IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND/OR DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS: The statutory authority which permits not providing each awardee a fair opportunity to be considered for each order exceeding $3,000 issued under a multiple aware contract is 10 U.S.C.2304c, as implemented by FAR 16.505(b)(2).
The proposed requirement is to acquire Dell R940 & R640 Servers. JS J6 has, as one of its missions, to establish a Persistent Cyber Training Environment (PCTE) to support current and future projects. C5AD requires these rack mounted servers to be used to support the C5AD PCTE cyber project network. This will require a major expansion of their fixed servers. The new servers must consist of both two (2) socket and four (4) socket scalable servers. The two socket servers will be used for managing storage and running smaller applications which are on the network. The four (4) socket servers are required because of their processing power which is required to support the virtual infrastructure of the PCTE network.
The large scalable nature of these servers means that the virtual load can be spread across the server to create a more stable, faster, and secure virtual PCTE network. These servers will be used for running and managing the possessor load created by network infrastructure applications. C5AD server infrastructure currently consists of Dell R940s and Dell R640s that were purchased previously purchased to satisfy the servers’ infrastructure needs and replace outdated equipment. The new servers must be completely compatible with the existing infrastructure. Because of the proprietary nature of the Dell PowerEdge servers’ other manufacturer's servers (which are also proprietary) are not totally compatible with each other. Therefore, mixing manufacturer's servers would degrade network performance reducing the overall support to the C5AD customers.
Thus, Dell equipment is essential to the Government’s requirements and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet or cannot be modified to meet, the agency’s needs. This requirement will be awarded to Dell or an authorized reseller of Dell products to guarantee complete network infrastructure compatibility.
5. DETERMINATION OF THE BEST VALUE: A determination of fair and reasonableness of price will be based on price analysis by the Procuring Contracting Officer of the contractor’s offer and/or a comparison of previous pricing history, published price list of same or similar items, or any other reasonable bases, in accordance with FAR 15.404-1(b).
6.
DESCRIPTION OF MARKET RESEARCH: The requiring activity has conducted a market survey for the requirement. It has been determined that the product required under this procurement is commercial software, which must be compatible with the existing infrastructure. The requiring activity certifies that the requirement can be met by a commercial item and provides the attached supporting documentation. Market research has identified that manufacturers like Hewlett Packard Enterprise (HPE), and Lenovo offer comparable servers in their own/exclusive environments. These environments would have compatibility problems when interchanged in the same environment. These switches are not completely compatible with the proprietary Dell servers and would severely degrade network performance. The Dell PowerEdge series servers have been found to be capable of satisfying the requirement for this upgrade and also to provide for additional project requirements. They will be completely compatible and will not degrade the network function or performance. Market Research had concluded that this requirement will be awarded to Dell or one of its authorized resellers.
7.
ANY OTHER SUPPORTING FACTS: This procurement uses the NASA SEWP contracting vehicle and will be solicited and awarded in accordance with FAR Subpart 16.5.
8.
ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION: All future requirements will be handled on a case-by-case basis.
9.
CONTRACTING POINT OF CONTACT: The point of contact at NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office is William Stevenson, Code 290.2H, commercial (215) 697-9731 or by email at william.p.stevenson@navy.mil.
