PERFORMANCE WORK STATEMENT
2019 Executive Senior Program Consultant
OPNAV N80
1. INTRODUCTION
The Office of the Chief of Naval Operations (OPNAV)’s Programming Division (N80) is responsible for developing and submitting the DON’s long range financial plan (Program Objective Memorandum – (POM)) and budget to the Office of the Secretary of Defense (OSD). N80 is also responsible for integrating and aligning POM products through the OPNAV staff such as the annual President’s Budget narrative, issue storylines and the Chief of Naval Operations’ (CNO) annual Posture Statement for Congressional testimony. Other support includes preparing OPNAV Deputy Chief of Naval Operations N8 for Congressional testimony, hearing preparation papers, and responses to questions for the record.
N80 is also responsible for developing external messaging for the CNO, N8 front office, and on various facets of the Navy Program to military, civilian, public and private organizations. Additionally, N80 produces analysis of programs and activities across the Navy’s portfolio, integrating strategic objectives with data-informed analysis and projected program outcomes. Each year, the Navy requires intensive program analysis in order to make educated budget programming decisions while ensuring mandated guidance is followed. The contractor shall be capable of providing sound counsel for N80 in balancing the POM based upon limited resources and numerous requirements. The N80 staff develops and implements procedures to collect, evaluate, and devise funding strategies to meet the programmatic priorities of the DoD, Secretary of the Navy (SECNAV), Chief of Naval Operations (CNO), Fleet and Fleet Combatant Commanders. N80 also serves the OPNAV staff by conducting the Resources & Requirements Review Board (R3B) to review and approve major program requirements and resolve cross-sponsor issues.
2. OBJECTIVE
Support N80 in turning its strategic vision and guidance into a defendable and balanced Program Objective Memorandum (POM) through thorough analysis and reports.
3. SCOPE
The contractor shall support all aspects of program development, and management for OPNAV N80. The analytical and management efforts described in this Performance Work Statement (PWS) focus on the Navy Planning, Programming, Budgeting, and Execution (PPBE) in the following six areas: Ship and Submarine; Aviation; Expeditionary Warfare; Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR); Operations and Maintenance; and Manpower.
The focus also includes Navy strategy and fiscal analysis, planning and communications.
The Contractor will assess Navy-wide impacts of programmatic changes to infrastructure, major acquisition programs, or operational and maintenance accounts. Contractor will perform an analysis of the impact of potential programmatic impacts of funding reductions to readiness and capabilities. The impacts of any changes will be assessed in terms of capabilities, requirements, and readiness. When there are impacts in any part of the readiness production process, or when funding reductions could produce gaps in the readiness of forward-deployed forces, contractor will identify and propose mitigation strategies and develop solutions for meeting mission requirements.
Contractor shall conduct analysis in the areas of capability development. Contractor shall identify and analyze capability gaps created by programmatic changes, assess technologies, processes, and infrastructure solution sets to fill identified gaps. Contractor shall assist in the development of executive level documentation to establish programming processes and convey analytical assessments.
4. TASKS
The contractor will support the Director, Deputy Director, Branch Heads, and Analysts as a program consultant to these personnel in a broad range of activity described below. The contractor shall:
4.1 Executive Consultation
Provide Executive Strategy Consulting. Provide Flag/SES level consulting services on Navy PPBE. As tasked, the contractor shall assist in the development of programming and resourcing Courses of Action (COA); impact of resourcing decisions across the Navy; and interact with external stakeholders such as resource sponsors and Budget Submitting Offices. The aforementioned shall be documented in decision or information briefs as required by N80 or N80B.
The contractor shall assist in the coordination and development of PPBE-related projects to aid analysts in providing a Program Objective Memorandum for Navy programs. These projects include:
balancing options and analysis to OPNAV directed offsets drills throughout the PPBE cycle;
CNO/SECNAV assigned actions/interest items; Fleet actions/interest items; and executive correspondence as required by N80 leadership. The contractor shall identify all projects and briefs worked in the monthly report to the COR.
4.1.1 Force Structure Analysis
Provide analysis of current force structure and assistance to N80 leadership in meetings to identify challenges in developing force structure requirements across the entire life cycle of Naval programs, to include manpower, readiness, logistics, and training organizational requirements. Contractor shall identify all projects and briefs worked in the monthly report to the COR.
4.1.2 Strategic Communications
Provide Strategic and Internal Communications Consultation. Assist in the development of N80 executive level presentations that articulate N80’s strategic vision. Consult with N80 in production of CNO/SECNAV assigned actions/interest items, Fleet actions/interest items, and executive correspondence as required by N80 leadership.
4.1.2.1 Contractor shall review the current N80 external engagement strategy and strategic communications plan that enables the Director and Deputy to influence outcomes in support of Programming strategic goals and objectives. Contractor shall produce a one-time report recommending corrections to weaknesses in the strategy no later than 180 days after contract award.
4.1.2.2 Assist in the development of N80 executive level presentations that articulate N80’s strategic vision and roadmap to the OPNAV staff, Fleet Staffs, and other commands and directorates as required as tasked. These strategic communications products will consist of the POM completion and distribution, CNO presentation inputs, and briefs related to various PPBE issues. Contractor shall identify all projects and briefs worked in the monthly report to the COR.
4.2 Warfighting Readiness Analysis and Assessment
Based on PPBE analysis listed above Contractor shall coach N80 or N80B to define the linkage between warfighting readiness and lack of funding constraints to attain readiness.
4.2.1 Risk Analysis
As tasked, contractor shall assist N80 analysts in evaluating risks across the range of military operations and make recommendations to reduce the potential impact to warfighting capabilities, identifying tactical, maintenance, and contingency measures to prevent or respond to system, human, hardware, and software failures, or threat vulnerabilities based on funding in the POM. These analyses will result in Program Budget Information System (PBIS) Issues, White Papers, Information or Decision briefs. Contractor shall identify contributions to projects in monthly report to the COR beginning 30 days after contract award.
4.2.2 Strategic Resourcing and Process Analysis
As tasked, contractor shall provide an analysis of current N80 internal processes that support programming objectives in Program Objective Memorandum Fiscal Year 2021 (POM-21) final balancing, POM-22, and in future POM PPBE cycles 30 days after contract award. As tasked, contractor will assist in creating products to support the N80 programming objectives include but are not limited to assistance in developing milestones and objectives and development of balancing options prior to POM submission.
Contractor shall identify contributions to briefs in the monthly report to the COR beginning 30 days after contract award.

