About this file

This document is a Justification and Approval (J&A) for a sole-source contract with The MathWorks, Inc. for software licensing and maintenance. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires renewal of enterprise-level software maintenance for a 12-month period, specifically including 4 Server Activations, 725 Designated Computer Activations, and 600 MATLAB Parallel Server Worker Instances. The proposed contract will be awarded on or around 1 April 2025, utilizing Fiscal Year 2025 Navy Working Capital Funds.

The J&A emphasizes that MathWorks software is critical to NSWCDD's operations and that no alternative software can provide the same capabilities. Market research confirmed The MathWorks, Inc. as the sole proprietor of the software. The contract will be synopsized on SAM.GOV, and the Dahlgren Contract Department has determined the anticipated costs to be fair and reasonable. The document notes that while no competition is planned for this procurement, they will assess future competitive opportunities if another potential source emerges.
