JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department
2. Description of the Action Being Approved
Award of a firm fixed priced contract on a sole source basis for critical equipment for the Test Environment Engineering Branch (V41), manufactured by Advanced Simulation Technology, Inc.
(ASTi).
3. Description of Supplies/Services
Advanced Simulation Technology, Inc. (ASTi) will provide the following required hardware:

The Government's minimum needs have been verified by the certifying technical and requirements personnel.
The estimated cost of the proposed contract action is $801,335.00, Fiscal Year 2018 Other Procurement, Navy, funding will be utilized for this procurement.

5. Rationale Justifying Use of Cited Statutory Authority
The Combined Integrated Air & Missile Defense Antisubmarine Warfare Trainer (CIAT) Version 1.4 is being developed by Naval Systems Warfare Center Dahlgren Division (NSWCDD) within the CIAT Engineering Development Model (EDM) to provide improved capabilities for the CIAT Version 1 systems fielded at the Naval Base San Diego, Naval Station Norfolk and AEGIS Training and Readiness Center. These Training Systems provide US Navy Sailors with high fidelity training as part of the Advanced Warfare Training (AWT) Phase II. The CIAT program requires parts for development and replacement parts for an audio communication system representative of the shipboard voice communication system. In order to maintain compatibility with the existing system the requested parts must be compatible in all aspects (form, fit and function) for existing equipment currently installed. The additional hardware items are a subset of equipment being procured by the NSWCDD in order to meet CIAT V1.3 and V1.4 Initial Operational Capability (IOC) and Ready for Training (RFT) dates set forth by the CIAT program sponsor (NAVSEAPMS-339). Without this additional Hardware, the required improvements in CIAT performance and capabilities will result in training shortfalls for the AEGIS Fleet during AWT Phase II and degrade overall Fleet Readiness.
The Audio and Voice Communications Subsystem is a critical part of the Combined IAMD and ASW Trainer (CIAT). It provides simulated tactical communication between both shipboard watch standers and instructors as well as sonar and ship weapons audio effects, helping to provide a realistic training environment.
ASTi has provided the critical hardware and software for this system since the beginning of the project. Based on input from NSWCDD Subject Matter Experts, utilizing another manufacturer's products would require a complete redesign of the existing system that would result in unbudgeted duplication of costs, estimated at $2,000,000 and cause unacceptable delays, estimated at six (6) months to current program schedules. Failure to procure will result in the degradation of combat systems and Fleet readiness.
These additional costs could not be recovered through full and open competition.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Market research conducted included the following: 1) Contacting knowledgeable individuals in government and industry regarding market capabilities to meet requirements; 2) Reviewing the results of recent market research undertaken to meet similar or identical requirements; 3) Querying government data bases that provide information relevant to agency acquisitions; 4) Participating in interactive, on-line communication among industry, acquisition personnel, and customers; 5) Obtaining source lists of similar items from other contracting activities or agencies, trade associations and other sources; and 6) Reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers or available on-line.
As a result of the above market research and the review of the manufacturer’s compatibility and system specifications, it was revealed that these products would be the only solution compatible with the production suite. Market research revealed that Advanced Simulation Technology, Inc. is the original equipment manufacturer of the requested hardware, with no authorized resellers available.
The proposed contract was synopsized on the Federal Business Opportunities (FedBizOpps) website. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Advanced Simulation Technology, Inc.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
The NSWCDD Code V41 will continue to monitor the market to identify additional sources as they become available should another requirement emerge in the future. If another potential source emerges, the Dahlgren Contract Department will assess whether competition for future requirements is feasible.