5.2 Period of Performance
The period of performance for this requirement is the date of award through one year plus two option years.
5.3 Place of Performance
The primary place of performance will be at the Contractor’s facility with some required travel to the Pentagon:

Note that the Pentagon working hours are between the times of 0730 and 1700.
5.4 Level of Effort (For Estimating Purposes Only).
The total number of hours of direct labor (excluding holiday, sick leave, vacation and other excused absence hours) estimated to be expended in execution of this PWS is SEE TABLE BELOW.

5.5 Minimum Qualifications
Personnel assigned to or utilized by the Contractor in the performance of this contract shall, as a minimum, meet the experience, educational, and other background requirements set forth below and shall be fully capable of performing in an efficient, reliable, and professional manner. If the offeror does not identify the labor category listed below by the same specific title, then a cross-reference list shall be provided in the offeror's proposal identifying the difference.
In general, personnel assigned to complete the requirements herein shall have the following experience:
Executive Senior Program Consultant:
Person with an expert level of understanding, evidenced by executive level experience in DoD/DoN. Experience in consulting for large, diverse organizations in various areas of business. Expert in leading change, leading people, business acumen, building coalitions, and being results driven to include implementation. Proven senior experience with requirements, programming, manpower, strategies, policies, and processes. Experience interfacing with executive levels in the Joint Staff, and executive levels of the Office of the Secretary of Defense is a requirement.
The following are listed as minimal qualifications:
o 20 or more years’ experience in the DoD/DoN Financial Management, contracts, and PPBE o 5 or more years’ consulting for large organizations.
o Bachelor’s Degree or higher in any field.
o Ability to obtain and maintain a Secret security clearance.
5.6 Government Furnished Equipment/Property/Information
Contractor will furnish a computer and appropriate workspace to accomplish required tasks.
Occasionally, the contractor may be authorized to use a Government computer to obtain data and information necessary to perform the required tasks herein. A permanent workspace will not be provided for the contractor’s use.
5.7 Security Requirements
These tasks require access to the Pentagon and to secure spaces within the Pentagon. All personnel will require a minimum of a Secret clearance. The highest security clearance required of this contract is Secret. See attached DD254 – DoD Contract Security Classification Specification.
The Government will arrange for Public Key Infrastructure (PKI) certificates for Contractors who operate Government owned/leased computers in OPNAV N8 office spaces at the Pentagon. Access to NMCI through non-Government owned/leased computers is the responsibility of the Contractor. The Contractor is required to arrange and fund PKI certificates for access to NMCI through other than Government owned/leased computers.
All contractor personnel requiring access to government work spaces and facilities will require government issued identification badges. The contractor shall work with the Contracting Officer’s Representative (COR) identified for this effort to coordinate the paperwork for these badges.
All personnel are required to display their badges above the waist at all times. Security provisions shall include protecting Privacy Act Data & Limited Access data.
Contractor personnel shall abide by all OPNAV rules, procedures, and standards of conduct.
When the period of performance is complete and or contractor personnel leave work on this project, they will have 5 days to terminate their network user account and to return all access cards and identification badges to the COR. Personnel assigned to handle classified material shall hold a clearance equal to or higher than that of the information. Procedures set forth in the National Industrial Security Program Operating Manual shall be followed when handling classified material. Classified information must be safeguarded according to its classification in GSA approved safes provided by N80. All personnel shall ensure that positive control is maintained in order to prevent unauthorized disclosure of classified information while in transit within as well as outside the command.
5.8 Confidentially
This project and all materials provided to the Contractor by the Government and results, conclusions and recommendations obtained thereof should be considered confidential in nature and treated with the same level of care that the Contractor treats its own confidential business information.
The information shall not be disclosed, copied, modified, used (except in the completion of this project) or otherwise disseminated to any other person or entity at any time to include, but not limited to inclusion in any database external to the Government without the Government’s express consent.
No data provided to, or developed by, the contractor shall be used for any purpose other than this contract. All information, (data files including software source code and hard copy), become the property of the government and the contractor shall return them to the Deputy Director, N8 at the completion of the contract.
5.9 Travel
Travel is not required for this contract.
6. DELIVERABLES
Deliverables shall be prepared according to instructions as identified in the Contract Data Requirements List (CDRL) DD Form 1423 (attached).

