PERFORMANCE WORK STATEMENT

This Performance Work Statement (PWS) establishes the requirements for a maximum of 24 Defensive Unit (DU) Reserve Component (RC) personnel to attend a military tactics course of instruction for DU Full Mission Profile (FMP) Capstone Training specializing in both small arms and crew serve weapons employment, air asset/ HLZ employment, land navigation, patrol operations, basic executive protection, urban operations, combat operations center (COC) proficiency, and convoy security element (CSE) operations in support of PHIBCB TWO Defense Unit antiterrorism/force protection operations. The contract shall cover one course of instruction for a maximum of 24 students each from 09 – 18 January 2019.

The vendor shall provide training ranges, instructors, and medical support to provide training for a minimum of 16 and a maximum of 24 DU RC personnel. Vendor shall please provide a per-student price. All students are graduates of the DU Tactical Combat Skills Course and DU Advanced HMMWV CSE/CSW Course. The contractor shall be required to work closely with designated PHIBCB TWO Training Department members in the scheduling of training ranges and instruction defined herein.

2.1 TRAINING RANGES AND INSTRUCTION

The training ranges and instruction Support the following skill sets over 10 continuous days. The skill sets provided are to be arranged according to a training plan provided by the vendor and verified by the PHIBCB TWO POC that optimizes retention and efficiency (FTX scenarios described will be adjusted in support of this objective):

a. Provide Advanced Small Arms Refresher Training – Practical Exercise – live fire (1 day)

- Provide Firearms Instructors

- Provide pyro and non-pyro training simulators

- Provide Pistol/Rifle flat range, automated, and covered ranges

- Provide training flash grenades

- M9 Service Pistol

- M4 Service Rifle

- Competition/ team building shooting drills

- Bounding Immediate Action Drills (IAD’s) with lateral peel

- Vehicle Bailouts

- Conduct Navy M9 and M4 Weapons Qualification (PHIBCB2 SAMI provided to conduct)

b. Provide Basic Executive Protection (NBG TWO Commodore/ PHIBCB TWO Commanding Officer) Training – Practical Exercise (4 days)

- Provide Instructors

- Provide training vehicles

- Provide training area

- Provide pyro and non-pyro training simulators

- Provide training flash grenades

- Provide urban training areas

- Provide Role Players

- Provide Paintball Equipment

c. Provide Urban Movement, Close Quarters Battle (CQB) Training – Practical Exercise with role players (1 days)

- Provide Instructors

- Provide training vehicles

- Provide pyro and non-pyro training simulators

- Provide training flash grenades

- Provide urban training areas

- Provide 8 Role Players for one full day

- Provide Paintball Equipment

- Refresher instruction on 5-man tactical urban movement

- Refresher instruction on 4-man entry, two room deep clearance

- Refresher instruction on hallway clearance/ dual point

- Instruction on prisoner handling

- Instruction on red zone clearance

- Instruction on large team full building clearance with Marshalling Area Control Officer (MACO)

d. Provide Patrol Operations, Air Asset Employment (helicopter) and Combat Operations Center (COC)/ Tactical Operations Center (TOC) Communications Training – Practical Exercise (2 day)

- Provide Instructors

- Provide training vehicles

- Provide HLZ training/ISR/medivac/re-supply

- Provide pyro and non-pyro training simulators

- Provide training flash grenades

- Provide rural training areas

- Provide 8 Role Players for one full day

- Provide Paintball Equipment

- Paintball (small arms)

- Provide Danger Crossing refresher

- Provide IAD refresher and Center Peel Instruction

- Provide Land Navigation refresher training

- Provide reporting formats and radio communications practical training pertinent to COC reporting (PHIBCB TWO will provide raw data for laminated end product, radio equipment, and radio instruction)

- Full Rural Mission Profile FTX with role players and pyro; Scenario: Patrols navigate to conduct remote construction site survey; communicate and coordinate with air support and Mobile Combat Operations Center (COC)/ Quick Reaction Force (QRF).

