SCOPE OF WORK
1.0 TASK
1.1 Task Title
ACQUISITION OF A BRUKER LUMOS II INFRARED MICROSCOPE WITH ACCESSORIES FOR THE
NAVAL HISTORY AND HERITAGE COMMAND CONSERVATION BRANCH AT THE COLLECTION
MANAGEMENT FACILITY RICHMOND BLDG 54
1.2 Definition of Need and Proposed Resolution
The Naval History & Heritage Command (NHHC) requires the acquisition of a Bruker LUMOS II Infrared microscope for the analysis of materials comprising artifacts in the Navy’s collections as well as identification of repair materials on artifacts to inform conservation treatments. Infrared systems are standard equipment in many conservation laboratories and can drastically reduce the amount of man-hours needed for requisite materials identification, providing long-term indirect cost-savings, as well as eliminate the need for many costly external analytical services.
The LUMOS II infrared microscope shall include a thermoelectrically-cooled MCT detector (i.e. TE-MCT), which will not require liquid nitrogen cooling for operation. The LUMOS II infrared microscope will be able to operate in attenuated total reflectance (ATR) and transmission modes, which will allow for the characterization and identification of small, microscopic samples. A motorized polarizer and analyzer will allow for visible sample analysis and correlation with infrared samples. A motorized x-y stage will allow for dimensionally resolved mapping and “chemical imaging” of microscopic layered samples in the >30 micron range or better, which includes common widths of organic coatings and paint layers found on many artifacts. A miniature diamond compression/anvil cell is required to compress samples such as fibers, paint chips and polymers to the correct thickness for maximum infrared definition in transmission mode. Liquid sample cells with humidity resistant zinc selenide windows extend the range of analyzable materials in the collections. In addition to qualitative identification, the LUMOS II infrared microscope features unique integrated pressure control and pressure monitoring during analysis for quantitative measurements.
The LUMOS II infrared microscope shall have a high performance data system for control and memory-intensive associated OPUS 8.x software for spectral interpretation, as well as relevant spectral database libraries for comparison with materials that are found within the collection of NHHC.
The microscope’s optics and components shall be robust enough for the environmental and humidity conditions of the NHHC Collections Management Facility (CMF) Conservation Branch laboratory. Included replacement parts shall include Germanium ATR crystals and a mid-infrared source for continuity of operation. The system shall include two (2) years of service to ensure continuity of conservation laboratory operations. Onsite application support is required for the most intensive, expert-level, technical analysis.
1.3 Objectives
The goal of this effort is to acquire and have delivered one Bruker LUMOS II infrared microscope, micro-sampling accessories and transmission objective, a data system for controlling the microscope, including OPUS 8.x spectroscopic analysis and searching software, as well as relevant databases. Onsite installation and basic instruction are required to ensure safe and appropriate operation.
The acquisition and delivery of the equipment and an extended warranty period is anticipated to support the requirement for the continuation of operational functionality for requests for conservation science analytical work.
The contractor under this scope of work shall acquire the specific equipment listed below in Section 2.0, ship to NHHC’s CMF at DSCR.
