CLASS JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITON

JUSTIFICATION

1. Contracting Activity

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department.

2. Description of the Action Being Approved

This class justification is for the award of firm fixed priced contracts and orders through other than full and open competition for Combined Integrated Air Missile Defense Anti-

Submarine Warfare Trainer (CIAT) equipment in support of the

NSWCDD Test Environment Engineering Branch (V41). Authority to act under this Class J&A expires on 31 March 2017.

3. Description of Supplies/Services

The acquisitions covered by this Class J&A are for brand name commercial items comprising the following CIAT items: (1) CIAT

Trainer at the Norfolk Site, and (2) Reconfigurable Console

Trainer (RCT) number 2 at the AEGIS Training and Readiness

Center, to be procured using simplified acquisition procedures.

Enclosure (1) consists of a list of the specific procurement components for the CIAT items listed above. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. Enclosure (1) is broken down into quantities and estimated cost. The total estimated dollar value of these acquisitions is estimated to be approximately

$9,032,856.67, to be acquired exclusively with FY16 OPN funding.

4. Statutory Authority Permitting Other Than Full and Open

Competition

This justification is based upon the authority of 10 U.S.C.

2304(c)(5), Authorized or Required by Statue; specifically

Section 4202 of the Clinger-Cohen Act of 1996.

5. Rationale Justifying Use of Cited Statutory Authority

These sole source products are required to satisfy the design and implementation of the requirements specified by the Program

Management Office - Training Systems (PMS-339), for the Combined

Integrated Air Missile Defense Anti-Submarine Warfare Trainer

(CIAT) development. This purchase will be for the 3rd and 4th installations of CIAT. Commercial components for the development of a commercial equipment equivalent of the AEGIS Weapons

System, including a Combat Information Center (CIC), are being acquired as detailed in Enclosure (1). The commercial variants of the tactical consoles, computer room equipment, Close-In

Weapons System (CIWS), Global Command and Control System -

Maritime (GCCS-M), Brief and Debrief equipment, and all associated computing networks and cabling being built must have the specified components in order to maintain functional capability and ensure compatibility with existing simulation systems.

CIAT is the first of its class training system and the development team conducted detailed research of available technology that could be used to develop a system that meets the approved system requirements. The identified equipment is required by NSWCDD, in order to meet current Initial Operational

Capability (IOC) and Ready for Training (RFT) dates set forth by the CIAT program sponsor, PMS-339 for Naval Base Norfolk and the

AEGIS Training and Readiness Center. Usage of another brand would require engineering evaluation to determine sufficiency, resulting in significant changes and redesign of the system taking approximately two years. Any redesign would cause added overall program cost of approximately $10 million as well as delay of approximately two years resulting in late delivery to the fleet, thus impacting training availability.

6. Description of Efforts Made to Solicit Offers from as Many

Offerors as Practicable

All acquisitions that meet the synopsis threshold will be published on the Federal Business Opportunities website in accordance with FAR 5.2, and will include a request for information or a sources sought notice in accordance with DFARS

PGI 206.301-1, and all responses will be considered. Although most of the requested items identified in Enclosure (1) are sole source to the manufacturer, many of these items are available from multiple distributors. Thus specific manufacturer’s parts will be competed among distributors, when available.

7. Determination of Fair and Reasonable Costs

The Contracting Officer for each acquisition will determine that the price to the Government is fair and reasonable using price analysis before each contract/award is awarded.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, NSWCDD has no plans at this time to compete future procurements for the types of supplies covered by this document. If other potential sources emerge, V41 will assess whether competition for future requirements is feasible.
