FOR
TEMPERATURE/VACUUM CHAMBER
1.0 Scope
The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) has a requirement for a temperature/vacuum chamber to support production of various delay and primer powder mixes used in cartridge actuated devices (CAD) and propellant actuated devices (PAD) of Navy, Army and Air Force aircrew escape systems. The contractor shall provide a temperature/vacuum chamber to meet the specifications as listed below:
1.1 The equipment shall comply with Hazardous Location Class I, Division 1 Groups C & D.
1.2 The system shall be capable of reaching 20-mmHg with an oil-less vacuum pump. Normal operating conditions are in the range of 500-mmHg sustained for periods between 6 to 120-hrs of continuous operation.
1.3 Two particulate filters in series ahead of the vacuum pump are required to prevent migration of material into the vacuum pump system.
1.4 The system shall be capable of controlling temperature from ambient to a maximum of 250°F at rates up to 100°F/hr maximum and control tolerance within 5°F. The system shall be equipped with high shut-off temperature limit safety control for each heated surface.
1.5 The internal dimensions of the oven shall be at least 18-in wide x 18-in depth x 18-in height equipped with at least 2 shelves for placing materials on trays. The external dimension of the chamber shall fit an area of 4-ft x 4-ft x 7 ft height.
1.6 All the welds with potential material exposure shall be liquid dye penetrant inspected per ASTM E1414.
1.7 Utilities available for use with the system are single and three phase voltage, 90-psig compressed air and 15-psig steam.
1.8 The chamber shall be capable of venting in case of an inadvertent over pressurization event.
1.9 The system shall be capable of venting or purging the chamber with inert gas.
1.10 The control system shall have RS485 communications capability to remotely control, log and monitor the processing history of the operations. The system should be capable of programming recipes to control specific temperature, vacuum and inert gas venting.
1.11 The system shall be equipped with operation hours log for maintenance purposes.
2.0 Delivery
The Contractor shall deliver the temperature/vacuum chamber 120 days after contract award to:
