FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department

2. Description of the Action Being Approved

Award of a firm fixed priced contract on a brand name basis for core computing equipment manufactured by Cisco Systems, Incorporated and NetApp, Incorporated.

3. Description of Supplies/Services

The requires a quantity of two (2) custom configured

Flexpod® Express systems, part number CS-FLEX-CDSA-OPT2.

FlexPod® is a predesigned, best-practice data center architecture built on the Cisco® Unified Computing System™ (Cisco UCS®), the

Cisco Nexus® family of switches, and NetApp® fabric-attached storage (FAS) or V-Series systems. The requested systems consist of a quantity of four (4) UCS C220MA and two (2) Nexus 3548 manufactured by Cisco Systems, Inc. and one (1) FAS2554HA, manufactured by NetApp, Inc. This request also includes rack and configuration documentation, testing and installation.

Delivery is required 30 days after receipt of the order.

The Government's minimum needs have been verified by the certifying technical and requirements personnel.

5. Rationale Justifying Use of Cited Statutory Authority

The Flexpod® Express will improve technology integration and enhance cyber security defense of particular infrastructures and better utilize the resources and capabilities of the cyber workforce with regards to prevention and detection of vulnerabilities into the . This is needed to increase the security posture of all of the , a critical aspect in protection of both the shipboard mission systems and core network systems. The Flexpod® Express will consist of a combination of hardware and software that can be used both physically and virtually for representing various operational and development systems within the .

Opting to not provide a fully racked and configured Flexpod®

Market research consisted of reviewing the results of recent market research undertaken to meet past requirements and reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers available on the World Wide Web. Market research also included obtaining a market research quote. This market research has shown that there are multiple authorized resellers for certain components required to include vendors available under the

General Services Administration (GSA) Federal Supply Schedule

(FSS) and the National Aeronautics and Space Administration

(NASA) Solutions for Enterprise-Wide Procurement (SEWP) contract vehicles.

The proposed contract will be synopsized on the National

Enterprise-Wide Procurement (SEWP) Contract vehicles on

6/22/2017. It is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Flexpod Express

8. Actions to Remove Barriers to Competition

A patent, copy right or proprietary data limits competition for these proprietary components. Should additional requirements surface for these components, market research will be conducted to identify any market changes.
