JUSTIFICATION AND APPROVAL (J&A)
FOR OTHER THAN FULL AND OPEN COMPETITION
(SOLE SOURCE)
1. Identification of Agency and Contracting Activity
Requiring Activity: Naval Computer and Telecommunications Area Master Station
Atlantic
9625 Moffett Ave
Norfolk, VA 23511-2784
Contracting Activity: Naval Supply Systems Command Fleet Logistics Center Norfolk
Contracting Department, Code 200
1968 Gilbert Street, Suite 600
Norfolk, VA 23511-3392
Requisition Number: N7027218RC9C913
2. Description of the Action Being Approved.
In accordance with FAR 19.1406; this requirement will be procured as Sole Source under
Service-Disabled Veteran-Owned Business (SDVOSB) Set-Aside to Ironclad Technology
Services, LLC. This is a new requirement to obtain annual web based billing analysis subscription support designed to support various aspects of NCTAMSLANT’s Financial
Management (FM) Base Communications Billing Office.
3. Description of Supplies/Services.
NCTAMSLANT Financial Management Department, BCO Billing Division, requires subscription support in the area of Enhanced Billing Data Analysis and Reporting in order to improve reimbursable customer funding recapture rates, track expenditure rates, maximize buying power, provide on-time command service usage reports, and sustain auditable financial conditions. This is a new proposed acquisition to purchase an annual subscription to PLAN-IT which is a web-based billing analysis product with associated web-based product training and helpdesk technical services that will allow NCTAMSLANT FM Department to continue to meet the Department of Defense (DOD) and Department of the Navy (DON) Financial Improvement
Source Selection Information – See FAR 2.101 and 3.104 2 and Audit Readiness (FIAR) requirements, as well as those internal requirements as outlined in
COMNAVIDFOR M-2066.1.
The mission of NCTAMSLANT Financial Management Department BCO Billing Division is to provide day-to-day management, administration, operations, maintenance and reporting of the existing Base C2 communications services, whether leased or government-owned. Additionally, in accordance with COMNAVIDFOR M-2066.1, the BCO requires reimbursement from non-mission customers for incremental communication services, including tolls, Centrex, Local
Exchange Carrier (LEC) and other unique customer services. All requirements and subsequent expenses requiring reimbursement must be specifically identified to a segment unique to that customer’s line of accounting (LOA) and associated funding document and task order. The current application being used to perform BCO billing is an Access database to upload, consolidate and extract vendor data on a monthly billing basis. This has proven to be cumbersome, fraught with data conflicts and undersized for the mass of data that is being processed on a monthly basis. In addition, the current delivery process is manual (one email per customer). Due to the vast amount of data, our monthly billing is now bottlenecked and generating late billing reports with as much as 6 to 9-month lag from date of invoice to final delivery.
In order to adhere to DoD mandates, the NCTAMSLANT BCO Billing Division requires an annual subscription to a web-based product, associated web-based product training and helpdesk technical services to assist with the aggregation and analysis of billing, financial, and supply chain information currently contained in a defunct system that does not have the capability to effectively and efficiently merge all necessary and pertinent agency and vendor data sources into one single source.
IronClad Technology Services, LLC, a SDVOSB, is the manufacturer and operator of PLAN –IT software. PLAN-IT is a software tool that provides a web-based platform to conduct data aggregation, analysis, and reporting. It is provided as software-as-a-service under an annual subscription and is hosted in a DFAR 252.204-7012, Safeguarding of Covered Defense
Information and Cyber Incident Reporting, compliant environment.
PLAN-IT provides a SQL compliant database to aggregate data from disparate data sources and a configurable business intelligence software platform that users interact with via their web browser. Data will be compiled from different data sources by means of government management and oversight; of which Ironclad will import the data into the database and configure PLAN-IT for both agency and customer use.
As illustrated in the table below, the proposed contract will contain a (12) twelve-month base period with (4) four one-year option periods. The period of performance will begin on, or about, 01 September 2018 to 31 August 2023 if all options are exercised.
Source Selection Information – See FAR 2.101 and 3.104 3
Base Year 01 August 2018 – 31 July 2019
Option Year 1 01 August 2019 – 31 July 2020
Option Year 2 01 August 2020 – 31 July 2021
Option Year 3 01 August 2021 – 31 July 2022
Option Year 4 01 August 2022 – 31 July 2023
The Independent Government Estimate (IGE) for this requirement, inclusive of a 3% escalation rate is approximately $XXXXXK for a base with options inclusive of four option years. The IGE was based on market research conducted by the customer, and the Producer Price Index (PPI) industry data for software publishers.
The base period for this requirement will be funded with FY18 Operations & Maintenance Navy (O&MN) funds. These funds are currently available. Options will be funded with the appropriate FY O&MN funds.
