Statement Of Work Apparel Consulting and Fit Services Navy Clothing and Textile Research Facility
1.0 INTRODUCTION
1.1 NCTRF's focus is to test fabrics for fire and heat resistance, water immersion and buoyancy, heat and cold stress, ballistic protection, and uniform design and development. Through the Navy Uniform Certification Program, customers can be assured that uniform items meet or exceed Navy standards. NCTRF's technical teams conduct wear/fit tests, determine appropriate sizing systems for uniforms, assist store and Recruit Training Center personnel in fit and tailoring techniques, and support a continuous quality assurance program.
2.0 BACKGROUND
2.1 Over the course of the past several years, a number of focus groups, surveys and fit sessions were conducted to determine the desires of the USN Female population regarding the fit and design of their uniforms. These events included the following:
· Women’s Fleet Wide Survey (2011)
· Fit Test of Commercial Slacks (2013)
· Beltless Slack/Straight Skirt Development (2014)
· Service Dress White (Choker) Uniform Wear Test (2015-2016)
Feedback and observations from these sessions consistently concludes that Sailors are dissatisfied with the fit of Navy female uniforms.
2.1 In order to address the fit concerns related to the USN uniforms, it was necessary to define the body sizes of today’s USN population. The most current USN body size data is from the late 80’s and body sizes have changed. In 2011-2012, The US Army conducted a full blown anthropometric (ANSUR II) study of their population. From October 2014 – June 2015, the Navy conducted a sizing correlation study to determine if the USN population’s body sizes correlated with the US Army body sizes defined in the ANSUR II Study. The results concluded that correlation does exist. This allows the Navy to utilize the extensive US Army body dimension database (ANSUR II) to update the male and female patterns to adjust existing sizes to accommodate today’s Sailor.
3.0 OBJECTIVE
3.1 Utilizing the results of the USN sizing correlation study and with the garment industry expertise of apparel consultants, the overall goal of this initiative is to revise and improve the fit, standardize the sizing, and efficiently evaluate the size matrix/tariff of USN female uniforms to accommodate today’s population. The government-owned anthropometrical data will be provided by NCTRF to the prospective vendor. NCTRF is responsible for the end analysis/acceptance of the work, and all resultant data/intellectual information will be maintained by NCTRF after contract is completed.
4.0 APPROACH
4.1 The overall goal of the Long Term approach is to revise the fit and design of US Navy uniforms to accommodate today’s population by incorporating the results of the USN sizing correlation study. This will be achieved via a phased implementation plan (see PROJECT PHASES) and supplementary classes to standardize uniform development (see DEVELOPMENT SERIES).
4.2 The Female uniform items to be addressed:

4.3 The anthropometrical data provided is considered Government Furnished Information and is owned by the Government. NCTRF will release the data to the vendor (if awarded), and will maintain the results of the efforts outlined in the SOW.
4.4 NCTRF shall be responsible for the analysis, verification of data and conclusions, and acceptance of work resulting from this contract.
5.0 PROJECT PHASES AND CORRESPONDING DELIVERABLES:
5.1 PHASE 1: Fit Standard Core Body Development and Optimized Size System Recommendation
5.1.1 SCOPE:
5.1.1.2 Evaluate the current sizing standards and size system matrix for potential improvements and optimization to address current fit feedback, minimize alterations, and eliminate excessive SKU’s in the retail outlets while optimizing the fit choices for Navy women.
5.1.1.3 Utilize the manually collected women’s body size data from the Anthropometric Correlation Study. The government will release the data to the vendor (if awarded the contract). Make recommendations for the optimum approach to maximize sizing coverage with a minimal amount of SKU’s that would provide the best fit for the USN women’s population.
5.1.2 PHASE 1 DELIVERABLES:
5.1.2.1 Target Population Charts, highlighting the relevant body data for key measurements and shape characteristics (Height, Inseam, Bust, Waist, Hip)
5.1.2.2 Recommendation for 2 body classifications (shapes) to streamline and maximize fit coverage while reducing SKU’s
5.1.2.3 Virtual body screen shots for the optimum 2 recommended body classifications (shapes) to visualize for size, shape, stature, proportion and posture that will be used to create the physical fit form in Phase 2
5.1.2.4 Recommendation for 2 optimal size charts with key body growth intervals for (Height, Inseam, Bust, Waist, Hip)
5.1.2.8 Recommendation for stature conversion guidelines for tall and petite sizing
5.1.2.9 Recommendations for concept of fit including ease over body, waist placement for slack and end use functionality considerations
5.1.2.10 Provide expert observations, conclusions, and recommendations
5.1.2.11 In person presentation of project results
5.2 PHASE 2: Physical Body Form Development
5.2.1 The creation of a custom fit forms according to anthropometric (ANSUR II) study.
5.3 PHASE 3: Body Growth Charts and Garment Grade Rule Guidelines
5.3.1 SCOPE:
5.3.1.1 Expert observations, conclusions, and recommendations
5.3.1.2 Apparel consultant is requested to develop Garment Grade Guidelines to optimally represent NCTRF Women’s demographic in shape and measurement, across the full range of sizes offered in the category.
5.3.1.3 Full Body Growth Charts will be developed to ensure an understanding of how the body grows and includes 30 points of measure (See Exhibit A)
5.3.1.4 From the detailed Body Growth Chart, Garment Grade Guidelines, at the fit essential points of measurement, will be developed to optimize fit at all sizes. (see Exhibit B)
5.3.1.5 The Body Growth chart(s) will be developed based from the NCTRF Women’s approved core size virtual bodies/form and size charts, which identify the body growth intervals at the key points of measurement (Height, Inseam, Bust, Waist, Hip)
5.3.2 PHASE 3 DELIVERABLES:
5.3.2.1 The Body Growth chart(s) will be developed based from the NCTRF Women’s approved core size virtual bodies/form and size charts, which identify the body growth intervals at the key points of measurement (Height, Inseam, Bust, Waist, Hip)
5.3.2.2 Final report will include Detailed Body Growth Charts
5.3.2.3 In order to visually demonstrate the shape evolution of the body, as a result of the decrease and increase in size, two virtual bodies are included. Each virtual body is two alpha sizes from the core size, on either side. For example: based on a core size M, the jump size virtual body screen shots would be sizes XS and XL
5.3.2.3.1 Overlays and side by side comparisons with the core size body to illustrate the growth progression and shape distribution among the 3 different sizes.
5.3.2.4 Final report will include apparel consultant observations, conclusions and recommendations for Garment Grade Guidelines for the fit essential points of measurement
5.3.2.5 Additional deliverables include:
5.3.2.5.1 Garment Grade visual examples of the grade methodology for Tops and Bottoms, illustrating the recommended grade distribution at the key measurement points