e. Provide Convoy Security Element (CSE) Operations and Air Asset Employment – Practical Exercise (1 day)

- Provide Instructors

- Provide training vehicles

- Provide pyro and non-pyro training simulators

- Provide training flash grenades

- Provide off-road (obstacle course), urban, and rural training areas

- Provide 8 Role Players for one full day

- Provide Paintball Equipment

- Paintball (small arms) and blank fire (crew served)

- HMMWV with CSW blank fire (PHIBCB TWO provided)

- Full CSE Mission Profile FTX with role players and pyro; Scenario: CSE escorts VIP vehicle(s) (executive protection) to multiple remote urban construction site surveys; communicate and coordinate with air support and Mobile Combat Operations Center (COC)/ Quick Reaction Force (QRF).

f. Provide Urban Operations – Practical Exercise (1 day)

- Provide Instructors

- Provide training vehicles

- Provide pyro and non-pyro training simulators

- Provide training flash grenades

- Provide urban training areas

- Provide 8 Role Players for one half day (AM)

- Provide Paintball Equipment

- Full Urban Mission Profile FTX with role players and pyro; Scenario: Active shooters in camp, extract VIP (executive protection), systematically clear all spaces and document; provide detailed report to COC.

2.2 AGENCY TO PROVIDE TRAINING SUPPORT

The vendor will provide and/or coordinate the delivery of all training ranges. PHIBCB TWO POC will be the focal point for coordination of training support and resolution of issues surrounding the training.

3. REQUIREMENTS SUMMARY

a. Provide marksmanship instructors and ranges in support of the following combat marksmanship training at distances from 25 yards to 300 yards for 1 day of instruction:

- Pistol/Rifle Flat Range

- Covered Range

- Pyro and non-pyro training simulators

- Training flash grenades

- PHIBCB TWO will provide weapons and ammunition

b. Provide combat skills instructors and ranges in support of basic executive protection, advanced urban movement, and CQB instruction and equipment for 5 days of instruction:

- Urban Training Area (MOUT)

- CQB indoor ranges

- Shoot/no-shoot targets

- Prisoner handling equipment

- Role players

- Training vehicles

- Pyro and non-pyro training simulators

- Training flash grenades

- Paintball (Force on Force Training)

- PHIBCB TWO will provide TCCC training supplies

- PHIBCB TWO will provide paintball protective gear

c. Provide combat skills instructors and ranges in COC/TOC procedures, patrol movement, CSE operations, urban operations, and air asset training, instruction, and equipment for 4 days of instruction:

- Rural ranges

- Off-road ranges

- Urban Training Area (MOUT)

- CQB indoor ranges

- Role players

- Training vehicles

- Land navigation laminated training maps, protractors, map pens

- FTX scenarios (3 days)

- Pyro and non-pyro training simulators

- Training flash grenades

- Paintball (Force on Force Training)

- PHIBCB TWO will provide paintball protective gear

- PHIBCB TWO will provide weapons and ammunition

- PHIBCB TWO will provide COC/TOC and communication equipment

- PHIBCB TWO will provide HMMWV’s and Crew Served Weapons (CSW), blank fire

4. ADDITIONAL REQUIREMENTS:

Contracted training ranges must also meet and provide the following:

a. Steel Reactive Targets (SRT) shall meet certified Brinnel hardness rating of 400 to 550. Steel with an abrasion resistant coating coupled with meeting the Brinnel hardness rating is preferred.

b. Qualified EMT on site to provide medical coverage during all training evolutions.

c. Paper targets for all training evolutions/scenarios including shoot/no-shoot

d. Provide paint and brush for SRT maintenance.

e. Brass pick-up and disposal.

f. Provide climate controlled classroom.

g. Provide covered range.

h. Provide ammunition/explosive storage area.

i. Provide covered area with tables for personnel to load ammunition magazines and perform weapons maintenance.

j. Provide Paintball (Force on Force) equipment and ammunition.

h. Provide 4 cases of training flash grenades for entire course.

