboard and waste associated with the installation off of the base. Base dumpsters will not be utilized for this purpose. See PWS Section C.6.
20. Could you also please provide the size requirements for the dryers?
a. The solicitation is clear on its face. Commercial grade units are required. Drum size is is specified within the Peformance Work Statement.
