STATEMENT OF WORK
C.1. BACKGROUND
In recent years, NSWCDD has worked with the Naval Research Laboratory (NRL) in developing the capability to transform C-band radar scans of clouds into meteorological meaningful information.
NSWCDD and NRL are leading a weather data collection campaign this summer using the Mid-Course Radar (MCR) at Cape Canaveral, Florida to scan nearby clouds. In order to develop this capability successfully, the experiment needs to collect measurements of the cloud with probes that are airborne.
For these airborne in situ data collections, the data needs to be processed and cooperatively studied in the context of the simultaneously collected MCR weather scans. In short, NSWCDD needs airborne measurements to understand the meteorology contained in corresponding MCR data collections. For this weather campaign, NSWCDD is focused on understanding high altitude cloud structures. The contractor must have the type of airplane and the suite of weather sensors needed to measure the high altitude clouds of interest in terms of liquid-water content (LWC) and particle size distribution. The MCR data collections and supporting airborne in situ measurements are planned for late July 2015. The expected airborne data processing and delivery to NSWCDD and NRL will occur by September 30, 2015. The complexities in the meteorological research necessitates the data deliveries to be structured to allow follow-on academic study and analytical collaboration between the Contractor, NSWCDD and NRL beyond FY 2015 in terms of correlating and validation MCR C-band weather scan.
C.2 SCOPE
The end weather data product should allow research scientists and analysts at NSWCDD and NRL to confidently validate and study C-band radar data on their own computers such that derived LWC estimates are confidently estimated and useful for post-flight test analysis and for a system specific weather planning tool being developed by NSWCDD.
C.3 OBJECTIVES
The main objective of this project is to collect in-situ cloud measurements including Liquid/Ice water content (LWC) of clouds by instruments mounted on an airplane that flies through clouds. This Statement of Work covers three types of efforts provided from the Contractor for NSWCDD and NRL:
i. Develop a flight mission plan that describes the exact aircraft measurements objectives of NSWCDD and NRL. The plan will include coordination between MCR remote weather data collections.
ii. Collect data with aircraft using on board instruments that concentrate on
a. Cloud Sampling 1-3 km about the melting layer
b. Sampling ice crystals in anvil outflows of large storms.
c. Collecting the full span of LWC particle sizes and associated distributions
iii. Process, analyze and deliver collected weather data in a fashion useable by NSWCDD and NRL in their analysis of MCR C-band radar scans. The contractor will supply in-depth meteorological analysis of their delivered data set in collaboration with NSWCDD and NRL. The complexities of this analysis will require frequent and unique collaboration that will extend beyond this fiscal year.
The three types of Contractor support need to be done in a timely manner that supports NSWCDD and NRL development of the capability of transforming the MCR weather scans into meaningful LWC estimates.
C.4 TASKS
This project pivots on collaboration between NSWCDD and NRL. The Contractor shall deliver to NSWCDD and NRL processed in situ collected data corresponding to each coordinated MCR data scan for the summer 2015 weather campaign. NSWCDD and NRL will, in turn, transform the data received into LWC estimates and interpret their meteorological significance. To reach such a state of data processing, however, the principle collector and processor of the airborne measurements (the Contractor) needs to analyze their data and assist NSWCDD and NRL in ensuring that they understand how the airborne in situ data relates to LWC estimates accurately.
1) The Contractor’s aircraft will support missions that can fly into icing conditions and have the ability to reach an altitude of 40,000 feet. The Contractor will assist NSWCDD and NRL in creating pre-flight mission plans that are synthesized with the MCR scanning strategies prior to data collection campaign. These plans will include how to real time coordinate measuring the clouds that are simultaneously being scanned by MCR.
2) The Contractor will conduct quality control checks of aircraft instruments before, during and after the field project. For example, the Contractor will use calibration beads of a known size and refractive index to ensure the Cloud Droplet Probe (CDP) is preforming correctly. The Contractor will perform quality assurance and analysis of the aircraft data set. The on-board data systems allow all measurements to be viewed in real-time and data processing tools will allow personnel to quickly review flight measurements after each flight to ensure all instruments are performing as expected. The Contractor’s flight personnel will take and provide flight notes to enable measurements to be put into context. During quality assurance, instrumentation experts review all the measurements and for periods with invalid measurements missing value codes are inserted to create a “clean” data set. A project summary file containing all scientifically important parameters is created to enable inter-comparison of measurements. The Contractor will then provide this final quality assured version of the data to the sponsor prior to the end of the contract period.
3) The Contractor will support the MCR weather collection campaign by providing these unique capabilities.
• Ability to sample in clouds above the melting layer while also being able to sample anvil outflows at 40,000 ft.
• An array of state-of-the-art probes to measure cloud properties from small cloud droplets (3 μm) to larger precipitation drops (millimeter sized hydrometers).
• An array of meteorological instruments that include multiple measurements of temperature, humidity and air speed.
• A gust probe that is coupled to an Applanix Position and Orientation System (POS) which provides 3-dimensional winds at a frequency of 25 Hz.
• An experienced flight scientist (+10 years of research aircraft flying) that monitors measurements in real-time on-board the aircraft.
• The ability to quickly post-process, analyze and review processed data in less than 24 hours to ensure there are not instrument problems before the next day's flight.
4) The Contractor will support technical interchanges with NSWCDD and NRL in regards to mission planning, data collection strategies and improvements to data processing.

C.5.2 Technical Consultation: The Contractor will provide documentation and instruction that describe the format of the data deliveries. The Contractor will support technical exchanges via telecoms or occasional technically meetings so that NSWCDD and NRL can confidently run and manipulate their own processing tools. The Contractor will reprocess select data cases if found necessary to do so to correct any data artifacts uncovered during post-mission analyses.

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. (B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. 362 (the Bankruptcy Code).
