STATEMENT OF WORK

Densified Propellant (DP) Shoulder-launched Multipurpose Assault Weapon (SMAW) Future Naval Capabilities (FNC) Blossom Point Testing Support

1.0 BACKGROUND

The Densified Propellant (DP) Shoulder-launched Multipurpose Assault Weapon (SMAW) Future Naval Capabilities (FNC) effort is a 3 year FNC program tasked with developing and demonstrating a new propulsion system for the SMAW that is capable of Fire from Enclosure (FFE) usage. FY18 is the final year of the FNC effort which involves extensive design, iterative testing, and thorough analysis of the rocket motor and other critical hardware components. All testing for the effort is being conducted at Blossom Point Research Facility (BPRF) in Welcome, MD. The effort has a dedicated testing range at BPRF which includes a Fire from Enclosure structure and soft catch for dynamic testing. There is also a static testing stand and free field dynamic launch area on the range. The DP SMAW FNC conducts test series throughout the fiscal year (FY) and has tests occurring every 6-8 weeks on average.

2.0 REQUIREMENTS

The Contractor shall provide support for 5 test series throughout the period of performance.

2.1 Range setup/maintenance

The Contractor shall provide range setup, test supplies (i.e., greases, oils, disposable hardware, and o-rings) and clean up after each testing session. Test setup includes but is not limited to ensuring the structure is repaired and ready to test out of and making sure the hardware is not damaged and able to be reused. FFE testing damages the interior of the structure over the course of each test series. The Contractor shall be responsible for providing test site materials (i.e., plywood, sheetrock, lumber) and site support for the range in order to prepare for subsequent testing. The Contractor shall provide maintenance support to include keeping the area graded and free of standing water, maintaining the soft catch for dynamic rocket tests, and ensuring the range is accessible for the test team. In support of testing, the Contractor shall provide hardware cleaning supplies (i.e., towels, cleaners, brushes, solvents, and gloves). The testing is highly iterative, and often the level of range support required to repair any damage is indeterminate until the testing is underway, thus creating an urgent need for support between and post test series.

2.2 Consumable Test Hardware

There are several test components which are used for each test that are destroyed or discarded after each test. These items include but are not limited to nozzles, igniter plugs, gauge lines, test cylinders, and associated test fixtures. The details of these items are often changed as part of the iterative nature of the testing and therefore are not practical to procure through NSWC IHEODTD purchasing system. The vendor will be responsible for supplying these items prior to the testing in order for the schedule to be maintained.

2.3 Heavy Equipment Support

The Contractor shall provide heavy equipment support to transport large test fixtures such as camera shelters and steel blast shields, which involves the use of heavy machinery and material handling supplies. All heavy equipment is to be owned and operated by the contractor and not the government.

2.4 Logistics Support

The contractor will provide logistical support with the shipment of testing supplies, rocket motor hardware purchased through other contracts, and coordination with other test sites if the need arises.

2.5 3D Prototyping The contractor can provide 3D prototyping services of NSWC IHEODTD designs through rapid prototyping using their Uprint SE Plus and Makerbot Replicator z18 ABS plastic Fused Deposition Modeling machines.

3.0 SECURITY/CERTIFICATION REQUIREMENTS

3.1 Security

All Contractor personnel providing support under this contract must be U.S. citizens and shall possess and retain a Department of Defense (DoD) Secret clearance.

3.2 Certifications

Contractor personnel shall have explosives safety training certificates in order to provide unrestricted support to the program. Contractor personnel shall also maintain a forklift operator’s certification and heavy equipment operations training.

4.0REPORTING REQUIREMENTS
4.1DELIVERABLES

Deliverables shall be prepared according to instructions as identified in the Contract Data Requirements List (CDRL) DD Form 1423 (attached).

4.2ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA)

The Contractor shall report Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for business operations support via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

1) W, Lease/Rental of Equipment;

2) X, Lease/Rental of Facilities;

3) Y, Construction of Structures and Facilities;

4) D, Automatic Data Processing and Telecommunications, IT and Telecom-Telecommunications Transmission (D304) and Internet (D322) ONLY;

5) S, Utilities ONLY;

6) V, Freight and Shipping ONLY.

The Contractor is required to completely fill in all required data fields using the following web address www.ecmra.mil

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
