STATEMENT OF WORK
1. Introduction: This requirement is for the delivery of Fetch Robotics hardware and software engineering integration and implementation training in support of Radio Frequency Identification (RFID)/Automatic Identification Technology (AIT) efforts to comply with Department of Defense (DoD) and Navy’s RFID/AIT policy and meet end user requirements. Training will be presented as hands-on utilizing the Fetch Robotics hardware at the Naval Supply Systems Command N65 Norfolk office for staff personnel.
2. Background: AIT is a suite of technologies that enable the automatic capture of source data, thereby enhancing the ability to identify, track, document and control deploying and redeploying forces, equipment, personnel and sustainment cargo.
The AIT Program Office is chartered to guide Navy AIT development, implementation, and life-cycle support. This includes, but is not limited to, efforts to expand the Navy’s capability for research and development, focused testing, Independent Verification and Validation (IV&V), training, technology demonstration and rapid-implementation of necessary AIT capability. The Program Manager of the Navy AIT Program Office is responsible for ensuring that data and information are generated as required to make knowledge based decisions in regard to the execution of Navy AIT implementations across Navy Commands.
The Naval Supply Systems Command (NAVSUP) is an Office of the Chief of Naval Operations (OPNAV) sponsored Navy-wide AIT Program Office supporting Navy Echelon II/III unfunded/emergent AIT requirements. OPNAV has directed NAVSUP to support all Navy Programs in need of RFID Technology solutions, technical refresh support, and training to improve asset visibility and management by improving Supply Chain functions mandated by DoD RFID policy.
3. Scope: The objective of this SOW is to obtain on-site training for the Fetch Robotics hardware, software and integration for demonstration and implementation of the technology for the NAVSUP N65 Norfolk Office Staff and Government Contractors to provide the means to capture Asset Visibility, management and tracking training services.
The contractor will ensure NAVSUP government and contracted personnel have the knowledge of system integration, installation, and training with hardware including the Fetch Robotics hardware and software.
4. Requirements: The contractor will provide on-site training to management and associated workers to include system deployment, setup, maintenance and operation.
The contractor will assist the Government Technical Assistant with coordinating on-site training prior to training start date. To establish availability of the Government personnel, the actual demonstration and training day(s)/dates will be coordinated and agreed upon between the Technical coordinator and the contractor.
The contractor will coordinate and actively participate in the execution of the training, which includes the logistics of determining and development of the required training material, preparing for and leading all training sessions.

8. Travel: It is anticipated the contractor will travel from San Jose, CA to Norfolk, VA. and Mechanicsburg, PA. Travel must be in accordance with FAR 31.205-46 of the Federal Travel Regulation (FTR) and Volume 2 Appendix A of the Joint Travel Regulation (JTR) for the outlying United States.
9. Government Furnished Property and Information: The Government will provide electrical power to be pre-arranged at the warehouse demonstration site. The antennas will be powered with wall power or USB through government provided laptops. For difficult mounting situations (higher than a ladder) additional support will be required for installation.
Demonstrations will provide an initial setup of the solution, including working with NAVSUP personnel to connect the robot to the network. After this training, all personnel will be fully capable of modifying and customizing most aspects of the solution. An initial facility map will be made during onsite support as part of the setup and training.
A basic safety facility checkup and training will be performed during the onsite support session. Once the robots have been deployed and configured, an initial set of tasks and workflow will be created to be used as a starting point to run the proposed solution. Fetch Robotics will provide remote support once the solution has been deployed.
The following FAR/DFAR clause is included in this SOW as part of the requirements:

10. Period of Performance: Three (3) consecutive on-site training days at the Norfolk location and (3) consecutive on-site training days at Mechanicsburg location. Final training dates will be coordinated and agreed upon between the Technical coordinator and the contractor after delivery of the robots. The government’s preference is to have the training conducted and completed as soon as possible after the robot delivery.
Original Equipment Manager (OEM) software licenses support from delivery/acceptance of software licenses for 12 months.
11. Qualifications/Experience: Fetch Robotics is the Original Equipment Manufacturer of this new technology hardware and are a new company with a new-to-the-world technology that they manufacture.
The robots are not manufactured by any other Company. The model numbers for their products are registered with the FCC and new, not available from any other source. Since they are the only source for understanding this new technology, there are limited staff engineers that can provide technical support for pilot demonstration or implementation of their product. Fetch Robotics invented the system and components. The system is brand new-to-the-market robot with best-in-class hardware design. They have developed the TagSurveyor robot which seamlessly integrates a long-range, high speed RFID reader and antennas with the Freight100 robot base to provide an autonomous solution for inventory counts and inventory location tracking. The three RFID interrogators provide full single pass coverage and 82 degrees of vertical coverage to support reading tags on higher shelves. 12. Security Requirements: The contractor shall provide a Visitor’s Access Request (VAR) on company letter head to obtain access to the Government Installation.

Non-Disclosure Agreement: The Business Sensitive Information Non-Disclosure Agreement is required for this order. Refer to DFARS 252.204-7000, Disclosure of Information, and DFARS 252.204-7003, Control of Government Personnel Work Product.
Section 508 Compliance: Section 508 of the Rehabilitation Act requires Federal agencies to make their electronic and information technology accessible to people with disabilities. This applies to all Federal agencies when they develop, procure, maintain, or use electronic and information technology.
All electronic and information technology (EIT) procured through this task order must meet the applicable accessibility standards specified in 36 CFR 1194.2, unless an agency exception to this requirement exists. Any agency exceptions applicable to this task order are listed below.
The standards define Electronic and Information Technology, in part, as “any equipment or interconnected system or subsystem of equipment that is used in the creation, conversion, or duplication of data or information.” The standards define the type of technology covered and set forth provisions that establish a minimum level of accessibility. The application section of the standards (1194.2) outlines the scope and coverage of the standards.
The standards cover the full range of electronic and information technologies in the Federal sector, including those used for communication, duplication, computing, storage, presentation, control transport and production. This includes computers, software, networks, peripherals and other types of electronic office equipment.
Privacy Act: During performance of this order, the contractor may have access to Privacy Act data. Should this occur, the contractor shall safeguard all privacy information, and ensure this data is accessed and maintained in accordance with applicable laws and regulations. If access occurs, FAR 52.224-1 and 52.224-2 apply.

52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (JUN 2016)
(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.

(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

FELONY CONVICTION UNDER ANY FEDERAL LAW (FEB 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or

(a) The order resulting from this solicitation will be a Firm-Fixed Price purchase order. Award will be made on the basis of technically acceptable, fair and reaonable basis .
This Request for Quote (RFQ) is issued on an unrestricted basis in accordance with the policy and procedures outlined in FAR 13.1, Procedures.
This requirement is for Tagsurveryor robots, Fetchcore software license, and onsite support setup.
(b) The following factors shall be used to evaluate offers.
(1) Price
(a) The quoter's price will be evaluated on the basis of price reasonableness. Price analysis will be used to determine the evaluated price to support the selection of the technically acceptable, fair and reasonable vendor. The evaluation may include, but is not limited to, the price analysis techniques listed at FAR 15.404-1(b)(2)
(2) Technical Acceptability is as shown below
(a) The vendor shall quote ALL itmes to be eligible for award.
(b) If vendor is not the OEM for the equipment listed, the vendor must provide a written authorization letter that it is an authorized delaer for the OEM.

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.
(a) Definitions. As used in this provision--
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. “Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;

“Sensitive technology”—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
