THERMAL ANALYSIS SUITE
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), current Thermal Analysis equipment is obsolete and/or not functioning at all, and is beyond economical repair. New equipment is necessary to provide accurate thermal analysis. This analysis capability is critical to NSWCDD Z20 Chemical, Biological and Radiological Defense Navy support.
2.0 APPLICABLE DOCUMENTS
Original Equipment Manufacturer (OEM) Specifications
| 3.0 | REQUIREMENTS |
| 3.1 | The contractor shall provide delivery, installation and training of a Thermal Analysis Suite which includes: a Differential Scanning Calorimeter (DSC), Thermo gravimetric Analyzer (TGA), Thermo Mechanical Analyzer (TMA) and Dynamic Mechanical Analyzer (DMA)). |
| 3.2 | The contractor shall ensure the specific system performance requirements include the following: |
| 3.2.1 | Thermal Suite with flexible calibration for multiple pans and gas combination and can perform tests with 1 calibration for multiple heating/cooling rates; |
3.2.2 The system is able to, without being programmed, return to room temperature before starting the next run;
3.2.3 The system can run multiple instruments simultaneously/consecutively from a single software package;
3.2.4 The system has a Flash Differential Scanning Calorimeter (DSC) that is chip calorimetery with a heating rate of 2.4 million degrees Celsius per minute and a cooling rate of 240,000 degrees Celsius per minute;
3.2.5 The system has stereo microscopy to load samples and view transitions.
3.2.6 The system Thermo Gravimetric Analyzer (TGA)/DSC has a single axis auto sampler with lid piercing needle that opens the sample while it is picked up and placed in the instrument.
3.2.7 The system has a DSC that has a single axis auto sampler and a user replaceable ceramic sensor and has the capability to record a video of the sample behavior.
3.2.8 The system Dynamic Mechanic Analyzer (DMA) has full submersion capability in all modes of sample deformation with direct control of the fluid temperature to ramp and hold isothermal; and
3.2.9 The system has a Thermo Graphic Mechanical Analyzer (TMA) that can perform experiments to a maximum temperature of 1600C and simultaneously measures the sample temperature directly with a thermocouple.
3.2.10 The system is able to display the heating/cooling rates of the Flash DSC.
3.3 The contractor shall ensure the system is setup and installed according to OEM specifications;
3.4 The contractor shall train up to four (4) NSWCDD personnel on the operation of the unit;
| 3.5 | The contractor shall coordinate with the technical point of contact identified below to perform the work required under this statement of work. |
| 4.0 | TRAVEL |
The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the FAR 31.205-46, “Travel Costs”, and the Federal Travel Regulations (FTR). The following travel is anticipated: Two (2) personnel to Dahlgren, Virginia to setup, install and train personnel on the system.
5.0 TECHNICAL POINT OF CONTACT (TPOC)
