Statement of Work Master Electrician Support for Agile Chemical Facility Last updated: 23 August 2018

The purpose of this contract is to obtain 600 hours of on-site support by a Master Electrician to assist Naval Surface Warfare Center Indian Head and Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) engineering and maintenance personnel with the electrical remediation tasks at the Agile Chemical Facility (ACF) and to provide technical assistance in support of MILCON P163. Refer to Section C for additional details.

A. Introduction The Agile Chemical Facility is a $100+ million investment in NSWC IHEODTD’s nitrate ester manufacturing capability, realized over three major construction projects and multiple Capital Improvement Projects. After completion of MILCON P162, several systemic electrical deficiencies were identified, caused by improper design or poor workmanship requiring correction by NSWC IHEODTD to ensure the sustainability of the Agile Chemical Facility. In addition, NSWC IHEODTD requires subject matter expertise assistance to review MILCON P163 submittals associated with power, instrumentation, and controls.

B. Minimum Electrician Qualifications

1. Licensed Master Electrician, minimum 10+ years

2. Certified Control Technician, minimum 10+ years

3. Electrical installation experience in hazardous classified areas per NEC 70 article 500, 10+ years.

4. Controls installation experience with Siemens hardware and Profibus networks, 5+ years.

C. Description of Services The scope of this contract includes the below five tasks and additional information for each task is detailed in the following subsections. Work scheduling shall be coordinated with the Navy technical point of contact two weeks in advance. Between one and three days of support per week through the duration of the contract will be required at a maximum of 8 hours a day.

1. Rewire controls in the main nitration building.

2. Upgrade wastewater pump station controls.

3. Provide technical oversight and assistance with Siemens controls upgrades in Building 1513.

4. Provide subject matter expertise in electrical and control submittal reviews in support of MILCON P163.

5. Other electrical, power, instrumentation and controls support at the ACF.

6. Provide incidental and spare materials as required.

Task One: Rewire controls in the main nitration building.

The existing control wiring at the ACF nitration building (Building 3786A) is improperly routed, with intrinsically safe and safety circuit wiring intermingled with standard control wiring. Additionally, the I/O cabinets were designed for control wiring to enter through the bottom of the cabinets but the existing wiring is routed through the top of the cabinets. This task will require removal of all existing field wiring in the I/O cabinets, approximately 250 points, removal of existing cable tray, temporary removal of all I/O cabinets, installation of raised floor system for cable routing, replacement of I/O cabinets, re-landing all control points, and complete I/O testing of control points.

Task Two: Wastewater pump station controls upgrade.

The ACF has two industrial wastewater pumping stations used to transfer process wastewater to an underground storage tank. The power and control panels for these pumping stations are dilapidated and require replacement. This task involves coordination with NSWC IHEODTD to design replacement stainless steel enclosures for pump control panel and specification of panel enclosure components. This task will require fabrication of the new enclosures and installation of the new panels at each pumping station. Support will be required to for functional testing of the new work.

Task Three: Provide technical oversight and assistance with Siemens controls upgrades in Building 1513.

MILCON P163 requires installation of all power and controls upgrades at Building 1513 to be performed by NSWC IHEODTD station forces. To support this task, NSWC IHEODTD requires a master electrician to support the planning, sequencing, and execution of the electrical work within this facility to ensure it meets all code and contract requirements.

Task Four: Provide subject matter expertise in electrical and control submittal reviews in support of MILCON P163.

In order to avoid systemic electrical and controls deficiencies that occurred under MILCON P162 construction, MILCON P163 will require thorough subject matter expert review of all electrical and control submittals to ensure that material selection is correct according to design specifications and applicable codes.

Task Five: Other electrical, power, instrumentation and controls support at the ACF.

It is anticipated that there shall be other miscellaneous electrical, power, instrumentation and controls technical support shall be required by NSWC IHEODTD during MILCON P163 that does not fall within the aforementioned tasks.

Task Six: Incidental parts and materials procurement.

The contractor shall provide incidental and spare materials as needed to not exceed $40,000 per year.
