ETS-Lindgren SMART™ 800 Reverberation Test Cell Upgrade and Training Statement of Work

1.0 INTRODUCTION

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) has a requirement to procure turnkey solution to include equipment, software and onsite integration and training services to upgrade the existing ETS-Lindgren SMART™ 800 Reverberation Test Cell to provide radiated susceptibility testing capabilities.

2.0 APPLICABLE DOCUMENTS

2.1 Original Equipment Manufacturer (OEM) Specifications

3.0REQUIREMENTS
3.1Test Cell Upgrade

The Contractor shall provide the hardware and software to enhance the capabilities of the current Test Cell equipment. The equipment must provide the capability to generate electric fields of at least 200 volts per meter in the test volume over the range of frequencies from 1 to 18 gigahertz. The equipment must also control the integrated ETS-Lindgren SMART™ 800 Reverberation Test Cell paddles, or tuners. The new hardware and software shall integrate with the existing system and provide the capability to perform pre-compliant radiated immunity testing in accordance with TRCA DO-160 G, MIL-STD-461F and IEC 61000-4-21 test standards. The Contractor shall coordinate with the Technical Point of Contact (TPOC) identified in Section 6 to schedule the upgrade during the period of performance of the contract.

3.2 Training

The Contractor shall provide hands-on training for the upgraded equipment. The Contractor shall coordinate with the Technical Point of Contact (TPOC) identified below to schedule the courses during the period of performance of the contract.

4.0 TRAVEL

The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the FAR 31.205-46, “Travel Costs,” and the Federal Travel Regulation (FTR). The following travel is anticipated in support of paragraph 3.1: One (1) technician for 1 day to Dahlgren, Virginia. The following travel is anticipated in support of paragraphs 3.2.1 and 3.2.2: One (1) instructor to Dahlgren, Virginia for 3 days.

5.0 GOVERNMENT FURNISHED INFORMATION/EQUIPMENT/FACILITIES (GFI/GFE/GFF)

The Government will provide access to the existing ETS-Lindgren SMART™ 800 Reverberation Test Cell for the integration and training. The Contractor shall demonstrate the capabilities of the system, correct operation, and maintenance of the new hardware and software.
