C-242-H001 EXPEDITING CONTRACT CLOSEOUT (NAVSEA) (OCT 2018)

(a) As part of the negotiated fixed price or total estimated amount of this contract, both the Government and the Contractor have agreed to waive any entitlement that otherwise might accrue to either party in any residual dollar amount of $1,000 or less at the time of final contract closeout. Section C - Descriptions and Specifications

STATEMENT OF WORK

STATEMENT OF WORK (SOW)

FOR

COAX KIT PARTS

for the

MK 38 MACHINE GUN SYSTEM

1) SCOPE

This Statement of Work (SOW) describes the requirements for manufacturing the parts of the coax kits to be used in the Coax Gun Ordnance Alteration (ORDALT) on the MK 38 Machine Gun Systems (MGS). Parts include: Chute Assembly, 7.62 Composite; Corrosion Resistant Utility Box Assembly, MK 38 Mod 2; Axle Mount Assembly, 7.62mm Chain Gun Mounting Hardware; Box Assembly, 7.62 Ammo; Ammo Can Mounting Components; Coaxial Gun Control Unit Mounting Components; Harness Assembly, W39; Harness Assembly, W46; Cable Pass Thru and Jumper Plug; 7.62mm Ammunition Canister Shelf Assembly; and Container Shipping and Storage MK 52 Coax which are detailed in paragraph 9 herein.

2) BACKGROUND

The Naval Surface Warfare Center, Indian Head Detachment, Picatinny (NSWC IHEODTD Picatinny) as the In-Service Engineering Agent (ISEA), has been tasked to provide MK 38 25mm Machine Gun Systems (MGS) and the necessary Ship Alterations (SHIPALTs), aboard U. S. Navy ships. The MK 38 MGS is a stabilized, remotely controlled 25mm weapon system with an on-mount Electro-Optical fire control system.

3) APPLICABLE DOCUMENTS

a) The technical data package controlling the configuration of the items on this contract or defined by the drawing EC0R-0105 and the lower level drawings referenced therein. This data package will be provided as Government Furnished Information for the use in providing the material under this contract.

b) Configuration management of the MK 38 25mm MGS is governed by Configuration Management Plan for the MK 38 Machine Gun System (MGS)/MK 46 Gun Weapon System (GWS) dated 16 MAY 2016. The submittal of Engineering Change Proposals shall be per this plan.

4) REQUIREMENTS

a) The contractor shall provide all necessary material and services required to manufacture, assemble, inspect, preserve, package, and ship the deliverables of this contract. The contract will have a 12-month base year with provisions for three 12-month options.

b) Quality Management System Requirements. The contractor shall provide and maintain a quality management system that, as a minimum, adheres to the requirements of ANSI/ISO/ASQ 9001-2015 Quality Management Systems and supplemental requirements imposed by this contract. The quality management system procedures, planning, and all other documentation and data that comprise the quality management system shall be made available to the Government for review. Existing quality documents that meet the requirements of this contract may continue to be used. The Government may perform any necessary inspections, verifications, and evaluations to ascertain conformance to requirements and the adequacy of the implementing procedures. The Contractor shall require of subcontractors a quality management system achieving control of the quality of the services and/or supplies provided. The Government reserves the right to disapprove the quality management system or portions thereof when it fails to meet the contractual requirements.

5) INSPECTION AND ACCEPTANCE

a) Inspection and acceptance of all Deliverables shall be made by the cognizant Administrative Contracting Officer representative via kind, count and condition at Origin.

b) First Article Tests shall be performed by the ISEA. The tests will be performed at NSWC IHEODTD Picatinny. The test will be completed within 2 weeks of delivery of the First Article. The test will take approximately 2 days to complete. The contractor shall provide a representative at NSWC IHEODTD Picatinny for the entire test. The test will consist of installing the First Article on a MK 38 MGS. The ISEA will visually inspect form and fit of the items during the installation. The ISEA will inspect function by loading and cycling approximately 1500 rounds of dummy 7.62mm ammunition through the system using a MK 52 7.62mm Automatic Cannon provided by the ISEA. The test will consist of single shots, short bursts and long bursts at the discretion of the ISEA. Any stoppages will have a root cause of the stoppage determined. If the root cause is determined to be due to the items provided under this contract, the associated items will be inspected for compliance with the drawings. Any items found to be out of specification shall be corrected by the contractor.