Contracted facility must also meet and provide the following:

a. Provide weapons cleaning station with dip tank.

b. Provide ranges, classrooms, berthing, and messing facilities within 3 miles of each other.

c. Provide on-site lodging (berthing arrangements) for students (up to 24) during course of instruction. Lodging willbe two-person semi-private rooms.
d. Provide on-site lodging (berthing arrangements) for support personnel (2) during course of instruction. Lodgingwill be two person semi-private rooms.

e. Provide three meals a day (messing arrangements) for students (up to 24).

f. Provide three meals a day (messing arrangements) for support personnel (2).

g Provide storage facilities for all equipment, including the provision of an ammunition/explosive storage area.

h. Provide a full service three meal a day dining facility for the students and support personnel.

i. Provide certificate upon completion entitled PHIBCB TWO DU Full Mission Profile (FMP) Capstone Training.

j. Provide certified Navy Small Arms Marksmanship Instructors (SAMI) or the equivalent for all live fire evolutions.

k. Meet a geographical proximity of 50 miles from PHIBCB TWO located at 1815 Seebee Drive, Virginia Beach, VA 23459 to accommodate necessary land transit logistics to and from training site.

4.1 If any of the supplies do not conform to the Government’s requirements, the government may require the contractor to provide the supplies again in conformity with contract requirements, at no increase in contract amount. When the defects in services cannot be corrected by re-performance, the Government may:

1. Require the contractor to take necessary action to ensure that future performance conforms to contract requirements; and

2. Reduce the contract price to reflect the reduced value of the services performed.

5. GOVERNMENT-FURNISHED PROPERTY

No government-furnished property required for this task.

6. GENERAL INFORMATION

6.1 Contract Management: The PHIBCB TWO POC is responsible for technical management of this program.

The Procuring Contracting Officer (PCO) is the only person authorized to approve changes under this PWS; and, notwithstanding provisions elsewhere, said authority remains solely with the PCO. In the event the vendor affects any such change at the direction of any person other than the PCO, that change will be considered as unauthorized.

The PHIBCB TWO POC will serve as the contracting officer’s Point of Contact (POC).

6.2 Emergency Action Plan: The vendor shall comply with the Navy’s Emergency Action Plan. This PWS assumes that all personnel are qualified to implement any emergency action plan for the safe conduct of training and classroom evacuation. Onsite medical support must be in compliance with OPNAVINST 3591.1F.

6.3 Mishap: If a mishap involving services under this contract results in an injury, the contractor shall promptly report the incident to the PHIBCB TWO POC, the Contract Manager and PCO. If the Navy conducts an investigation of the accident, the contractor shall cooperate and assist Government personnel until the investigation is complete. Contractors shall include a clause in subcontracts, if any, under this contract to require subcontractor cooperation and assistance in accident investigations. Contractors shall allow authorized Government representatives access to the contractor’s facilities, personnel and safety program documentation.

6.4 Contractor Responsibility for Safety: Nothing in the PWS, nor any Government action or failure to act in surveillance of this contract, shall relieve the contractor of its responsibility for the safety of the contractor’s personnel and property, the Government’s personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

6.5 PHIBCB TWO will provide all weapons and ammunition for weapons proficiency training to the training site; PHIBCB TWO shall be solely responsible for removing all weapons and unused ammunition from the training site. Contractor is not permitted to take weapons and unused ammunition off-site from the training site. The contractor shall furnish everything else required to perform this PWS as outline in paragraph 3.0, 4.0 and 4.1 above.

7. RANGES

7.1 During the contract period of performance, if the contractor proposes to close, remove, replace or perform maintenance on a training range contractor must provide a suitable substitute training range as requested by the designated PHIBCB TWO POC.

8. PERIOD OF PERFORMANCE

8.1 The contract shall cover the course of instruction for a minimum of 16 and a maximum of 24 DU students total from 09 – 18 January 2019.Vendor shall please provide a per-student price.

9. SECURITY

No security classification required for this task.

10. DISTRIBUTION LIMITATION STATEMENT

Data generated under this task shall carry the following Distribution Limitation Statement and Handling caveats.
