I. In accordance with reference (a) the following is submitted.
a. A brief description of the intended use or application.
Field Forensics develops innovative and proprietary explosive detection technology including the Micro TLC portable thin layer chromatography system. Many different types of explosive materials in commercial compounds, Home-Made Explosives, and Improvised Explosive Devices can be analyzed by the micro TLC, including aliphatic compounds. The United States Department of Defense may employ this technology in the future assessment of!ED attacks where understanding the explosive main charge could help in the investigation of the bomb maker. The Micro TLC Field kit was developed to quickly answer such a question in the field.
NSWC's intended use of this instrument is to assess its capabilities to detect explosives in a laboratory and then simulated field environment. NSWC intends to investigate what the threshold level of explosives is that this system can detect over the course of several months of testing.
b. Description of the critical or unique features (patent, copyright, proprietary, etc.), which show no other item or source, can satisfy the Government's need.
The Portable thin layer chromatograph system is a portable, fast, and easy to use solution for rapid pre-screening and presumptive identification of drugs and explosive mixtures. In addition to achieving package miniaturization using only one thin layer chromatography (TLC) plate, the microTLChas other innovations including an integrated ultra-violet light source, digital video camera for plate analysis and record management, extended battery operation, together with easy menu-driven operations. TLC is an established laboratory procedure that identifies compounds belonging to the same general chemical class. Now the micro TLC enables both laboratory and field analysis to be performed by first responders and forensics scientists.
The lightweight microTLC provides a streamlined sampling and testing protocol that allows rapid, reproducible, separation and identification of the real-world drugs and cutting agents, explosives and precursors, with extended use to a wide range of hazardous materials .. The miniaturized kit employs the use of commercially available plates as the separation medium and a colorimetric identification scheme that provides confirmation of the identity of the analyte under analysis. materials. Total analysis times can be less than three minutes. Limits of detectability are typically at nanogram levels. Picogram levels are possible. The elution solvent in the micro TLC can be quickly changed to develop a different separation pattern. This provides a method to refine the identity of a suspected drug or explosive without physically changing the type of TLC plate. This is important when there may be a non-drug or non explosive material that has the same retention factor as one of the standard drug or explosive compounds. Field

The Field Forensics portable thin layer chromatography system is the only product that NSWCIH EODTD can use for this evaluation because this specific system was identified by the resource sponsor JIDA for this T &E campaign specified in MPIR Number DWAM60423 and the associated TLC Project SOW Dated 19 November 2015.
c. Describe the alternatives reviewed, which lead to the conclusion that only this particular source or product can meet the requirement.
Market research revealed that Field Forensics is the sole manufacturer and distributor of the Micro TLC portable thin layer chromatography system. Field Forensics owns all proprietary rights. NSWC !HEODTD (EOD) is continually canvassing the market to determine if other vendors can provide similar technology to meet current requirements.