6.2 Deliverable Detail
All deliverables shall be submitted under official company letterhead signed by designated company representative. The cover letter shall be addressed to the customer’s Technical Assistant unless otherwise directed. The cover letter shall include as a minimum, the title of the applicable deliverable, date performed, and the appropriate contract number to which the deliverable applies.
6.2.1 Conduct kick-off meeting and generate a Plan of Action and Milestones (POA&M) and Quality Control Plan. The contractor is responsible for the quality of all work performed. The contractor measures that quality through the contractor’s own Quality Control (QC) program. QC is work output, not workers, and therefore includes all work performed under this contract regardless of whether the work is performed by contractor employees or by subcontractors. The contractor’s QC program will set forth the staffing and procedures for self-inspecting the quality, timeliness, responsiveness, customer satisfaction, and other performance requirements in the
PWS.
The government representative(s) will monitor performance and review performance reports furnished by the contractor to determine how the contractor is performing against communicated performance objectives.
6.2.2 Monthly Status Reports. The contractor shall provide monthly status reports to include accomplishments, support provided, and identification of significant problems encountered or delays in meeting deliverable schedules. The contractor shall provide monthly reports on the implementation status of the individual tasks listed herein. It is important that they are submitted in a timely manner NLT last calendar day of the month and address the main task areas listed within this PWS. Reports shall include accomplishments, support provided, and identification of significant problems encountered or delays in meeting deliverable schedules. In addition to reporting the technical status of the individual tasks, a financial report comparing the actual expenditures against the amount budgeted for each task is also required. If the actual expenditures exceed the budgeted amount, the discrepancy should be explained and the contractor's plan for remaining under the ceiling of the contract should be provided.
6.2.3 Focused Warfighting and Readiness Analysis. As tasked, Contractor shall review elements of warfighting or readiness and provide written recommendation to correct funding in the POM.
6.2.4 Engagement Strategy and Strategic Communications Review. Contractor shall review N80/N80B’s engagement strategy and Strategic Communications strategy. Contractor shall provide a report on weaknesses and recommended corrections.
6.2.5 Wrap-up presentation to N80 and/or N80B. Contractor shall provide a wrap up presentation highlighting accomplishments to N80 senior leadership.

7.1 Determining Performance
Government shall use the monitoring methods cited to determine whether the performance standards/service levels/Acceptable Quality Levels (AQLs) have been met. If the contractor has not met the minimum requirements, it will be asked to develop a corrective action plan to show how and by what date it intends to bring performance up to the required levels.
7.2 Reporting
At the end of each month, the COR will summarize the overall results of the quality assurance surveillance of the contractor’s performance. This written report will include the contractor’s submitted monthly report.

9. ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION
(ECMRA)
The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for OPNAV N80 via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30.
