STATEMENT OF WORK

STATEMENT OF WORK

FOR

MANUFACTURE OF CAD/PAD MAN-RATED HARDWARE COMPONENTS:

M11 THRUSTER AND M13 THRUSTER

1.0 INTRODUCTION

The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Division (NSWC

IHEODTD) requires support in the manufacture and delivery of hardware components (BODY, HEAD, RETAINER, GUIDE, FIRING PIN, SEGMENT RING, SHEAR SCREW, INSIDE

TUBE, OUTSIDE TUBE, STOP, CURVED WASHER, FIRING PIN SHEAR PIN, BODY,

BREECH, BASE CAP, PISTON FASTENER and PELLET ASSEMBLY) for the M11

Thruster and M13 Thruster programs.

1.1 Background

As a producer of the M11 Thruster and the M13 Thruster, NSWC IHEODTD is responsible for production, environmental / performance testing, and configuration management of these initiators.

The M11 Thruster is used in pair to automatically jettison the canopy of jet aircraft during emergency egress before seat-pilot ejection. The thruster is initiated when gas pressure is sufficiently supplied to the firing pin mechanism. The firing pin mechanism initiates a ballistic impulse cartridge contained in the Retainer. The gas pressure developed by the cartridge breaks the Shear Screw to allow the three telescoping tubes to extend and separate, thus jettisoning the canopy.

The M13 Thruster is used to automatically unlock the canopy of jet aircraft during emergency egress prior to canopy jettison. The thruster is initiated when gas pressure is sufficiently supplied to the firing pin mechanism. The firing pin mechanism initiates a ballistic impulse cartridge contained in the body. The gas pressure developed by the cartridge breaks the locking ring shear pins thus causing the piston to stroke. Upon complete stroke, excess pressure is vented at the terminal end to continue the emergency egress ballistic-mechanical train.

1.2 Scope

This Statement of Work (SOW) defines the requirements for the manufacture and delivery of

M11 Thruster and M13 Thruster hardware components. These hardware components are required in response to urgent work orders received from various United States Air Force

(USAF) customers.

The Contractor shall fabricate, test, inspect and deliver the M11 Thruster and M13 Thruster hardware components in accordance with the requirements of this SOW and all other specified requirements dictated in a contract award.

Contractor, the additional cost for such samples will be paid for by the Contractor. If not, the additional cost will be negotiated at such time. If such delays occur as a result of Government changes, or cause, the additional cost for such samples will be borne by the Government.

The Government reserves the right to perform an additional First Article sample test, at the cost of the Contractor / or cost compensation by the Contractor, for additional Government testing if any deliverable fails to meet any requirement specified herein and in the Contract. Any production by the Contractor before formal acceptance of the First Article sample shall be at the

Contractor’s cost risk.

3.2.2.3 Government Acceptance of Delivery / Production Lots

Delivery / Production lot acceptance will consist of the Government’s inspection(s) and / or test(s). For each delivery, the Government will randomly select a sample size from each delivery

/ production lot. If any item of the sample fails to comply with requirements, the Government will reject the sample and notify the Contractor to determine corrective action(s) by the

Contractor.

3.2.2.4 Government Inspection of Facilities

The Government technical point of contacts, or other authorized Government representatives, may visit / inspect the plant or plants of the contractor / sub-contractors engaged in the performance of this contract.

If any visit / inspection and/or examination / test are made by the Government, on the premises of the Contractor/ subcontractor, the Contractor and any subcontractors shall provide all reasonable facilities and assistance for the safety and convenience of the Government inspectors in the performance of their duties. All examinations and tests by the Government will be performed in such a manner as will not unduly delay work.
