Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.

AU-WCL is unique in that its purpose is to focus on Central and South American human rights issues. Additionally, much of the adjunct faculty is from Central and South America and all of the required courses are taught in Spanish. The ability to utilize the Spanish courses opens attendance for students without fluency in English and increases the probability of success in improving the Human Rights conditions within Mexico. The program at AU-WCL HRA is focused for practicing attorneys and will significantly increase the human rights conditions within the country. A waiver to utilize Foreign Military Financing (FMF) to fund the specific training at AU-WCL has been reviewed and approved by the U.S. State Department.

U.S. Northern Command determined the American University, Washington College of Law to be the only reasonably available source capable of providing the needed Human Rights training for Mexico.

The requested material or service represents the minimum requirements of the government.
