The Government's minimum needs have been verified by the certifying technical and requirements personnel.

NCH 53.6-2

The estimated cost of the proposed contract action is Fiscal Year 2019 Service Cost Center reimbursable funds will be used for this procurement.

4. Statutory Authority Permitting Other Than Full and Open Competition

The procedures in FAR subpart 13.5 were used in accordance with 41 U.S.C. 1901.

5. Rationale Justifying Use of Cited Statutory Authority

The NSWCDD performs vibration testing on weapons components, ordnance and electronic equipment using a vibration system that operate in a single-axis. Recreation of a shipboard vibration environment generally requires testing in three-axes which is traditionally performed one-axis at a time. The multi-axis capability of the TEAM system will allow simultaneous vibration in three-axes instead. The multi-axis vibration reduces the test time by 2/3 and provides a higher fidelity test compared to the traditional single-axis vibration test. The vibration testing conducted by is governed by a variety of Navy and DoD standards and the multi-axis vibration testing conducted by Code requires a system with a minimum 500 Hz bandwidth. This is a sole source procurement because of the required equipment performance, commonality with existing government owned systems and infrastructure compatibility requirements. Only the TEAM corporation can supply a commercial, off the shelf multi-axis vibration system with a 500 Hz bandwidth. The operational bandwidth of the multi-axis equipment from other manufactures is limited to about 50 Hz which does not meet the performance requirement. currently operates single-axis shock and vibration equipment supplied by the TEAM Corporation. The new multi-axis equipment must be compatible with the existing system to ensure reliable, usable data results and integration with current infrastructure. The purchase of any other brand of system, would require the purchase of additional new tooling, accessories and replacement parts that we already have on hand to fit the TEAM machines due to interoperability requirements.

Additionally, the workforce has developed written and approved operations and maintenance procedures for the existing TEAM single-axis shock and vibration equipment. These procedures are directly applicable to the TEAM multi-axis system. A vibration system from another manufacturer if even possible would require retraining of the workforce and creation of a second set of operations and maintenance procedures. In addition to no other

source in the market place, replacing existing equipment, accessories/attachments and purchasing these new items, and completely retraining personnel would result in a duplication of costs in excess of . This duplication of cost is not likely to be recovered through full and open competition.

Additionally, the lead time to procure and design a new system and train personnel would delay current schedule testing in excess of 18 months, causing default of multiple program milestones. TEAM Corporation is the original equipment manufacturer (OEM) of this proprietary system with no authorized resellers available, therefore, proprietary data limits competition.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

Market research was conducted and NSWCDD subject matter experts reviewed equipment operated by other Navy and DOD vibration facilities and found no other system that could operate at the required 500Hz band. Additional market research through contacting the OEM has verified that TEAM Corporation has no authorized resellers or distributors for the required systems.

The proposed contract was synopsized on the Federal Business Opportunities (FEDBIZOPPS) website on 28 January 2019 and only TEAM Corporation expressed interest in this requirement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than TEAM Corporation. to provide the required equipment.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, Dahlgren Contract Department has no plans at this time to compete future contracts for the type of equipment covered by this document. If another potential source emerges, Dahlgren Contract Department will assess whether competition for future requirements is feasible.
