This procurement is for on-site security system support located at National Defense University/ Joint

Forces Staff College (NDU-JFSC) 7800 Hampton Blvd Norfolk, VA. The NDU-JFSC physical security infrastructure operates on the Lenel OnGuard Access Control/Intrusion Detection System for all entrance/egress and monitoring of its classified training facilities. LENEL OnGuard

Access Control/Intrusion Detection System (IDS) has been part of the security system architecture for the past 15 years. All software and hardware utilized by LENEL OnGuard are integrated and sustained to provide this organization with access control, alarm and video monitoring 24/7 along with fire notification thus meeting DoD requirements for information security, protection of classified material, personnel, property security and antiterrorism force protection security (ATFP). Lenel is a proprietary system and only authorized and certified Valued Added Reseller (VAR) can perform upgrades and/or maintenance to the system components and equipment.

NDU-JFSC’s access control security and video monitoring system is an analog (hard wired) based infrastructure. As such, the current system while an operationally and functional security infrastructure it is antiquated and not current with the more standard IP based physical security infrastructure. The introduction of a new system, other than Lenel, would present issues resulting in higher cost to the government and possible delays to mission success due to compatibility/interoperability among varying systems. Currently10 percent of the system within the facility is backed up by an emergency power source because of inadequate electrical power grid. Accreditation of classified spaces require intrusion detection equipment that must be able to change power sources (acceptable sources include generator, UPS or a combination of both) without causing an alarm indication, furthermore uninterruptible backup power is required by alternate power sources (minimum of 8-hrs for collateral material/spaces; 24-hrs for a designated Sensitive Compartmented Information Facility (SCIF)). The IDS control panels do not supply power to any devices other than its own modules, thus additional service and technical support from contractor is required to bring the facility Lenel system back online after electrical power failure/disruption(s). Therefore, the Contractor must agree to service and maintain all existing equipment/hardware previously installed. Previous hardware/equipment installed, but not all inclusive, include: access control readers, balance magnetic switches, request to exit devices, motion detectors, video cameras and recorders. Any VAR Contractor maintenance, service, and or update solution must accept servicing responsibility for the existing system infrastructure and equipment currently installed at this organization in buildings SC-1, SC-4, & SC-401.

Contractor must be qualified to perform necessary hardware installation and software application functions pertaining to Lenel OnGuard Enterprise solution installation requirements for connectivity within National Defense University-Joint Forces Staff College (NDU-JFSC)

Infrastructure. Technicians must also be trained and possess current LENEL certifications to perform any new installation/upgrade (if required), as well as to maintain/repair the system after system acceptance.

In order to meet and maintain DoD physical security regulations and directives, Lenel software licenses and service system support is essential in supporting NDU-JFSC physical security program. Market research, historical data, and previous services conducted by other companies indicates other companies’ solutions, or services are costly due to significant system modification and or lack the ability to service

NDU-JFSC current infrastructure, as they do not have the required technical expertise to meet NDU-

JFSC’s needs. This requirement needs to be awarded to Lenel or an authorized VAR of Lenel United

Technologies products who will accept NDU-JFSC’S current physical security infrastructure and can meet the required response time.

The requiring agency has determined that commercial services are available that fulfill agency needs.

The contracting agency has determined that there are authorized federal reseller that can fulfill the requirement via Navy Electronic Commerce Online (NECO).

6. Other information to support a limited source buy: This procurement uses NECO and will be solicited and awarded in accordance with FAR Part13. All future requirements will be handled on a case-by-case basis.
