The following adjectival ratings/definitions shall be used for the Technical Capabilities. The combined technical risk rating includes consideration of risk in conjunction with the strengths, weaknesses and deficiencies in determining technical ratings. Combined technical risk evaluations shall utilize the combined technical risk ratings listed below.

TABLE 1
COMBINED TECHNICAL/RISK RATING
Rating
Description
Outstanding
Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Good
Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Marginal
Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Unacceptable
Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable.

Factor 2: Past Performance This factor focuses on relevance of corporate experience to this task and the quality of relevant experience. Experience relative to this task will be assessed by considering aspects such as the following (these do not constitute separately evaluated subfactors): quality of products and services; timeliness of performance; cost control, cost monitoring and reporting; business relations; and overall customer satisfaction.

In addition to the sources identified by the offeror, the Government may review Contractor Performance Assessment Reporting System (CPARS) and/or DOD Past Performance Information Retrieval System (PPIRS) ratings and other existing past performance ratings on relevant contracts. The Government may also review other relevant past performance information contained in local files and other sources, including Federal, State, and local Government agencies, Better Business Bureaus, published media and electronic databases. General trends in a contractor's past performance will also be considered.

The following adjectival ratings/definitions shall be used for the Past Performance. The past performance relevancy rating, as defined in the table below, is the assessment of the offeror's demonstrated recent and relevant record of performance in supplying products and services that meet the contract's requirements.

TABLE 4
PAST PERFORMANCE RELEVANCY RATING
Rating
Definition
Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant
Present/past performance effort involved much of the magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Factor 3: Price

The firm fixed price shall include any volume or spot discounts. Since the Government intends to award a contract without discussions with respective offerors, you are encouraged to offer your most advantageous pricing in the initial response.

The evaluation factors are listed in descending or equal order of importance. Technical Capability is the most important factor and is slightly more important than Past Performance and is significantly more important than Price. Past Performance is more important than Price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