5.4 Phase 4: Block Development
5.4.1 SCOPE:
5.4.1.1 Upon completion of the Data Analysis, Core Body Fit Form Development, 3 blocks will be developed by the apparel consultant for each fit category (2):
- Shirt
- Slack
- Skirt
5.4.1.2 Navy team will be involved in the Block Development process. Apparel consultant’s Garment Block patterns and block garment samples will be delivered in person and include 1 day of training.
5.4.1.3 Graded Block patterns are provided in digital form.
5.4.1.4 One-day presentation /training session, at the Navy office, includes the following:
· A review of the Blocks development methodology and technical components.
· Review each of the developed Blocks.
a. Example of a physical sample for each block reviewed on the Form.
b. Review of each core size pattern and supporting specification information.

5.5 Phase 5: Key Style Creation Using Block Patterns
5.5.1 SCOPE
5.5.1.1 Key style creation from block pattern facilitation and assessment between apparel consultant, Navy team and nominated vendor. Using the new blocks, current uniform “style” options are created for approval including Trouser, Skirt, Blouse and Overblouse.
5.5.1.2 Apparel consultant would work with the Navy team, as needed, to create the uniform from the block with all style attributes and features:
5.5.1.2.1 Vendor would submit two (2) identical Master Size samples of each style and iteration
5.5.1.2.2 Video conference evaluation will be conducted.
5.5.1.3 Uniform styles will be iterated until approved. Size run creation will begin after master size styles are approved.
5.6 Phase 6: Consumer Feedback Field Test Study/Survey
Conduct comprehensive validation and testing of the recommended new styles/fit/grading.
5.6.1 Upon approval of the core size uniform styles, the Navy will request full graded size sets in the regular height range for all four (4) styles in both Shapes in one (1) trouser and one (1) shirt in both Petite and Tall range.
5.6.2 Validation/Fit Testing will be conducted in Norfolk, VA at one base (TBD) over a one-week period to evaluate size sets of recommended fits.
5.6.3 Apparel consultant will work with the Navy team to create a quick tap survey to be used in the validation exercise to capture relevant information and feedback of the current versus the new size/fit offer.
5.6.3.1 The on-site survey will be supervised by apparel consultants.
5.6.3.2 The Navy will provide additional survey takers from the textile/clothing team number (TBD).
5.6.3.3 Apparel consultant will create the training materials for the validation exercise and shall deliver them via video conference.
5.6.3.4 Survey subjects will be scheduled by the Navy.
5.6.3.5 Logistic details and set-up will be provided by the Navy.
5.6.3.6 Apparel consultant will deliver a summary of findings and survey results by video conference two (2) weeks after the survey event.
5.7 Phase 7: Development Series
Training courses or “modules” developed and taught by the apparel consultant.
5.7.1 The consultant applies current market insight and provides professional practices for the garment developmental process and standardization of blocks, patterns and fit. Classes will be designed to align NCTRF cross-functional teams on key concepts, components, tools and processes needed to improve efficiency and speed to market. To achieve the above results, the modules are outlined in EXHIBIT C.

