Ddl-F20 RECEIVING HOURS OF OPERATION
All deliveries to the Receiving Officer, Dahlgren Division, Naval Surface Warfare Center, Dahlgren, VA shall be made Monday through Friday from 7:00 a.m. to 2:30 p.m., local time. Deliveries will not be accepted after 2:30 p.m. No deliveries will be made on government holidays.
HQ C-2-0024 EXTENSION OF COMMERCIAL WARRANTY (NAVSEA) (NOV

The Contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided that such warranty is available at no additional cost to the
Government. The Contractor shall provide a copy of the standard commercial warranty with the item. The standard commercial warranty period shall begin upon the final acceptance of the applicable material or software.
Acceptance of the standard commercial warranty does not waive the Government's rights under the "Inspection" clause, nor does it limit the Government's rights with regard to other terms and conditions of the contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty.

SOW
C1.0 BACKGROUND
In recent years, NSWCDD has worked with the Naval Research
Laboratory (NRL) in developing the capability to transform C-band radar scans of clouds into meteorological meaningful information such as vertical profiles of cloud liquid water content. NSWCDD and NRL lead a weather data collection campaign in the summer 2015 using the Mid-Course Radar (MCR) at Cape
Canaveral, Florida that scanned nearby clouds with an emphasis on middle-to-upper tropospheric cloud systems. In order to develop this capability successfully, the experiment needed to collect measurements of the cloud with probes that are airborne.
For these airborne in-situ data collections, the complex data needed to be processed and cooperatively studied in the context of the simultaneously collected MCR weather scans. In short, NSWCDD needed airborne measurements to understand the meteorology contained in corresponding MCR data collections and in order to improve estimates of the liquid water content needed for model validation. For this weather campaign, NSWCDD is focused on understanding high altitude cloud structures. The
University of North Dakota owns the type of airplane and the suite of sensors needed to measure the high altitude clouds of interest. NSWCDD awarded a sole-sourced contract to UND to make airborne in-situ measurements in support of the MCR radar weather experiment in the summer of 2015. A critical aspect of the sole-source justification was that UND was uniquely qualified to perform the follow-on research effort on the collected data sets. UND did preliminary processing of the collected data, quality control and delivery to NSWCDD and NRL by the end of September 2015. The complexities in the meteorological research necessitates follow-on research, processing and data deliveries to NSWCDD and NRL. This work will be collaborated with NSWCDD’s and NRL’s research on related
MCR weather radar scans taken during the same summer 2015 experiment.
C2.0 OBJECTIVES
The main objective of this project is to mature research and data processing of in-situ cloud measurements made by UND in support of NSWCDD’s weather 2015 campaign. Research and data processing will focus on Liquid/Ice water content (LWC) of clouds by instruments mounted on an airplane that flies through the same clouds measure by the MCR radar. This covers three types of efforts provided from UND for NSWCDD and NRL:
2.1 Communicate to NSWCDD and NRL the flight mission path of
the airplane that collected the cloud data.
2.2 Perform quality control on the UND Collect data with
airborne instruments that concentrate on
2.2.1 Cloud Sampled 1-3 km about the melting layer
2.2.2 Sampled ice crystals in cirrus and anvil outflows of large storms.
2.3 Mature the research on the data collected, process the
results and deliver weather data in a fashion that enables
NSWCDD and NRL to compare to their MCR radar cloud scans. This data processing and delivery will be done in a manner that will lay the foundations of more in-depth meteorological studies collaborated between NRL, NSWCDD and UND. This collaboration will occur beyond this fiscal year.
2.4 The three types of UND support need to be done in a timely manner that supports NSWCDD and NRL development of the capability of transforming the MCR weather scans into meaningful
LWC estimates.
2.5 The end weather data product should allow research
scientists and analysts at NSWCDD and NRL to confidently validate and study C-band radar data on their own computers such that derived LWC estimates are confidently estimated and useful for post-flight analysis and for WRIP (Weather Reentry
Interaction Planner) weather validations. WRIP is a weather planning tool being developed by NSWCDD. This project pivots on collaboration between NSWCDD and NRL.
C3.0 REQUIREMENTS
3.1 The University of North Dakota (UND) shall deliver to
NSWCDD and NRL processed in-situ collected data corresponding to each coordinated MCR data scan for the summer 2015 weather campaign. NSWCDD and NRL will, in turn, transform these data into LWC estimates and interpret their meteorological significance.
3.2 To reach such a state of data processing, however, the
principle collector and processor of the airborne measurements, UND, shall assist NSWCDD and NRL in ensuring that they understand how the in-situ data relates to LWC estimates accurately as well as other parameters of interest such as particle size, concentration, and habit.
3.3 Perform in-depth quality control on all airborne
measurements and for periods with invalid measurements missing value codes are inserted to create a “clean” data set.
3.3.1 A project summary file containing all scientifically
important parameters shall be created to enable inter-comparison of measurements.
3.3.2 UND shall then provide this final quality assured version of the data to the sponsor prior to the end of the contract period.
3.4 Since UND collected the cloud samples at the MCR
experiment, UND is uniquely qualified and shall:
3.4.1 Research collected sample in clouds above the melting
layer while also being able to sample anvil outflows and cirrus up to 40,000 ft.
3.4.2 Research data collected from an array of state-of-the-art probes to measure cloud properties from small cloud droplets (3 μm) to larger precipitation drops (millimeter sized hydrometers) and ice crystals (such as the 2D-S).
3.4.3 Research data collected from an array of meteorological instruments that include multiple measurements of temperature, pressure, humidity (and/or dewpoint temperature), and air speed.
3.4.4 Use the video that was taken from an onboard video camera to continuously record sky conditions needed to support post-mission analyses
3.4.5 Research data collected from a gust probe that is coupled to an Applanix Position and Orientation System (POS) which provides 3-dimensional winds at a frequency of 25 Hz.
3.5 UND shall synthesize and process the above research and
airborne measurements into data deliveries to NSWCDD and NRL’s researchers in a form that helps them develop the meteorological understanding of MCR weather scans
3.6 UND shall support technical interchanges with NSWCDD and
NRL in regards to mission planning, data collection strategies and improvements to data processing.
3.7 UND shall support technical exchanges via telecoms or
occasional technically meetings so that NSWCDD, NRL and APL can confidently run and manipulate their own processing tools.
C4.0 DELIVERABLES
4.1 UND shall deliver maturely researched airborne in-situ
weather collection associated with the MCR weather by end of
FY2016. These data collections shall be quality controlled, processed and delivered in a format that is useful for NSWCDD and NRL scientist to estimate LWC in Clouds that the MCR radar is measuring (CDRL A001). UND shall also include microphysical analysis packages if needed to aid in post-mission processing cloud imagery at NSWCDD and NRL.
4.2 UND shall provide documentation and instruction that
describe the format of the data deliveries.
4.3 UND shall reprocess select data cases if found necessary to do so to correct any data artifacts uncovered during post-mission analyses.

