STATEMENT OF WORK

Stockdale Center for Ethical Leadership Farsi Island Incident Virtual Experience Immersive Learning Simulation For Ethical Decision Making Education and Training

1.0 BACKGROUND

Midshipmen and the Stockdale Center for Ethical Leadership faculty have determined that the currently used Critical thinking and Ethical Decision Making interactive movie simulations for Midshipmen (Virtual Experience Immersive Learning Simulation hereafter referred to as 'VEILS®') make a lasting positive impact on those who use them. In the spring of 2017, it was decided that the positive impact would be even more powerful, and create deeper learning, if it could be supplemented with an additional real life operational scenario. For over 11 years, VEILS® depicting judgment and leadership challenges both on base and ashore have been used to great success. In 2015, the Center began using a simulation called "Course Corrections" to expose Midshipmen to additional operational scenarios based on actual events to better prepare them for dealing with issues they might face as junior officers in the fleet.

The current requirement began to take shape in the Spring of 2016 when Iran seized a US Riverine Combat Boat crew commanded by a recent USNA graduate. This case, the "Farsi Island Incident (“FII") provides an ideal basis for a sustained examination of the command, legal, ethical and leadership failures that led to the Farsi Island Incident. Presently the examination of the FII is piecemeal and in the formative stages.

The Center was asked by USNA LEAD and Character Development Senior Leadership to craft a VEILS® interactive movie as an in-depth case study of the FII to facilitate further development of the curricula.

Following the 2017 Service Academy Ethics Competition, which dealt with the same incident, it was confirmed by Stockdale Center leaders that Midshipmen would benefit from a VEILS® on the Farsi Island incident.

The new VEILS® will not only complement the highly-successful currently used collection of Critical Thinking and Ethical Decision Making for Midshipmen VEILS®, it will also increase the positive impact and create deeper learning by providing an additional real-life scenario based on an actual event involving a young LT graduated from USNA. The new FII VEILS® will be an integrated and ongoing component of the Leadership Ethics and Law Curricula over the four years of leadership, ethics and law classes; and as an interactive facilitated Character Capstone Seminar interactive case study for first class midshipmen prior to their first fleet assignments.

2.0 REQUIREMENTS

2.1. The Contractor shall conduct research that includes, but is not limited to, literature reviews, focus group sessions, and interviews with Subject Matter Experts, Stockdale Center for Ethical Leadership stakeholders and others.

2.2. The Contractor shall write and deliver for Stockdale Center editing and approval a Program Content Recommendations (PCR) report that specifies the learning objectives (WHAT needs to be taught) required in an FII VEILS® that will help instill and cultivate critical thinking skills, sound judgment, and ethical decision making processes in US Naval Academy Midshipmen. The Contractor shall write and deliver for Stockdale Center editing and approval a Character and Plot Summaries (CPS) report along with the PCR report that describes the interactive movie characters and storylines required to satisfy the learning objectives (HOW the WHAT will be taught in the FII VEILS®).

2.3. The Contractor shall write and deliver for Stockdale Center editing and approval the interactive movie scripts for the Critical Thinking and Ethical Decision Making for Midshipmen VEILS® that incorporate all Stockdale Center additions, deletions and corrections to the PCR report and CPS report. The scripts shall be of a quality that is consistent with current Stockdale Center VEILS® and shall use the same process that has been shown in independent evaluation studies to not only increase individual's knowledge, but to also positively influence their real life attitudes and performance.

2.4. Using the Stockdale Center approved interactive movie scripts; the Contractor then shall develop and deliver for Stockdale Center review and acceptance the final Critical Thinking and Ethical Decision Making for Midshipmen VEILS®. This service requires that the Contractor complete all necessary pre-production, production and post-production steps required for the successful development and delivery of a highly engaging interactive movie based virtual experience simulation.

2.5. The Contractor shall warrant the final Farsi Island Incident VEILS® for one year after final delivery and debug any programming errors that may be identified during that time at no additional cost.

3.0 DELIVERABLES

3.1. Project Task 1 - Attend and Report on Post Award Meeting. Within ten (10) calendar days after contract award (ACA), the contractor shall participate in a post award project Kick Off Meeting (KOM) to discuss and clarify, and modify if needed, Government requirements and expectations, and contractor needs from the Government, if any. Within five (5) calendar days after the KOM, the contractor shall submit minutes of the KOM, to include an updated Milestone Schedule for Government review and approval.

3.2. Project Task 2 - Conduct Research. Within thirty (30) calendar days ACA, the contractor shall complete Research that includes literature searches, interviews with Stockdale Center ethical decision making subject matter experts, focus group meetings with target audience members, and interviews with other stakeholders as may be required/requested by the Government.

3.3. Project Task 3 - Develop and Deliver Learning Objectives and Simulation Design No later than forty-five (45) calendar days ACA the contractor shall prepare and deliver for Government review and comment a Program Content Recommendations I Character and Plot Summaries (PCR/CPS) report. The PCR/CPS report shall specify exactly WHAT learning objectives are to be covered in the Ethical Decision Making simulation and delineate exactly HOW the simulation playable character storylines will be designed and structured to address those learning objectives. The PCR/CPS report shall also explain how the FII VEILS® will insure coverage of the learning objectives in a way that is highly engaging to Midshipmen.

Project Task 4 - Write and Deliver Simulation Scripts No later than seventy-five (75) calendar days ACA the contractor shall incorporate Government review comments from the Task 3 PCR/CPS report, and shall prepare and deliver for Government review and comment draft Virtual Experience Immersive Learning Simulation Scripts. The draft scripts shall include all simulation program navigation pathways and dialog for all playable characters and the simulation draft voice over narration.

Project Task 5 - Deliver Draft Virtual Experience Immersive Learning Simulation No later than 120 calendar days ACA the contractor shall incorporate Government review comments from the Task 4 Draft Simulation Scripts, and shall prepare and deliver for Government review and comment a draft version of the simulation that includes each of the playable character interactive movie(s) with all decision points and outcomes.

Project Task 6 - Deliver Final Draft Virtual Experience Immersive Learning Simulation No later than 150 calendar days ACA the contractor shall incorporate Government review comments from the Task 5 Draft Simulation Review, and shall prepare and deliver the final simulation.
