STATEMENT OF WORK

1.0 BACKGROUND

The Naval Sea Systems Command (NAVSEA)/Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Warfare Systems Department is tasked with the development and qualification of the Aegis MK6 MOD1 Thin Client Display (TCD). During the scheduled testing, NSWCDD A31 will conduct Environmental Qualification tests for the AEGIS MK6 MOD1 project in conjunction with the contractor. The contractor shall provide support for 6 pre-test preparation days including offloading, setting up and instrumentation; execution of the Environmental Qualification Tests, including any required test cables, fixtures, and software; and, at the conclusion of the testing a Formal Test Report including the raw data. NSWCDD A31 will provide a quantity of up to 3 TCDs as Government Furnished Equipment (GFE) to the contractor for use during testing.

The TCD dimensions are 14.78”H x 19”W x 3.42”D. The TCD will weigh approximately 24 pounds andruns on 115 VAC 60 Hz, Type 1 single phase power.

3.0 REQUIREMENTS

The contractor shall support NSWCDD with the testing of AEGIS MK6 MOD1 MCE equipment. Contractor support services are categorized into three types: “preparation”, “test”, and “post-test”.

3.1 During the preparation phase, the contractor shall:

3.1.1 Provide test procedures for review by the government,

3.1.2 Support receiving, placement and instrumentation as

applicable of equipment under test (EUT) into the test setup,

3.1.3 Provide power, cooling water (as applicable), required

cabling, required test fixtures and EUT mounts, and labor support, NOTE: Preparation activities are expected to take six days.

3.2 During the test phase, the contractor shall conduct the

following tests to support design qualification of the AEGIS MK6 MOD1 TCDs.

3.2.1 During the test phase, the contractor shall do the

following in the event of a failure:

3.2.1.1 Record the failure data to quantify the failure.

3.2.1.2 Contact the government to determine impact of the

failure and if it is acceptable.

3.3 During the test phase, the contractor shall:

3.3.1 Conduct Power qualification tests IAW MIL-STD-1399 , Section 300B, 115 VAC 60Hz, Type I Single Phase ungrounded power, specifically the following tests:

3.3.1.1 Voltage & Frequency tolerance,

3.3.1.2 Voltage & Frequency transient tolerance & recovery,

3.3.1.3 Voltage spike test,

3.3.1.4 Emergency condition test,

3.3.1.5 Grounding test,

3.3.1.6 User equipment power profile,

3.3.1.7 Current Waveform Test,

3.3.1.8 Voltage & Frequency modulation test,

3.3.1.9 Simulated human body leakage current tests for

personnel safety,

3.3.1.10 Equipment insulation resistance, NOTE: Test activities are expected to take one week.

3.3.2 Conduct Structureborne Vibratory Acceleration

qualification tests IAW MIL-STD-740-2, Type III.

NOTE: Test activities are expected to take two days.

3.3.3 Conduct Airborne Noise qualification tests IAW MIL-STD- 1474E, Grade A-12.

NOTE: Test activities are expected to take two days.

3.3.4 Conduct Electromagnetic Interference (EMI) qualification test, specifically the following tests:

3.3.4.1 Bonding IAW MIL-STD-461F, paragraph 4.3.5.1 for DC,

3.3.4.2 CE102 IAW MIL-STD-461F Figure CE102-1 (+6dB for

115VAC) for the frequencies of 10 kHz – 10 MHz,

3.3.4.3 CS101 IAW MIL-STD-461F Figure CS101-1 for the

frequencies of 30 kHz – 150 kHz,

3.3.4.4 CS114 IAW MIL-STD-461F for 10 kHz – 200 MHz @ Curve

3.3.5 Conduct Environmental Testing IAW MIL-STD-810G, specifically the following tests:

3.4 Upon conclusion of test, post-test, the contractor shall:

3.4.1 Remove the EUT from test setup,

3.4.2 Support return of EUT,

3.4.3 Complete data deliverable.

NOTE: Post-test activities are expected to take two days.

3.5 The contractor shall perform all necessary pre-test and

post-test tasks to succesfully conduct tests.

*The contractor shall not perform any services outside of the initial pretest, test, and post-test activities identified. If any retesting is identified after completion of the initial tests, the contractor shall wait for the Contracting Officer to provide approval and subsequent contract modification prior to completing the additional testing.

*The Government reserves the right to modify this contract at a later date to cover additional test services identified during the initial testing in order to complete qualification of the test unit.

3.6 The contractor shall provide separate not to exceed (NTE) pricing for the following:

3.6.1 One (1) retest of each test called out in section 3.3 and its subsections

3.6.2 Conducting additional Power tests IAW MIL-STD-1399 , Section 300B, 115 VAC 60Hz, Type I Single Phase ungrounded power, specifically the following tests:

4.0 DELIVERABLES

5.0 GOVERNMENT FURNISHED SERVICES/MATERIALS

5.1 The Government shall furnish the following property no less than two days before the scheduled start of the on-site test program:

5.1.1 Up to three (3) Thin Client Displays (TCDs), Estimated

Value: $100,000.00;

5.2 The government will provide one (1) NSWCDD personnel that will witness the testing and be responsible for the following:

5.2.1 Coordinate with the contractor to review and approve the test plan prior to test execution.

5.2.2 Acceptance of results and testing IAW the approved test plan.

5.2.3 Approval for any deviations from the approved test plan.

5.3 The government will coordinate with the contractor to

schedule the first testing event upon award of the contract.

5.4 The government will coordinate with the contractor to

schedule the retest event, if required.

5.5 The government will coordinate with the contractor to

modify the contract to cover retesting, if required.
