JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Division.

2. Description of the Action Being Approved

Award of a firm fixed priced contract on a sole source basis for critical components

, manufactured by Aviation Avionics LLC.

3. Description of Supplies/Services

Aviation Avionics LLC will be providing a quantity of twenty

(20) Transformer Rectifier Units (TRUs), Part Number: 1-002- 0102-2381. has integrated a total of 12 Gun Weapons Systems (GWS) onboard AC- 130W model platforms under the project. The NSWCDD has now been tasked with enhancing the and integrating onboard the AC-130J model platforms. These efforts have a series of enhancements/upgrades from the sponsor;

One of the requirements is for an overall weight reduction to the The weight reduction effort is slated to start on the third J model aircraft, which includes the integration of this TRU instead of the previous Gun Power Cabinet (GPC) . The TRUs will be installed on a series of rack systems in the aircraft, which will allow obsoleting the Gun Power Cabinet (GPC) taking power directly from the aircraft.

The Government's minimum needs have been verified by the certifying technical and requirements personnel.

The estimated value of this acquisition is $530,380.00.

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c) (1) -Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority

The J model aircraft already uses this particular TRU for transferring aircraft power to the , which is the only TRU with the airworthiness qualification the Air Force uses'. This particular TRU meets the current mechanical footprint, and any other TRU will render the system inoperable. Additionally, this TRU is already under the purview of the Air Force's logistics planning. The unit is proprietary to the original equipment manufacturer (OEM), Aviation Avionics LLC. Due to the proprietary nature of the components, no other source can satisfy agency requirements.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

Since this TRU is the only qualified TRU for the J model platform, no other market research was conducted to find a different model. Market research was conducted to determine if Avionic Instruments had any authorized resellers, which concluded that only direct procurement from Avionic Instruments is authorized. They do not have authorized resellers.

The Sources Sought was posted on 08 July 2015 and the proposed contract will be posted on Federal Business Opportunities (FedBizOpps) . No further market research was conducted because it is not practicable, for the reasons discussed in p~ragraph 5 above, for any other vendor than Aviation Avionics LLC to provide the required TRUs for integration.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, Dahlgren Contract Division has no plans at this time to compete future contracts for the type of equipment covered by this document. If another potential source emerges, Dahlgren Contract Division will assess whether competition for future requirements is feasible.