The work to be performed under this contract is unclassified.
C7.0 TRAVEL
The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated: Travel to Monterey, California for a three day period is needed.

HQ G-2-0009 SUPPLEMENTAL INSTRUCTIONS REGARDING ELECTRONIC INVOICING (NAVSEA) (SEP

(a) The Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the technical instruction (TI), sub line item number (SLIN), or contract line item number (CLIN) level, rather than on a total contract/TO basis, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs
(ODCs), materials, and travel, by TI, SLIN, or CLIN level. For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal. Subcontractors may email encryption code information directly to the Contracting Officer (CO) and Contracting Officer Representative
(COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the CO and COR; or other method as agreed to by the CO.
(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data
Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and CO on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and CO email notification as required herein.

(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area
WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training
Course and use the Practice Training Site before submitting payment requests through
WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data
Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. (a) Definitions. As used in this provision --
“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
Immediate owner means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
Inverted domestic corporation means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
Manufactured end product means any end product in product and service codes (PSCs) 1000-9999, except--
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;

Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the
Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment
Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
Sensitive technology--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act
(50 U.S.C. 1702(b)(3)).
Service-disabled veteran-owned small business concern--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
"Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
Small disadvantaged business concern, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
Subsidiary means an entity in which more than 50 percent of the entity is owned--
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
Veteran-owned small business concern means a small business concern--
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
"Women-owned small business concern" means a small business concern--
(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least
51 percent of its stock is owned by one or more women; or
