STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), has a requirement for the design, delivery, setup, installation, and training of one (1) 3-Meter Anechoic Chamber that meets the government’s specifications for testing requirements.
2.0 APPLICABLE DOCUMENTS
2.1 Institute of Electrical and Electronic Engineers (IEEE) 299, Standard Method for Measuring the Effectiveness of Electromagnetic Shielding Enclosures;
2.2 MIL-STD-220A, Method of Insertion Loss Measurements for Radio Frequency Filters;
2.3 Underwriters Laboratories (UL) 1283, Standard for Safety-Electromagnetic Interference Filters;
2.4 International Special Committee on Radio Interference (CISPR) Limits and Methods of Measurement of Radio Interference Characteristics Publications (specifically CISPR 11, 14, 16, 22, 25; EN55011, EN55022, EN50147-2);
2.5 International Electro-technical Commission (IEC) Publication EN6 1000-4-3:
Electromagnetic Compatibility (EMC) Part 4: Testing and Measurement Techniques, Section 3:
Radiated, Radio Frequency, Electromagnetic Field Immunity Test;

3.0 REQUIREMENTS
3.1 The contractor shall design, deliver, and install quantity one (1) free standing Pan Style 12-foot by 24-foot by 12-foot 3 Meter Anechoic Chamber that meets the following specifications:
3.1.1 Compact 3-meter chamber capable of testing from 30 MHz-18 GHz;
3.1.2 Site Attenuation within +/- 6 dB @ 30 MHz to 200 MHz;
3.1.3 Site Attenuation Within +/- 4 dB @ 200 MHz to 18 GHz;
3.1.4 Range Length: 3-Meters;
3.1.5 Both horizontal and vertical polarization test capable;
3.1.6 TX Antenna & Height: Broadband @ 1.0, 1.5 & 2 Meters;
3.1.7 RX Antenna & Height: Broadband @ 1 to 3.3 Meters;
3.1.8 Test Volume: 1-meter Diameter x 2-meter High;
3.1.9 Field Uniformity: 6 dB uniformity over 70% of test points at each step frequency;
3.1.10 Test Grid Size: Transmitting antenna will be fixed at 1.55 meters over the absorber covered ground plane;
3.1.11 Test Field Power (Leveled): 5 v/m;
3.1.12 Quiet Zone Size: 0.60-meter diameter sphere;
3.1.13 The Quiet Zone Performance defined. The chamber will be tested per the method of Voltage Standing Wave Ratio (VSWR);
3.1.14 LED lighting with filtered power lines;
3.1.15 Power line filter specifications are based on amperage, voltage and number of lines required. Filters are U.L. Listed and provide a minimum insertion loss of -100 dB from 100 kHz to 10 GHz when measured in accordance with MIL-STD-220A load conditions;
3.1.16 Waveguide beyond cutoff for pipe penetrations;
3.1.17 Multi-connector radio frequency (RF) shielded brass connector panel for type N, SMA, BNC;
3.1.18 Fiber optic waveguide feedthrough for communication lines;
3.1.19 PPF45 type absorber fire proof and self-extinguishing or equivalent;
3.1.20 HSN-1 ferrite tile panels or equivalent.
3.2 The contractor shall install Semi-automatic 4-foot x 8-foot RF shielded door;
3.3 The contractor shall install Ferrite panels with screws on all six (6) of the interior surfaces of the shielded chamber;
3.4 The contractor shall provide mechanical mounting of RF absorber;
3.5 The contractor shall provide an Aluminum access ramp;
3.6 The contractor shall install a Fiber glass walkway in the interior of the chamber;
3.7 The contractor shall install an Isolated RF connector/Interface Panel;
3.8 The contractor shall provide interior light-emitting diode (LED) lighting and isolated power source, cables and sub-assemblies;
3.9 The contractor shall deliver and install one (1) 2-axis positioner for antenna device under test (DUT) that meets the following specifications:
3.9.1 2-axis floor mount antenna measurement system;
3.9.2 Positioner shall have levelling system with range meter;
3.9.3 Shall have better than 0.1 Deg. Resolution;
3.9.4 Meet antenna DUT mount weight < 20 lbs; and
3.9.5 Low loss RF interface cables.
3.10 The contractor shall submit drawings (CDRL A001).
3.11 The contractor shall provide Third Party Testing to include the following:
3.11.1 CISPR16 Free Space NSA 30 MHz to 1 GHz;
3.11.2 VSWR IEEE-STD-149-1979 1-18 GHz;
3.11.3 Shielding Effectiveness IEEE-STD-299;
3.11.4 The contractor shall provide test data (CDRL A002).
3.12 The contractor shall provide qualified personnel to provide installation, set-up, calibration and training on the installed systems.
3.13 The contractor shall coordinate with the technical point of contact identified below to complete all work under this SOW.
3.14 The contractor shall provide all standard warranties for the equipment noted.
4.0 DATA DELIVERABLES
4.1 The contractor shall provide drawings IAW CDRL A001; and
4.2 The contractor shall provide test data IAW CDRL A002.
5.0 TRAVEL
The Contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the TPOC identified below. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated in performance of this contract: Three (3) personnel to the NSWCDD located in Dahlgren, Virginia, for 18 days during the period of performance.
6.0 GOVERNMENT FURNISHED EQUIPMENT/INFORMATION
The government will provide access to the high bay, Room 117A, in Building 1480, located at the NSWCDD in Dahlgren, VA to complete the work under this SOW.
7.0 SECURITY
All work under this contract will be unclassified.

(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2018)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.

(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(a) Definitions. As used in this provision --
“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except--
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
“Sensitive technology”--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