6.4 Method of Payment
Payment for this contract shall be made via DFAS Electronics Funds Transfer (EFT) utilizing the Wide Area Work Flow (WAWF) System. The contractor is required to register and setup an account in the WAWF System in order to receive payment. The Government reserves the right to change this payment method through other means only by a contract modification if necessary.
6.5 Vendor Qualifications
6.5.1 Vendor shall perform all work internally for greater results control and standards. Historically, outsourcing and/or subcontracting any of the phases resulted in discrepancies and skewed data causing further corrections. All vendor personnel assigned to the resultant contract shall NOT be out-sourced or subcontracted. This specific qualification cannot be waived.
6.5.2 Vendor shall have experience providing size range optimization to leading commercial apparel companies.
6.5.3 Vendor personnel assigned to resultant contract specializes in analytics, anthropometry, garment grading, garment blocks and patterns, avatar creation and garment production.
6.5.4 Lead team members shall have a minimum experience of 15 years of industry experience.
6.5.5 Vendor shall have the ability to interpret USN female ANSUR II data.
6.5.6 Vendor shall have the ability to correlate ANSUR II data with commercial data (including both scanned and manual data).
6.5.7 Vendor shall be able to analyze and recommend best fits for female uniforms, implement and standardize uniform sizing and grading.
6.5.8 Vendor shall have the ability to provide the creation of technical dress forms that reflect the median-size USN female body. The mannequin shall have options, such as detachable arms, legs, head, hands, maternity belly, collapsible shoulders and hips.
6.5.9 Vendor shall have the ability to develop graded garment blocks and conduct fit evaluations.
6.5.10 Vendor shall be able to create consumer surveys and conduct analysis of the consumer surveys.
6.5.11 Vendor shall have the ability to work in tandem with NCTRF and the prototype team to develop USN graded patterns, and provide hands on training on efficient methods of using, storing and filing data.
7.0 ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA)
7.1 The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Naval Submarine Base New London Groton, CT via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs).
7.2 The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;
(5) S, Utilities ONLY;
(6) V, Freight and Shipping ONLY.
7.3 The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.
7.4 Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.
8.0 SECURITY
8.1 Contractor personnel shall comply with all local base/installation security procedures required to gain access to US Government facilities. All contractor equipment, personnel and vehicles are subject to inspection and search by US government security officials (or designated representatives) upon entry to any government owned and/or operated installations and facilities. The Government reserves the right to visit and inspect, the Contractor’s assets/facilities used in support of this requirement.
8.2 Base vehicle passes are required for all contractor employees privately owned vehicles requiring access to Government facilities for the performance of this contract. The methodology for obtaining varies from one installation to another, therefore; the Contractor will coordinate with the Government Technical Point of Contact (GTPOC) or COR to gain access to the base facilities to complete the work assigned under this contract.
8.3 Transition to the Defense Biometric Identification System (DBIDS)
8.3.1 On 17 April 2017, the Navy commenced a transition from the Navy Commercial Access Control System (NCACS) to DBIDS credentialing for contractors, vendors, and suppliers requiring access to Navy Installations in the continental United States, Hawaii, and Guam. This transition is required to comply with various Department of Defense security and base access policies.
8.3.2 NCACS users may visit the local Navy Installation Visitor Control Center to obtain a DBIDS credential. There are no fees incurred by the contractor, vendor, or supplier to obtain a DBIDS credential.
8.3.3 NCACS credentials issued after 17 April 2017 will no longer be accepted without an accompanying DBIDS credential for Navy Installation access. Additional details may be found at the Commander, Navy Installation Command website at https://www.cnic.navy.mil/om/dbids.html .

AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER
(a) Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicate with Contractor personnel during the performance of this contract shall constitute a change under the "Changes" clause of this contract.
(b) The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract.
(c) The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof. 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).

52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (JUN 2016)
(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

52.209-11 REPRESENTATION BY CORPORATIONS REGARDING DELINQUENT TAX LIABILITY OR A
FELONY CONVICTION UNDER ANY FEDERAL LAW (FEB 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
(b) The Offeror represents that--

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JAN 2017)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the solicitation. (1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained for a fee by submitting a request to--GSA Federal Supply Service Specifications Section, Suite 8100, 470 East L'Enfant Plaza, SW, Washington, DC 20407, Telephone (202) 619-8925, Facsimile (202) 619-8978.

(Applies to all offers exceeding $3,500, and offers of $3,500 or less if the solicitation requires the Contractor to be registered in the System for Award Management (SAM) database.) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ``Unique Entity Identifier'' followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.
(k) System for Award Management. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov.
(l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:
(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.
(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.
(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award;
(5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.
(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.
